Windstorm Wreaks Havoc At Taraba NYSC Camp, 33 Left Hospitalised

A heavy windstorm has wreaked havoc at the orientation camp of the National Youth Service Corps (NYSC) in Taraba State.

A total of 33 Batch A 2019 corps members were hospitalised following the incident which destroyed buildings and other valuables on Saturday at the camp in Sibre, on the outskirt of Jalingo, the state capital.

The heavy windstorm which started in the evening caught up with the corps members who were out celebrating a cultural festival in preparation for their passing out parade billed for Tuesday, having completed their three weeks orientation course.

The disaster also left the screen of the corps ambulance shattered, blew off several roofing sheets of both male and female dormitory, and left them at the mercy of rain.

Wedding Guest Under Fire For Very 'Inappropriate' Dress That Would Upstage Bride

When it comes to weddings, it's not only the bride and groom who have to stress over their outfits.
The guests have to make sure their dresses look nice for pictures, but also don't detract from the bride's gown.

And aside from the obvious rule of not wearing white or ivory to the ceremony, they also need to consider just how revealing their outfits may be.

One woman recently discovered where the line gets drawn after sharing a photo of a possible dress for a wedding on social media and it's fair to say, it didn't go down well.

In a post on Facebook , a woman asked her friends if a black bodycon dress, with the sides exposed, would be "too much for a wedding".


She wrote: "Have to attend a wedding in about three weeks. I own this dress and I've never worn it yet.

"Is it too much for a wedding? Or is it possibly appropriate?"

Her photo was later shared in a Wedding Shaming group and the negative responses quickly flooded in.

Crazy Electricity Bill Era Set To End

Nigerians will win the battle against estimated billing. The Nigerian Electricity Regulatory Commission (NERC) plans to cap the estimated billing system by fast-tracking metering of all customers.

NERC’s General Manager, Finance & Management Services, Abdulkadir Shettima, dropped the hint in a chat with The Nation on the sidelines of the launch of bank consumer and retail financing scheme of Meter Asset Provider (MAP) meter acquisition summit in Lagos yesterday.

Shettima noted that the capping of estimated bills will compel MAP operators to meet targets on the metering policy.

On why the Commission opted to cap estimated billing when customers look forward to expedited metering when the MAP scheme takes-off next month, Shettima said all customers will not be metered at same time. Besides, he said that the NERC would not want customers that are not metered early enough to get outrageous bills.

His words: “We are very serious in ensuring all customers are metered at a maximum of within three years and the metering starts from May this year. Because we don’t want the MAPs or the distribution companies to relax and take this project as any other rule or regulation that they will try to circumvent, we came up with several ways to make sure they comply.

“One of the ways is that they post a cash-backed performance bond that can be called upon and they will lose money if they don’t meet their target, the monthly metering requirement.

“The second one is this capping of estimated bills. Currently, customers that don’t have meters are given estimated bills that are ‘crazy’ in some respects. We want to stop that practice.

“There will be a cap; if a distribution company feels that cap is too low and it is losing money, it is incentivised to go and meter that customer. Assuming the cap is N4,000 and the DisCo feels if that customer is metered it can collect N10,000, let it quickly go and meter that customer if it believes the customer’s consumption is up to that.

“The reason we came up with this measure is to ensure compliance with this current metering scheme and to fast-track the level of metering so customers pay for what they consume.

“There is a committee that is working on the capping because a lot of analysis has to be done and also a lot of consultation with all the stakeholders, including the DisCos, MAPs and customer groups to arrive at what is fair, so the cap has to be a cap that is realistic, not too high and not too low.”

Any Police Officer Found Guilty Of Power Abuse Will Be Dismissed – IGP Adamu

The Inspector General of Police, Mohammed Adamu, has said that any police officer found liable for misuse of power that resulted into the death, injury or indignity of citizens, would be dismissed from service and charged to court.

Adamu, while delivering his speech during his official visit to Lagos State on Monday, also said the line supervisors of such officer, including the Area Commander, Divisional Police Officer or Sectional Head, would be sanctioned for lacking supervision.

The IG, while expressing his condolences to the bereaved families of the victims of the misuse of firearms in the state, said the recent abuse of power by some police officers in the state was against the statutory provisions of the Nigeria Police Force.

He added that an administrative approach had been put in place to re-orientate personnel to enable them function in line with professional conducts.

Adamu said, “My visit has become expedient in view of the recent trend of unprofessional conducts by some personnel who, in utter disregard of their professional training, international protocols, constitutional dictates, Force policies, and ethical standards, have continued to drag the Force into acts that pitch us against the citizens we were engaged, paid, and statutorily obligated to serve and protect.

“From January to April, 2019, Lagos State has recorded four incidents of misuse of firearms which have resulted in extrajudicial killings of young citizens of this country and injury to others. I must emphasise that enough is enough. The nation and indeed the police under the current leadership can no longer tolerate abuse associated with the police either in Lagos or any other part of the country.

“I have already ordered that a signal be circulated to all police commands and formations, warning of dire consequences against any personnel that, by their incorrigible acts, deviate from accepted police culture and values.

“Our visit is to reinforce the extant Force Accountable Policy which holds any officer professionally and criminally liable for the consequences of their actions, particularly, if such misuse of power resulted into the death, injury or indignity of citizens.

“Towards this end, I am sounding this note of warning loud and clear that any police personnel that insists on being incorrigible by engaging in abuse of his or her powers or misuses his weapons with fatal outcomes and in utter disregard of statutory provisions will be arrested, investigated through our internal disciplinary machinery and if found culpable, shall be dismissed from service. In addition, such personnel will be charged to court for murder or sundry offences depending on his or her level of criminal liability in the instance.

“Furthermore, the line supervisors of such officer, including the Area Commander, Divisional Police Officer or Sectional Head, shall be held vicariously liable for lacking supervision and shall, be similarly sanctioned.”

Meanwhile, the police boss who also visited Governor Akinwunmi Ambode, vowed that all the affected officers involved in extra-judicial killings in the state would be charged to court and made to face the full wrath of the law.

Speaking at Lagos House in Alausa, Ikeja, Adamu said the affected officers had already been arrested and tried internally, but that they would also face criminal prosecution for such act, which according to him, was against ethics of the Force.

He said it was on record that police officers in the state had been performing creditably well, but that the activities of few unscrupulous ones were denting the good work of others.

He also commended Governor Ambode for the massive support to police and other security agencies in the state, saying the successes recorded in keeping the state safe would not have been possible if not for the support of the governor.

Innoson Motors Chairman Should Be Arrested - FG

The Federal Government yesterday urged the Federal High Court in Lagos to issue a bench warrant against Innoson Nigeria Limited’s Chairman, Innocent Chukwuma and two of his employees.

They were charged with alleged fraud before Justice Ayokunle Faji. The police charged them with an alleged N2.4b shipping fraud, but the Attorney-General of the Federation later took over the matter.

Others named in the charge are: Charles Chukwuma, Maximian Chukwura, Mitsui Osk Lines and Anajekwu Sunny.

The prosecution is praying the court to order the arrest of Innoson Motors Chairman and his workers for failing to take their pleas in a criminal charge. He and his employees were not in court yesterday.

Prosecuting counsel, Mr. Julius Ajakaiye, moved an application for the court to order the arrest of the defendants. The lawyer said the charge was served on them through a court-ordered February 8, 2016 substituted service, following the AGF’s take-over of the matter.

He said since then, the third and fourth defendants had been coming to court, while the first, second and fifth defendants “have refused, failed and neglected to appear in court till date”.

Ajakaiye said the defendants were yet to take their pleas and should be compelled to appear. The lawyer added that an April 12, 2016 amended charge could not be served on the absent defendants.

He urged the court to grant his application by ordering their arrest.

But defence counsel – Chief George Uwechue (SAN) and Prof. C. Mbadugha – prayed the court to dismiss the application. They argued that the court lacked jurisdiction to issue the warrant against the defendants “because they were not properly before the court”.

The lawyers said the application contradicted Order 6 of the Federal High Court Civil Procedure Rules, adding that there was no proper service on their clients.

The prosecution accused the defendants of conspiring to unlawfully falsify shipping clearance documents.

They were also accused of “uttering” (presenting) the allegedly falsified shipping documents as collateral to Guaranty Trust Bank Plc to allegedly obtain a loan of N2.4 billion. The Government claimed that the defendants committed the offence at Apapa Wharf, Lagos, on October 10, 2013.

Justice Faji adjourned till July 3 for ruling.

Man Kills Girlfriend Over 'Another Man'

A 28-year-old man, Munado Tomworio, has allegedly killed his girlfriend identified as Victoria Ekalamene at Oluasiri in Nembe Local Government Area of Bayelsa State.

The suspect allegedly shot her dead after accusing her of infidelity. He was said to have queried the deceased at gunpoint about an unknown man and suddenly the gun went off, shattering her face.

It was gathered that the incident, which occurred at about 11pm on Sunday, caused panic. Following the sound of the gun, residents were said to have rushed to the scene, overpowered and apprehended him.

Sources said he was handed over to the police for investigation and prosecution. An eyewitness wondered why a man would kill a girl he had not paid her dowry, on suspicion of cheating.

Police spokesman Asinim Butswat confirmed the incident, saying the suspect was being detained at the command’s headquarters in Yenagoa.

Butswat, a Superintendent of Police, said: “On April 14, at about 2245 hrs, Mr. Munabo Tonworio, male, 28, shot dead his lover, Victoria Ekalamene, female, after a quarrel, at the home of the deceased at Oluasiri in Nembe Local Government Area of Bayelsa State.

The murder weapon, a locally-made gun and an expended AA ammunition, were recovered from the scene. The suspect has been arrested and is being detained at the State Criminal and Investigative Department (SCID), Yenagoa. Investigation is on.”

Faces Of 'Cultists' Arrested For Beheading People In Lagos

Operatives of the Lagos Police Command have arrested two suspects, Saheed Lateef and Julius Augulere, for alleged involvement in the cult clash that left five people dead in Alasiya in the Abraham Adesanya area of the Eti-Osa Local Government Area of the state on Sunday.

Recall that two of the five corpses were beheaded; one victim was shot dead; another had his throat slit; while the last was butchered to death during the clash that started around midnight.

The police were said to have recovered only four corpses because the family of one of the victims refused to release his remains.

The state Police Public Relations Officer, Bala Elkana, confirmed the arrest of Lateef and Augulere in a statement, adding that an axe with bloodstains was recovered from the suspects at their place of residence on No. 13 Obodo Street Okeiranla, Langbasa, Ajah, Lagos.

He stated that the suspects had confessed to the crime, adding that the four corpses recovered had machete cuts and had been deposited in a public mortuary for autopsy.

Elkana said, “On Sunday, April 14, 2019, around 8.45am, the Ogombo Police Station received a distress call that rival cults engaged in a supremacy clash along Abraham Adesanya, Lekki-Epe Expressway and four members of the Eiye Confraternity were killed by the Aiye Confraternity members.

“Two suspects, Saheed Lateef, 21, and Julius Augulere, 20, both of No. 13 Obodo Street Okeiranla, Langbasa, Ajah, Lagos and members of the Aiye Confraternity were arrested in connection with the case and they confessed to the crime.

“One axe with blood stains was recovered from the suspects. The four corpses were evacuated and deposited in a public mortuary for autopsy. All the corpses had machete cuts, with one of the corpses’ head severed but not taken away. Investigation is ongoing. The command has launched a manhunt of the other fleeing cult members.”

FIFA Bans Ex-Brazil Football Chief Marin For Life

FIFA on Monday slapped a lifetime ban on the disgraced former boss of Brazilian football, Jose Maria Marin after a US court convicted him of massive corruption.

The 86-year-old Marin was one of the key figures swept up in the graft scandal that began with a series of stunning arrests in 2015 and subsequently upended world football.

He had already been sentenced to four years in a US prison after a court in New York found him guilty in connection with nearly $6.6 million in bribes from sports marketing companies in exchange for contracts to broadcast major tournaments.


But the decision from FIFA’s independent ethics judges definitively confirms that Marin is finished in football.

FIFA’s ethics committee said in a statement that Marin had participated in various bribery schemes.
Judges “banned him for life from all football-related activities (administrative, sports or any other) at both national and international level”, a FIFA statement said.

FIFA also imposed a 1 million Swiss franc ($1 million) fine against Marin, once one of the most powerful figures in world football.

Following his May 2015 arrest at a luxury hotel in Zurich, Marin spent five months in a prison in Switzerland before being extradited to the United States.

He posted bail of $15 million and spent two years living in luxury at Trump Tower, the Fifth Avenue skyscraper best known for housing the penthouse and company headquarters of the US president.

But his life of excess dramatically came to a halt at his sentencing in August, when he broke down in tears over the “nightmare” his family had endured.

Civil Servant Forfeits N124.5m Property To FG

A Federal Capital Territory High Court sitting in Zuba, Abuja, has ordered the forfeiture to the Federal Government of properties worth N124.5m said to have been illegally acquired by a principal accountant at the Finance and Accounts Department of the Ministry of Niger Delta Affairs, Daniel Obah.

Obah was arraigned before Justice E. O. Ebong by the Independent Corrupt Practices and Other Related Offences Commission for acquiring a four-bedroom duplex in Abuja and plots of land in Rivers State through corrupt means.

The ICPC counsel, John-Paul Okwor, told the court that the commission was relying on Section 48 (2) (3) of the Corrupt Practices and Other Related Offences Act, 2000, which gave it the power to obtain a ruling of forfeiture or seizure of assets acquired by individuals through corrupt means.

A statement by the ICPC spokesperson, Rashedat Okoduwa, on Monday in Abuja, said the commission argued before the court that Obah and two other employees of the ministry, Poloma Nuhu and Mangset Dickson, allegedly carried out a coordinated fraud resulting in the withdrawal of N605m from the ministry’s 2014 constituency project account with the Central Bank of Nigeria.

Miss Bolivia Loses Title After Falling Pregnant

A beauty queen has been stripped of her title for a 'breach of contract' after she revealed she was pregnant.

Joyce Prado, 22, who won Miss Bolivia Universe last year, was dethroned after it emerged she was two months pregnant.

She confirmed rumours her and partner Rodrigo Giménez - a Paraguayan model - would be having a baby and getting married soon.

She told local media: 'Yes, we are going to have a baby, we have the support of our families, we are both happy, I love Rodrigo and this news has brought us closer together.



'We do not have a wedding date, but hopefully it will be soon, we will take it easy we have the support of our families.'

Prado represented Bolivia at Miss Universe 2018 in Thailand but failed to make the semi finals.

She became Miss Bolivia last year and won Miss Tourism Bolivia in 2015.

Promotions Gloria, the modelling agency which has produced Miss Bolivia since 1985, is known for mixing beauty with politics.

It said in a statement: 'The reasons [for Prado being stripped of her title] are strictly related to the breach of contract, leaving on record that we maintain cordial relations in a field of mutual understanding, safeguarding the confidentiality clause.'

But Prado seemed unconcerned by the news as she posed on Instagram holding a top she had bought for her son.

Ondo Welder Gets Life Sentence For Raping Teenager

An Ondo State High Court sitting in Akure has sentenced a man, Seun Ayeni, to life imprisonment for raping a 13-year-old girl.

Ayeni, a welder, was arrested by the personnel of the Ondo State Police Command for raping the victim, who is said to be his neighbour’s niece, at the Oke Aro area of the town in March 2017.

The convict was said to have waylaid the victim on her way to the toilet and lured her into his room, where forcefully had carnal knowledge of her.

During the trial, the convict denied raping the girl, saying the victim’s aunt wanted to implicate him as a result of a disagreement between them.


Delivering his judgment, the trial judge, Justice Samuel Bola, held that the testimonies of the prosecution witnesses were genuine, while Ayeni’s testimony was unacceptable.

The judge noted that the examination conducted by a medical doctor confirmed that the victim was raped.

The court also stated that the prosecution had proved its case against the convict beyond reasonable doubt and thereby found him guilty of the offence.

Having found him guilty, the judge sentenced Ayeni to life imprisonment.

Onnoghen Opens Up: It's A Lie, I Didn’t Confess To Hiding My Bank Accounts

The Code of Conduct Tribunal (CCT) has scheduled judgment for Thursday in the trial of the former Chief Justice of Nigeria (CJN) Walter Onnoghen.

Onnoghen is being tried on a six-count charge in which he is accused of breaching the Code of Conduct for public officers by allegedly making false declaration of assets and also failing to declare some.

He denied confessing to hiding his accounts. The prosecution insisted his guilt had been proven.

CCT’s Chairman Danladi Umar announced the judgment date yesterday after lawyers to the prosecution and defence adopted their final written addresses.

Umar said the court will also, on April 18, deliver two rulings earlier reserved on two applications filed by the defendant, one of which is challenging the tribunal’s jurisdiction; the other is querying his competence as the tribunal chairman to preside over the case.

Proceedings began yesterday on a dramatic note when the second most senior member of the prosecution team, Prof Zainab Duke, disagreed with the team’s leader, Aliyu Umar (SAN).

Shortly after the announcement of appearances by both the prosecution and defence teams, Umar stood up to address the tribunal.

But, before Umar could say anything, Prof. Duke also indicated her intention to speak, raising her hand – a move the lead prosecution lawyer objected to.

Duke, who was bent on addressing the tribunal, rose to her feet and reached for the microphone, but Umar, who moved the microphone from her reach.

Umar, who told Prof Duke that it was improper for her to speak while she was being led by a senior colleague, later applied to the tribunal to delete her name from the prosecution team’s list of lawyers.

In a brief ruling, the tribunal’s chairman acceded to Umar’s request and deleted Prof. Duke’s name from his record.

The CCT chairman noted that it was not permitted for two lawyers to speak for a party during proceedings. He said Prof. Duke, could only communicate through Umar, except with approval of her lead counsel, after obtaining the permission of the tribunal.

Following the pronouncement by the CCT chairman, Prof. Duke sat back a little while, gathered her belongings, including a bag and some books, and left.

Outside the court, Prof Duke told reporters, who sought to know what the problem was, that her intention was to make some contributions to the prosecution’s opening remarks by citing an example of a similar trial conducted in England some years ago.

Shortly after Prof. Duke’s exit, the tribunal’s chairman called on the lead defence lawyer, Okon Nkanu Efut (SAN) to adopt the defendant’s final written address.

Efut, urged the tribunal to dismiss the charge, acquit and discharge the defendant. He argued that not only was the charge incompetent, the prosecution failed to establish the defendant’s guilt.

Efut faulted the competence of the charge and the procedure adopted by the prosecution, which, he argued, were unlawful.

He faulted the prosecution’s claim that the defendant confessed to the offence when, in his written statement, he said he forgot to declare some of his assets, particularly some bank accounts.

Efut said: “It is true in ordinary parlance that once a person says he did something, that is admittance. But, confession in law is different from confession in general parlance.

“When the defendant said he forgot, he did not mean he confessed. We are submitting that there has been no confession at all. There is no admission of guilt. Confession, in law, means admission of guilt.”

Efut argued that the charge was incompetent because it was brought under Section 15 of the Code of Conduct Bureau and Tribunal (CCB/T) Act, which, he said, has been found to be in conflict with Paragraph 11 of the 5th Schedule to the Constitution.

He added: “The charge ought to have been brought under Parapgraph 11 to the 5th Schedule to the 1999 Constitution. The section under which the charge is prepared is unconstitutional and null and void.

“The elements of the offence, which the prosecution attempted to prove are as it relate to the Act (CCB/T Act). They failed to prove the elements or ingredients as contained in the 5th Schedule of the 1999 Constitution.

“If they do not know the ingredients of the offence, they could not have proved it. They acted in ignorance. We urge that the charge be dismissed, because the prosecution has not proved beyond reasonable doubt the ingredients or elements of the offence.”

Efut also faulted the prosecution’s claim that the defendant made false declaration of assets, insisting that Onnoghen fully complied with the law by declaring his assets as required.

He referred to page 13, paragraph 27 of the prosecution’s final written address, where he said the prosecution argued that “the failure or refusal of the defendant to give information on the accounts is partially false”.

Efut argued that for the prosecution to have said the defendant’s action was partially false “means that it is partially true and, therefore, cannot be false”.

He went on: “If it is partially false, it raises some doubt as to the falsity. If there is any iota of doubt, the law says it must be resolved in favour of the defendant.

“On the whole, we urge that this six-charge be dismissed, because the prosecution has failed to prove beyond reasonable doubt the essential elements or ingredients of the offences.”

Countering Efut while adopting his address, Umar, urged the tribunal to hold that the prosecution has proved its case against the defendant beyond reasonable doubt.

Umar equally urged the tribunal to hold that the defendant is guilty on all the six counts.

On the defence’s attack of the charge’s competence, Umar contended: “In coming to the decision whether or not a defendant is guilty, it is the hard fact that the court should look at.

“It is a misconception by the defence to think the first set of charge is null and void simply because it is not elegantly drafted the way the defendant would have wanted it drafted.

“They have not shown that the defendant was misled by the way the charge was drafted. It is not the statute that creates an offence.”

Umar argued that there was no conflict between the provision of the CCB/T Act and the Constitution as claimed by the defence.

He submitted that the prosecution had effectively discharged its responsibility under the law by establishing the guilt of the defendant.

Umar argued that by evidence led, the prosecution showed that the defendant did not declare his assets as required either by the Act or the Constitution.

He faulted the defence’s contention that the defendant did not confess and argued that “it is neither the provision of the Evidence Act or case law for the suspect to tell the police that I am guilty of the offence”.

“It is the action or omission that the court will consider to determine the guilt or otherwise of the defendant.

“In Exhibit 6 (the defendant’s statement), if the defendant said I did not declare, because I forgot, it is for the court to decide whether or not forgetting is a defence envisaged by the Act.

“In 2016, he went before a High Court judge and declared his assets, without referring to the bank accounts. By the evidence of PW3, the accounts had been in existence from 2009 and 2010 and ought to have been declared when the defendant declared his assets in 2016.

“We urge the tribunal to hold that the prosecution has proved its case beyond reasonable doubt and enter a verdict of conviction.”

Deadly Armed Men Attack Police Officers In Delta, Disappear With Their Rifles

Some armed hoodlums have reportedly attacked a team of policemen who were on a stop-and-search duty in Asaba, Delta State capital, carting away two service rifles in the encounter.

Two of the policemen reportedly sustained life-threatening injuries during the attack.

It was gathered by The Punch that the incident occurred around Interbua roundabout by ASCON Oil Filling Station, along the popular Nnebisi road on Saturday night.

A source who witnessed the attack told The Punch that the gunmen were driving a tricycle from the Anwai axis of the road when they suddenly disembarked to attack their victims.

The source disclosed that the bandits who numbered four in the tricycle were armed with axes and cutlasses, adding that they successfully stole two guns from their targets.

The leader of the Police team, an inspector, was said to have sustained severe cuts to the head and other parts of his body, while the other victim sustained cuts to the hands.

Sources disclosed that the victims were presently receiving treatment at two different hospitals in Asaba.

When contacted, the Acting Police Public Relations Officer in the state, Chuks Orisewezie, confirmed the attack, saying that some of their men sustained injuries. He promised that the assailants would be brought to book as the Police have swung into action to apprehend them.
