Rivers Poll Hijack By Soldiers: Army Concludes Investigation, Heads May Roll
Findings of the investigating committee, heads may roll in the army.
The committee is said to have indicted some personnel, after reviewing the video clips on activities of soldiers during the elections.
Top military sources told Daily Sun that the committee, headed by Major General Tari-Timiye Gagariga, would submit its report after the rescheduled elections in Rivers State by the Independent National Electoral Commission (INEC).
In investigating the case, the committee, which was set up following outrage from the public over the conduct of soldiers during the governorship elections in Rivers State, visited the state where it met with Governor Nyesom Wike and other stakeholders.
The committee also visited other states, where allegations of misconduct by soldiers were reported and took time to review all the video clips on the alleged misconduct of army personnel during the elections and also interviewed eyewitnesses and stakeholders.
A military officer, who pleaded anonymity, told Daily Sun that some indicted army personnel may face General Court Martial (GCM) in the coming days if the recommendation of the committee is implemented.
The Chief of Army Staff (COAS), Lieutenant General Tukur Buratai, had summoned some commanders of units and formations of the Nigerian Army across the nation, especially states where misconduct of army personnel was recorded to Abuja for interview.
Following this, the army chief raised the committee to probe into the allegations. The committee was to investigate the base, having in mind the code of transparency and accountability by army personnel deployed for election security duties.
The nine-member committee has its terms of reference to include thorough investigation of the reported activities, actions and inactions of personnel of the Nigerian Army in all the states where extant Rules of Engagement and Code of Conduct in internal security operations duties during election were violated.
It is also charged with the responsibility to investigate all reported infractions or violations against security agencies, particularly the army.
The army chief has assured Nigerians that appropriate punitive measures would be applied to those found culpable, in accordance with the military justice system.
The After Action Review document, Daily Sun gathered, is a complete report of the Nigerian Army’s operations, findings, observations and recommendations during the 2019 elections.
Sources told Daily Sun that the document, which is the first to be initiated by the army, would go a long way in helping government prepare for future elections, in terms of security.

Child Rapist Let Out Of Jail Six Months Ago R*pes, Kills Nine Year Old
Vadivel Devendra alias Gundapp Bhai (35), a history sheeter convicted in 2013 for raping a five-year-old girl in the neighbourhood, was released in 2018 early for good behaviour in jail.
The girl was reported missing on Thursday evening, and the rape-murder came to light when police detained Devendra as CCTV footage from the area showed the Class III girl walking with him. “She went out to buy tea from a nearby stall for her mother who’s unwell. We started searching for her when she didn’t return for an hour,” her father, a daily wage labourer, told TOI.
As Juhu police launched a search for the girl, Devendra accompanied them in the area.
Meanwhile, some locals told police that Vadivel Devendra alias Gundapp Bhai (35), a history sheeter who was with them, had been arrested earlier for a minor’s rape. “This information caused suspicion about him and the CCTV footage strengthened our doubts,” a police officer said.
In the CCTV footage, Devendra is seen talking to the girl who knew him as a neighbour. “Initially he claimed that he left the girl there and didn’t know what happened later. He was detained on Friday night and on Saturday morning he confessed to the offence.
He led us the spot where he had dumped the minor’s body,” said a Juhu police officer, adding that “We are questioning Devendra on how he lured the girl and where he committed the offence.” The victim is survived by her parents and a younger brother.
As news about his arrest spread, hundreds of Nehru Nagar residents gathered outside Juhu police station demanding stern action against the history sheeter.
Additional police forces were summoned to control the mob. Traffic had to be diverted as the mob spilled on to the road. Additional commissioner of police (west region) Manoj Sharma, along with zonal DCP Paramjit Singh Dahiya, went to the spot and controlled the mob. “The case has been handled tactfully and the accused confessed to the crime. We will ensure the accused gets severe punishment,” said Sharma.
Residents and activists from the area said Devendra and his family were notorious, and threatened and extorted money from people. “The victim’s family is devastated. They are daily wage workers, while the victim studied in civic, vernacular school. We have demanded stern action against the accused,” social activist Muthu Kumar told TOI.
Devendra has been booked under Indian Penal Code sections 201 (disappearance of evidence), 302 (murder), 363 (kidnap), 376 (rape) and under POCSO Act sections 4 (penetrative sexual assault), 8 (sexual assault) and 12 (sexual harassment). Devendra, who was produced before a POCSO court on Saturday , is married to two women and has children, while his second wife is pregnant.

Since being uploaded the video has been viewed over one million times and has 74,000 dislikes as well as 15,900 comments.
Viewers were left reeling after watching the clip, with many wondering how exactly it was a prank.
The overwhelming assumption is that the woman is not actually related to him, but is instead someone he has hired for the video.
But there are still those who believe they are actually siblings and understandably they were disgusted by the video.

Mum 'Stabbed Husband In Heart Above Tattoo Tribute To Their Dead Daughter'
Helena Karine Atay is alleged to have killed businessman Atakan Atay, who she had been married to for almost 20 years.
The alleged killing happened at their home in Birtley, Gateshead, during a row over her going out to buy wine, a court heard.
The court heard tragedy had already struck the family when their young daughter, Sophie, died in 2010 of cancer.
As Atakan, 45, who ran a convenience store near their home, lay dying on their living room floor, Atay could be heard in the background telling him she would never hurt him, professing her love and trying to bring her husband round by referring to Sophie.
Jurors heard Atay, who went by the name Karine, would later claim her husband had been controlling and abusive in what prosecutors say was a "vitriolic attack" on the dead man.
Atay, 42, who told police 'I'm not a f ** killer', denies murder and is standing trial at Newcastle Crown Court.
The court heard the alleged attack took place at the family home in Birtley, Tyne and Wear, while their children were asleep upstairs, in October last year.
John Elvidge QC, prosecuting, told jurors: “The prosecution says that on the night of September 18, 2018, as on previous occasions, her craving for alcohol led Karine Atay to seek to leave the matrimonial home.
“There was a confrontation but not a grave one until she chose to pick up a knife and use it against her unarmed husband, deliberately and unlawfully stabbing him more than once, delivering a fatal wound that penetrated into his heart and caused his death.”
The prosecutor added: "Mortally wounded, it was Atakan Atay who had to seek assistance for himself.
“He made a 999 call at 22.54 from the home landline. That call was recorded and you will hear how Mr Atay was struggling to breathe.
“He managed to utter just four words ‘nine nine nine please’. Thereafter all that can be heard of him is his laboured breathing as the call handler attempts to clarify which emergency service is required.
“Over 20 seconds after the call began, Karine Atay can be heard in the background, addressing her husband - telling him that he is lying and she would never hurt him."
Mr Elvidge said Atay can be heard saying: "You’re lying, I would never do that to you Atakan, I would never hurt ya. I hurt ya in the side, at the side just on your nipple. Atakan get up.
"I would never hurt ya. Stay with me, stay with me. There’s Sophie there...come on ... Atakan".
Prosecutors say she was using Sophie’s name in an apparent attempt to revive him.
She was also heard to say: "I’m really sorry. I love you so much".
The prosecutor said when paramedics turned up there was no sign of life and Atakan was pronounced dead at just before 11.30pm.
He added: "The prosecution case is that Karine Atay murdered her unarmed husband using a weapon deliberately, unlawfully and with determination; wielding a 12cm long blade in a succession of stabbing movements.
“The fatal blow was directed at his chest after an earlier strike had caught his shoulder.

Bridezilla Tells Pregnant Bridesmaid To Have Abortion So Wedding Runs 'Smoothly'
But all of these seem inconsequential in comparison to a tale shared by one former bridesmaid on Facebook .
The woman revealed the shocking moment her friend, the bride-to-be, told her to have an abortion so that she wouldn't complicate things at the wedding.
And it's fair to say people were horrified by the story. The unnamed woman shared all in a wedding shaming group.
In the post she claimed she was preparing to be a bridesmaid for her friend Kate who was very keen to have a child-free wedding.
But things quickly went south when the bridesmaid found out she was expecting.
She wrote: "So about a year before the wedding, I found out I was pregnant.
"I was always told I couldn't have kids and so obviously my daughter was not planned but I was over the moon. So I told Kate, expecting excitement, right? Nope.
"She immediately told me that I was going to be so stressed trying to get my bridesmaid dress fitting on my own since I'd have to do it after everyone already had theirs (I was due in April, wedding was in June).
"She reminded me that it was a kid free wedding, and then after thoroughly explaining how difficult her wedding would be for me, she said (verbatim) 'So don't you think it might be better for you to have an abortion?'"
Understandably the woman was appalled by her friend's comment and quickly told her so.
"I asked if she seriously just suggested I get an abortion to make her wedding go more smoothly," she continued. "She told me I was ruining my life and then called her mom on me to have an aborrtion.
"Added bonus, one of her friends that I was friendly-ish with texted me later on to ask if I had aborted because if I had a baby at 21 he could never date me and he really saw a future for us."
The mum went on to reveal that she didn't RSVP to the wedding and hasn't spoken to Kate since that day.
Other members of the Facebook group were outraged by the post.
One person replied: "This is pure evil."
Another said: "How dare your life continue while I plan my wedding!!?!?!?! Unbelievable! Some people."
A third added: "I'm totally pro choice but to ask someone to have an abortion in order to make sure her wedding goes smoothly is really disturbing."

Police Begin ”Operation Puff Adder” In Kogi
The state Commissioner of police , Mr Hakeem Busari, inaugurated the squad comprising 340 men and officers selected from Mobile Police Force, Counter Terrorism Unit, and IGP Special Tactical Squad. INEC Activities Meant To Scuttle Democracy In Imo, Okorocha Says
Okorocha made the allegation on Tuesday, while briefing newsmen in Owerri on INEC’s continued refusal to issue him the certificate of return as the winner of the Imo West Senatorial District election.
He described as false, the commission’s allegation that the returning officer for the Feb. 23 senatorial poll in the area allegedly announced the result under duress.
The governor, therefore, urged INEC to look into the confusion over the election results in some areas of the state. He said: “Elections are over and we are now dealing with the aftermath characterising it.
“There was an allegation of duress but up till now no one has been able to say who is guilty because the victim has stated that I never touched him.
“The police also reported that there was no duress and yet INEC has continued to withhold my certificate of return. “It is clear that the Resident Electoral Commissioner was here on a mission to frustrate my efforts but he has only succeeded in delaying justice. “It is also unfortunate that the Imo INEC allowed itself to be used as a weapon to destroy our democracy but we will not relax until the right thing is done.”

EFCC Arrests Eight Train Ticket Racketeers
The agency said Clement Zakka, Udim Samson, Adams Danladi, Otitomoni Omobolanle and Hassan Dauda were nabbed at the Kubwa train terminal in Abuja on Saturday while three others, including a Nigeria Railway Corporation worker, were apprehended at the Rigasa station in Kaduna on Sunday.
They were said to have sold the tickets for between N2,500 and N15,000.
Acting spokesman for the EFCC, Tony Orilade, said in a statement on Monday said that the suspects sold the N1,300 economy ticket for N2,000 and N5,000 while they sold the first-class ticket for N7,000 and N15,000 instead of N2,500.
Orilade said, “The commission acted after receiving an intelligence report alleging that some people at the Idu and Kubwa train stations had been making it difficult for passengers to have access to tickets and further sabotaging government’s efforts in ensuring easy transport across the country.
“The suspects were arrested during a sting operation at the stations. They will soon be charged to court.”

Nigeria’s Economy Slipping, World Bank Says
The bank, in its latest report on the regional economy titled, ‘Africa’s Pulse’, released the taxonomy of growth performance in sub-Saharan Africa, which focused on the macroeconomic and financial features that led to growth resilience on the continent.
According to the bank, the taxonomy is used to help identify the factors that are correlated with success or failure in economic growth performance in sub-Saharan Africa, with emphasis on macroeconomic and financial variables.
The analysis, it said, involved a series of macroeconomic variables for 44 sub-Saharan African countries from 1995 to 2018.
The key elements that determined the positions of each of the 44 sub-Saharan economies in the taxonomy, the World Bank said, included the level of income per capita of the countries; structural transformation, as captured by sectoral value-added share and sectoral employment share; and capital flows.
Others are level and composition of public sector indebtedness, as captured by the general government gross debt and its currency composition, and the outstanding external public debt.
