What Saraki Told Newly & Returning Senators Yesterday

Below are five key things SP Bukola Saraki asked lawmakers of the 9th National Assembly to do;
1. In its constitutional role, the National Assembly carries out oversight, makes laws and ensures constituency representation. In carrying out constitutional functions, lawmakers must always recognise that the independence of the legislature is non-negotiable. It is an independent and co-equal arm of government. Therefore, it behooves members of the National Assembly to lead the way in asserting the principle of Separation of Powers, thus ensuring accountability in governance.

To achieve that, it is expected that members will
carry out their duties in a manner that commands that respect from other arms of government as well as the people you represent.

2. In Nigeria, the misapprehension as to the role of the legislature is compounded by its being the youngest arm of government in our developing democracy, in a country that is not long out of military rule. The legislature also often appears to be the weakest arm of government. It is therefore necessary to focus on strengthening this important institution. The legislative arm of government must be strong, because when the legislative arm is strong, democracy will be strong.

3. You must be seen to be working assiduously to address issues affecting Nigerians, chief among which are: poverty, inequality, insecurity, corruption as well as empowerment of citizens.

4. Let me add that, since the interest of the people is paramount, legislators must have the courage to follow their own mind, guided by what is right. The 8th National Assembly made a lot of interventions on everyday human issues affecting Nigerians, be it unfair price hikes, examination malpractices, sexual harassment in our educational institutions or the drug problem ravaging our communities. I encourage you also to take a keen interest in the welfare of Nigerians, and to be a voice for those in need of similar interventions.

5. For my part, I am proud to say that the 8th Senate is going out on a high. We have passed 274 Bills in 46 months; and cleared 192 Petitions in the same period. There were major milestones in the area of the economy, with the passing of landmark legislation such as the Companies and Allied Matters Act (CAMA), which is undoubtedly the most comprehensive review of business laws in this country in 30 years. Other gamechanger laws include: Bankruptcy and Insolvency (Repeal and Reenactment) Act, and the Credit Reporting Act.

Mother Drags Her Son To Court In Lagos ...and here's why

A 79-year-old woman, Mrs Caroline Olowojebutu, on Monday dragged her son, Adeyemi Olowojebutu to an Ogudu Magistrates’ Court in Lagos, accusing him of assaulting her and threatening her life.

According to the Prosecutor, Sgt. Lucky Ihiehie, the complainant, residing at Plot 215A Ajao St., Ajao Estate, Lagos, told the police that her son was always intimidating and annoying her and making life unbearable for her.

Ihiehie said that the woman also accused the defendant (her stubborn son) of threatening to deal with her just because she cautioned him to stop beating his wife.

However, when the plea of the defendant was taken, he pleaded not guilty. Ihiehie told the court that the offence was committed on March 9 at about 7 p.m. at Plot 215A Ajao St., Ajao Estate.

The Magistrate, Mrs E. Kubeinje, granted the defendant bail in the sum N100,000 with two sureties, who must be his blood relatives. She adjourned the case until May 13 for mention.

Atiku Is Far Better Than Buhari - Obasanjo

Former President Olusegun Obasanjo has defended his endorsement of the Peoples Democratic Party (PDP) presidential candidate in the 2019 elections, Atiku Abubakar.

He insisted that Atiku remains “far better” than President Buhari.

The elder statesman spoke on Sunday evening when the Southwest PDP leaders led by the party’s National Vice Chairman (South West), Dr Eddy Olafeso, visited him at his Pent-House Residence within the Olusegun Obasanjo Presidential Library (OOPL), Abeokuta, Ogun State.

In attendance at the meeting were Senate Minority Leader, Biodun Olujimi; Senators-elect Oyo South Kola Balogun; Ondo Central Ayo Akinyelure; Rep-elect (Ibarapa North and Central), Hon Ajibola Muraina; former Osun State Governor Prince Olagunsoye Oyinlola; former Minister for State for Defence Erelu Olusola Obada and PDP gubernatorial candidate in Ekiti State 2018 election, Prof Olusola Eleka.

He said: “Politically speaking, you can’t be my friend if you don’t buy into the Nigeria’s project. For me, till death, I will continue to push for a better Nigeria.

“I said if you compare the two of them (referring to Atiku and Buhari) with what I know and all I have written about the incumbent, which they have decided to cover up, Atiku is better than the incumbent by far. That’s the point I am making. And nobody is perfect.

“I am not a perfect person. I have my shortcomings. If I deny my shortcomings, it means I am not being truthful to myself.

“But, my shortcomings have nothing to do with my love for Nigeria. It has nothing to do with being greedy or selfishness.”

Obasanjo told his guests Nigerian situation demands a vibrant voice and opposition in PDP to engender a virile democracy. The former Head of States also bemoaned the failure of leadership, saying Nigeria can’t move forward “if we continue the way we are.”

DAILY INSPIRATION FOR POSITIVE LIVING

Man Allergic To DAYLIGHT Launches £100k Fundraising Appeal To Save Life

A man who is fighting for his life after being diagnosed with a rare and deadly form of cancer has made a desperate appeal.

Joshua Barnfather, 30, was born with Xeroderma Pigmentosum, a genetic disorder means his skin has a reduced ability to repair DNA damage, specifically that caused by ultraviolet light.

Since he was born, Josh from Hull has tried to avoid UV light and has covered up during daylight hours, stayed indoors wherever possible and adjusted his life and environment to protect his skin and health.

But despite the best efforts of Josh and his family, he has already had several non-life-threatening skin cancers due to his condition.

In February 2017, he was diagnosed with angiosarcoma, a deadly cancer with a 35 per cent five-year survival rate, affecting the inner lining of the blood vessels.

He wants to have treatment not available on the NHS that he believes could prolong his life, but it costs around£100,000 per year.

On his JustGiving page, Josh said: "After months of unsuccessful surgeries, chemotherapy, trial drugs and, most recently, radiotherapy targeting the lymph nodes in my neck, standardised  treatments  have been deemed ineffective.

"Because of my unique characteristics as a Xeroderma Pigmentosum patient, specialists believe that the immunotherapy treatment, Pembrolizumab, could extend my life.

"However, this is not readily available on the NHS for angiosarcoma patients and costs around £100,000 per year

"Your generous contributions will help to fund these drugs, their administration and associated care. No matter how small, I am grateful for any and all contributions to fund my treatment."

Josh, who has a business specialising in artificial intelligence and robotics, said his skin condition is extremely rare.

"I was diagnosed with Xeroderma Pigmentosum (XP) at 18 months old

"It is very rare genetic condition, affecting around 100 people in the UK.

"XP has meant that my skin has had to be fully covered and that I’ve had to wear a protective visor during daylight hours.

"The appeal was set up to fill a funding gap that prevented the  NHS  from funding the treatment I need," he said.

"Raising this money would give me the opportunity of an extended life, which would be severely limited on the treatment the NHS would fund."

Josh has so far raised more than £67,000.

Baby Dies As Mum Loses Balance On Escalator & Drops Four-Month-Old Over Side

A four-month-old baby has plunged to its death after its mother accidentally dropped it over the edge of an escalator.

The mum, who was also with her toddler son, was holding the baby in one arm as the trio got on to a shopping centre escalator on the third floor.

Tragically the mother lost her balance and stumbled, losing her grip on the infant who plummeted over the side.

The desperate mum can be seen running down the escalator with the young baby's elder brother in tow.

They reach the ground floor and both drop to their knees crying in shock at the tragic tot.

CCTV footage from inside the shopping centre shows the baby falling from its mother's arms.

Paramedics and doctors arrived in a desperate bid to save the young child but they were unable to revive them.

Okorocha Opens Up On Who's Troubling Him In APC

Imo State Governor, Rochas Okorocha has warned that the National Chairman of All Progressives Congress (APC), Adams Oshiomhole, is fast turning the party to regional minority party.

Okorocha spoke with State House correspondents after meeting with President Buhari at the Presidential Villa, Abuja. He said APC might have serious setback because of Oshiomhole.

Asked to speak on the mistake of 2015 and new leadership for the National Assembly, Okorocha said “I have been watching carefully what is happening in the National Assembly, it’s a very interesting drama. But all I ask them is that they should consider the South East in their calculations.

“This nation will not be properly balanced if South East is not carried along properly in the affairs of the National Assembly. Nobody seems to be talking about the South East, it looks like the South East doesn’t have a place anymore, that is wrong, politically speaking and that is not good for APC.

“Because there is going to be a bigger APC after President Buhari must have left the seat. My fear now is that APC might have a serious setback in 2023 because the Oshiomhole’s led executive is actually turning APC into a regional minority party which shouldn’t be because of his mistakes.

“Right now in the whole South East, we don’t have an APC governor. So if there is any discussion in Nigeria now within the APC governors and President Muhammadu Buhari, there would be nobody from the South East.

“This is what the APC Chairman has done in the South East. I think it’s a capital attempt to frustrate the efforts of the South East. But I appeal to every Nigerian to support the cause of the South East.

“They shouldn’t think about giving South East, whatever position for giving sake. You can’t just wake up and give them any position. South East is a key primary zone in this country and if we don’t get the number one seat, we should get the number two seat.” he said

He also pointed out that Oshiomhole was behind his predicament. According to him, INEC has no right to withhold his certificate of return.

Asked why his party is not making any case for his certificate of return, he said “I won’t be surprise because, of course, you know the imposition we suffered in the party. When you say the party, you talk about the leadership of that party. I don’t have problem with the Working Committee of that party, I only have problem with the chairman of that party as he took it upon himself to do the wrong thing against me for just no cause and to fight a battle that he can never win.

“No, he is the one that is behind all these impositions, can you imagine, as I speak to you the APC candidate in Imo State did not win a seat, APC does not have a councilor in Imo State now, it does not even have a House Member.

“But the AA party has eight seats in the Imo State House of Assembly, two Federal House and they have one senator about to come to the Senate. This is why internal democracy must be respected, let the will of the people prevail rather than this imposition.

“It is unfortunate what has happened in Imo State. At least, I have been vindicated for the fact that I said the APC candidate they are imposing on Imo people is not popular, he came from the opposition. When I was the leader of that party, when I was running the affairs of that party, we won 24 seats in the House of Assembly, we have governor, federal house members but today APC does not have because of imposition,” he said

On the true position regarding his certificate of return, he said “As it stands today, I am just waiting patiently for the release of my certificate of return for election that I duly won, and I am hoping that INEC will release my certificate of return.

“I have not contravened any section of the constitution and I have not done anything wrong not to be given my certificate. I pray and hope INEC would do what is just and what is right.”

Asked if he discussed the issue with the President, Okorocha said “I don’t think that would have been necessary to do because, it’s a straight forward matter. INEC conducted election, results were declared – the returning officer declared the results and I won. Only, one week later to hear that somebody wrote a petition that he issued that declaration under duress. I say where? Was it in his private house or was it in the collation Centre?

“If it is the collation, SSS were there, police were there, international observers, INEC officials and many others. So who actually put him under duress?” he queried

“The man has not been able to say that. Nobody has ever sent a statement about that. But I think INEC would want to do the right thing very soon.

“Now in the same way, the governorship candidate of PDP never won that election because the election flouted section 179 of the constitution of the Federal Republic of Nigeria which says that you must have the highest votes and you must have 25 percent in two third of the local governments.

“Now, this gentleman who was declared the winner by the same INEC, had 135,000 votes from 24 local government but had over 130,000 votes from his three local governments. Of course you know, he didn’t win that election. But even at that, we had the highest mark, the Returning Officer of INEC was never patient to even calculate to know that it was 200,000 votes cancelled and there is supposed to be a rerun.

“Also flouting that basic constitution of the federal republic of Nigeria which says you must have 25 percent in two-third, he doesn’t have it.

#ENDSARS: Presidency Speaks On Death Of Kolade Johnson

New Zealand Initiates Bill To Ban Guns Used In Mosque Attack

New Zealand's government on Monday introduced a bill it plans to rush into law that would ban the types of weapons a gunman used to kill 50 people at two mosques.

Police Minister Stuart Nash said that if lawmakers pass the bill as expected, the new law will take effect April 12, less than a month after the March 15 attacks.

Plans for law changes were first announced by Prime Minister Jacinda Ardern in the days after the attacks, when the government imposed an immediate ban on the sales of such weapons.

The bill has bipartisan support and could even pass with a unanimous vote of all 120 lawmakers.

"These are guns that are designed to kill people," Nash said.

He said one of the weapons used by the gunman was an AR-15 style rifle, and that all the
weapons the gunman used in the attacks would be banned.

The bill would ban "military-style" semi-automatic guns and high-capacity magazines. It would also ban semi-automatic shotguns that could be fitted with detachable magazines and pump-action shotguns that can hold more than five rounds.

The bill wouldn't ban guns often used by farmers and hunters, including semi-automatic 22-caliber or smaller guns that hold up to 10 rounds, or shotguns that hold up to five rounds.

Nash said the gunman had left a national legacy of harm, pain and grief. He said the gunman was able to buy semi-automatic guns and high-capacity magazines legally, and then put them together to create military-style weapons.

"The loophole that this terrorist used to kill 50 people was totally unacceptable," Nash said. "We're closing that down."

The bill would also impose tougher penalties for people who use the weapons after they are banned. Lawmakers intend to introduce more legislation later in the year, including the creation of a register to track guns.

The government intends to compensate owners of banned guns in a buyback scheme that will cost up to 200 million New Zealand dollars ($137 million). An amnesty will give people until Sept. 30 to hand over banned weapons.

Nash said that so far, about 200 people have handed in their guns but many are waiting for the buyback scheme's details, which haven't yet been announced.

Women Dismissed For Getting Pregnant Reinstated By Ghana Fire Service

Two female firefighters, who were dismissed from their jobs for being pregnant, have been reinstated by the Ghana National Fire Service (GNFS).

A lawyer for the women told CNN that the decision was a victory for the rule of law and human rights in the West African country.

Their reinstatement on Monday comes a month after CNN reported on their case.

Thelma Hammond and Grace Fosu were fired in June 2013 and September 2014, respectively, after violating a decades-old rule prohibiting women firefighters from becoming pregnant within their first three years of employment.

In October 2017, the two women sued the fire service in what would become Ghana's first successful gender discrimination court case.

In the Human Rights Division of the Accra High Court, lawyers for the fire service argued that vigorous training during the first three years of employment may "adversely affect the fetus and the would-be mothers." But their reasoning didn't stand up.

In April 2018, after less than a year of court proceedings, Justice Anthony Yeboah declared the regulation, instituted in 1963, was "discriminatory in effect, unjustifiable, illegitimate and illegal."
In his ruling, Yeboah said the dismissal of Fosu and Hammond was "[an] unwarranted, institutional onslaught on their fundamental human rights -- right to work and freedom from discrimination."

The judge asserted that women were "entitled to the right to choose when to become pregnant" and ordered Fosu and Hammond's reinstatement, the payment of all salaries and bonuses lost due to their dismissal, and compensation of around $9,000 to each of the women "for the trauma and inevitable inconvenience of the wrongful dismissal."

But, despite the initial court ruling last year and an unsuccessful appeal in January, the fire service still had not reinstated the women or compensated them until now.

"The court says we should reinstate them so we are only implementing what the court has said ... We have come to a gentleman's agreement between the two parties and it has been understood," GNFS spokesman Ellis Okoe told CNN.

It is unclear how many women were previously affected by the regulation, which has since been scrapped by the fire service.

Okoe said the period prohibiting pregnancy has been reduced from three years to one -- the first six months of training and six months of probation -- to "reflect the changes of the time."

Joseph Whittal, the head of Ghana's Commission on Human Rights and Administrative Justice, which provided free legal services to Fosu and Hammond, confirmed that the commission had been contacted to arrange the payment of compensation as ordered by the court.

Pick A Christian As Senate President or Speaker - CAN

"Today, both the President and the acting Chief Justice of Nigeria are Muslims and our appeal is to let either the Senate President or the Speaker be a Christian to address the religious dichotomy."

The Christian Association of Nigeria (CAN) has called on the leadership of the National Assembly to elect a Christian as the Senate President or Speaker of the House of Representatives.

A statement issued by Pastor Adebayo Oladeji, Special Assistant (Media and Communications) to Reverend (Dr.) Samson Ayokunle, the CAN President, on Monday, noted that the President and the acting Chief Justice of Nigeria (CJN) are Muslims.

CAN, therefore, urged the National Assembly leadership to consider electing Christians into the number one positions of the red and green chambers to give all Nigerians a sense of belonging.

The statement read: “As you prepare for your inauguration, CAN urges you to balance the appointments of your principal officers across religious divides to avoid domination and marginalisation of any kind in the interest of equity, justice, and fair play as enshrined in the 1999 Constitution (as amended).

“We, from the Christian Association of Nigeria, recognize the importance of the National Assembly to the stability and growth of our polity. It is in this regard that we call for ethnic and religious balance with depth in picking the leadership of that great institution of democracy. To ensure that this happens is to remove any apprehension and suspicion harbored towards the leadership of this country.

“Although both the Senate and the House of Representatives have several principal officers, our focus here are the Senate President, the Deputy Senate President, the Speaker and the Deputy Speaker. As it has been the practice since 1999, whenever the Senate President is a Christian, the Speaker of the House has always been a Muslim and vice- versa. And the same thing happens to their deputies.

“Our quest becomes imperative due to the existing order in the two other arms of the government. Today, both the President and the acting Chief Justice of Nigeria are Muslims and our appeal is to let either the Senate President or the Speaker be a Christian to address the religious dichotomy. This will give all Nigerians a sense of belonging irrespective of their religious affiliations.

And a critical study of Chapter 14 (13 and 14) of the 1999 Constitution (As Amended) underscores this truth. The composition of the government of the federation or any of its agencies and the conduct of its affairs shall be carried out in such a manner as to reflect the federal character of Nigeria and the need to promote national unity, and also to command national loyalty, thereby ensuring that there shall be no predominance of persons from a few state or from a few ethnic or other sectional groups in that Government or in any of its agencies.

“The composition of the government of a state, a local government council, or any of the agencies of such Government or council, and the conduct of the affairs of the government or council or such agencies shall be carried out in such manner as to recognise the diversity of the people within its area of authority and the need to promote a sense of belonging and loyalty among all the people of the federation.”

The association also called on the Ninth National Assembly members to “address both the religious and the North and South dichotomies in the interest of equity, justice and fair play”, while assuring lawmakers of their prayers “as they make laws for the peace, order and good government of the federation”.

On the present administration, the statement continued: “We also urge both the Presidency and the leadership of the ruling All Progressives Congress (APC) to support the position of the Association in its quest to find an enduring peace, unity and development for our Fatherland. Doing this will go a long way in fixing some of the problems confronting our country today that are rooted in religious, tribal suspicion, domination and marginalisation at every level of the government.

“In as much as we agree that merit should not be sacrificed in every appointment, there are Christians, who are equally credible and capable of running the affairs of the National Assembly and other key positions in the government if given the opportunity. Those who had and still serving in one office or the other are our living proofs.

“Once again, we rejoice with you and congratulate you all. We give you the assurance of our spiritual support to this all important arm of the government. CAN is also willing and ready to collaborate with the Leadership of the National Assembly when the need arises.

Obasanjo: Some PDP Leaders Are After Their Stomach

President Olusegun Obasanjo says some leaders of the (PDP) are after their pockets and stomach. Speaking when he received regional leaders of the party in Abeokuta, Ogun state capital on Monday, the former president advised the opposition party to get committed people on its side.

He said Nigeria needs a vibrant voice and opposition with a view to building a virile democracy.

Obasanjo said he was willing to support genuine efforts from those who were passionate about the interest of the country.

“I knew PDP would lose the election in 2015 because it was clear, and I knew PDP will need to be rebuilt after losing the election,” the former president told his guests.

“You need what I call a critical mass of committed people, and come rain, come shine they are committed. With that, you can make Nigeria better.

"You see peoples’ faces beautiful but you don’t know what each person harbours inside of him. If you discover a bad egg, remove such a person and if such person has learnt his or her lessons, there can still be room to accommodate the person.

“Politically speaking, you can’t be my friend if you don’t buy into Nigeria’s project. For me, till death, I will continue to push for a better Nigeria.”

Ruggedman has called out the Head of Public Complaints Rapid Response Unit, Abayomi Shogunle, for blocking him on twitter. Ruggedman had joined other Nigerians calling for justice for slain Kolade Johnson who was allegedly shot by officials of SARS while watching a Premier League match at a viewing centre in Lagos yesterday.

While calling for justice, Ruggedman encouraged Nigerians to take to the street and also blasted the police force in the process.

Anyway, Shogunle blocked him and Rugged took a screen shot and showed his followers saying;

''Look who just blocked me because I said I am waiting on his tweet about an innocent man killed by a SARS officer. What a shame. If it’s a dumb tweet or act he will be fast to comment. We bring you a serious case and you keep mute and block people. What a disgrace to @PoliceNG.''

More Trouble for Nollywood Actress Monalisa As Court Renews Arrest Warrant Against Her

A Lagos High Lagos in Igbosere on Monday renewed a bench warrant for the arrest of actress and producer, Monalisa Chinda-Coker, over a tax evasion charge.

Justice Adedayo Akintoye renewed the order for her arrest following her failure to
appear in court for trial, allegedly since 2017. She adjourned further proceedings till June 5. When the case was called Monday, neither Coker nor her lawyer was present.

Prosecution counsel Babatunde Sumonu told the judge that the bench warrant had yet to be effected.

“The bench warrant is to continue,” Justice Akintoye held. The judge made the original order for Coker’s arrest last January 21, following an application by the Lagos State Ministry of Justice.

The state alleged that she repeatedly failed to honour a court summons. The Nation reports that the move for her arrest flowed from a two-count charge accusing Coker of failure to file annual tax returns and pay income tax in respect of her company, Monalisa Code Productions, for six years.

Monalisa Code Productions carries on its business from Lekki in Lagos.

On January 21, prosecution counsel, Y. A. Pitan told Justice Akintoye that Coker had not appeared in court since 2017, when the charge was filed against her.

“The defendant has been served with hearing notice. The proof of service is in the court’s file,” Pitan said, while making an application for the bench warrant.

Granting the application, Justice Akintoye adjourned further proceedings till February 2.
But on February 2, the court heard that the bench warrant had yet to be effected. It ordered that the warrant should continue and adjourned till Monday.

Count one of the charges, marked LD/5712c/2017, reads in part: “Failure to furnish and file annual tax returns for the purpose of personal income taxation with the Lagos State Internal Revenue Service (LIRS) contrary to Section 94(1) of the Personal Income Tax Act 2004 (as amended).”

The particulars of the count stated that Coker “of Monalisa Code Productions, being a taxable person in Nigeria and carrying on business at… Lekki… failed to furnish and file tax returns on your personal income for the years 2011 to 2016.”
