24hrs After Kidnap UBEC Chairman, Daughter Regain Freedom

Muhammed Mahmood, chairman Universal Basic Education Commission, and his daughter have been released by their abductors. Their release was confirmed by Hussain Danladi, one of his aides.

Mahmood and his daughter were abducted along Kaduna-Abuja road on Monday afternoon while travelling from Kaduna to the federal capital territory (FCT).

His driver was shot dead when armed bandits opened fire on the vehicle they were travelling in.

Danladi reportedly said no ransom was paid to secure their release. However, according to The Cable, there is no information on the the other travellers who were kidnapped alongside the duo.

Several cases of kidnappings have been recorded along the route in the past months. Many commuters have abandoned the route for the train station as a result of insecurity.

Efforts by security to end the activities of kidnappers and bandits have not yielded the desired result.

Journalists barred from NGF induction after report on recession

Journalists have been barred from continued coverage of the ongoing induction programme for newly-elected and returning governors. They were refused entry into the state house conference centre in Abuja, the programme venue, when they arrived on Tuesday morning.

The decision was reached after it was reported that Governor Yari of Zamfara state and chairman of the Nigeria Governors Forum (NGF), predicted that the country would suffer a recession again.

Both the governors and the organisers were said to be unhappy over the report which emanated from the event on Monday, The Cable reports.

While addressing incoming governors on Monday, Yari had said that they should be prepared for a possible recession. He had recalled that the recession Nigeria suffered recently was as a result of the reduction in the price of crude oil by up to 75%.

“On our part, we made a lot of achievements in infrastructural development and provision of social services because we enjoyed a relatively high oil price of about $100 to $114 per barrel between 2001 and the middle of 2014,” he had said.

“However, by the mid-2014, the price of crude oil, which is sadly the main driving force of government’s expenditure, dropped to $75 per barrel. It, therefore, became very difficult for many states to even pay salaries of their workers.

“This scenario is a wake-up call for all of you to come amply prepared to face these kinds of challenges, especially since we are expecting the possibility of another cycle of recession by mid-2020 and which may last up to third quarter of 2021. Your good spirit of stewardship will make you contain the situation should there be one.”

At the continuation of the programme on Tuesday, journalists — with exception of the NTA crew — were refused access to the venue.

The security officials at the premises claimed the order to refuse journalists entry was from the NGF.

However, Abdulrazaq Barkindo, the forum’s spokesman, denied the claim saying security officials took the decision on their own accord.

Ripples Over Buhari's Chief of Staff, Abba Kyari Daughter's NSIA Appointment

Coalition Against Corruption and Bad Governance, has called on President Muhammadu Buhari to order an investigation into the appointment of Ms Aisha Abba Kyari as an Assistant Vice President at the Nigerian Sovereign Investment Authority.

The group gave the Presidency notice to commence “a series of lawful civil actions in a matter of days to compel the administration to order a comprehensive investigation of this employment scam.”

The appointment of Aisha, daughter of the Chief of Staff to the President, Abba Kyari, was said to have been done under alleged secret and controversial circumstances.

The Chairman of CACOBAG, Alhaji Toyin Raheem, in a statement on Saturday, described the appointment as controversial “because it violates set procedure at the NSIA, which is the legally constituted agency that manages Nigeria’s excess crude oil revenues.”

He said, “The position was not publicly advertised, contrary to what is expected of such position. Besides, Aisha Abba Kyari clearly does not meet the criteria for the role. She has just five years working experience at the National Integrated Power Project where she worked up until February 2019 when she got the NSIA job.

Her appointment, which is a level 3 appointment, is the highest level in the organisation, whereas the average working experience for that level is 10 years. We are by this statement giving the Presidency notice that we shall commence a series of lawful civil actions in a matter of days to compel the Buhari administration to order a comprehensive investigation into this employment scam.”

Nurses Beat Up Woman In Labour 'Because She Couldn't Afford N20,000 Bill'

A woman in the throes of labour was allegedly beaten by a team of nurses on duty for her inability to settle her N20,000 bill when she entered the hospital for prompt medical recourse.

The very ugly incident reportedly took place on April 12, 2019 at the Primary Healthcare Centre, Ekpo Abasi in Calabar, Cross-Rivers state capital.
The woman said the nurses thought her to be a mentally deranged person and they started beating her with sticks.

According to SR, she said not until they saw the baby 'coming' out of her did they stop the beating and delivered her of the baby.

"They thought I was a mad woman and they started beating me, telling me to leave the hospital premises," she said. "I had no option but to find a means to save myself and the baby. And it was when they saw the baby coming out of me that they exclaimed 'oh the baby is coming o, it's like she is not a mad woman o'."

The woman, however, said even at that, the heartless nurses almost denied her bed but for the intervention of an empathetic woman who came to her aid in the hospital.

The Federal Government has secured the release of Zainab Aliyu who was arrested in Saudi Arabia for alleged drug trafficking.

The Permanent Secretary, Ministry of Foreign Affairs, disclosed this at a news conference in Abuja on Tuesday.

He said the government has been able to establish the innocence of Zainab and the second Nigerian involved in the case, Ibrahim Abubakar will be released tomorrow to the Nigerian Mission in Saudi Arabia.

There had been several calls for her release with President Muhammadu Buhari directing the Attorney-General of the Federation and Minister of Justice, Mr. Abubakar Malami, to swiftly intervene and secure her immediate release.

Senate Passes 2019 Budget

The Senate has passed the 2019 Appropriation Bill of N8.916 trillion. This figure is N86 billion higher than the proposal of N8.83 trillion presented by President Muhammadu Buhari to the National Assembly for the 2019 fiscal year.

The lawmakers passed the bill during Tuesday’s plenary after considering the report of the Committee on Appropriations on the 2019 Appropriation Bill presented by Senator Danjuma Goje.

A breakdown of the budget estimate reveals that
statutory transfer is N502.58 billion, N2.25 trillion is for debt servicing, recurrent expenditure gets N4.65 trillion, and N2.94 trillion is earmarked for capital expenditure.

Following the consideration of the report submitted by Senator Goje, the lawmakers resolved to approve the total sum of the Consolidated Revenue Fund.

They also adopted the recommendation of the Appropriations Committee which proposed that N10 billion be added to the service-wide votes to support the victims of crises in Zamfara State.

Thereafter, the Senate dissolved into the Committee of Supply for the consideration of the 2019 Appropriation Bill
The bill was then read the third time and passed by the lawmakers.

In his remarks, the Senate President, Dr Bukola Saraki, commended his colleagues for the efforts that led to the passage of the bill and called for its complete implementation by the Executive.

He said, “I want to thank our colleagues, particularly for their understanding and for us to be able to meet today’s deadline in passing the bill and (I) thank the Committee on Appropriation too.

“I hope that with this budget passed, the Executive will also ensure the full implementation of the budget for the benefit of Nigerians as a whole."

Good Nigerian Doctor Uses Bathroom Slippers To Save Accident Victim's Life (Photos)

A good and dilligent Nigerian doctor, Chibuike Joseph Chukwudum has narrated how he used a bathroom slippers to save the life of an accident victim.

Chibuike who had to improvise due to non-availiability of the materials at the hospital where he works narrated in details all he had to do to save the victim's life...

Read Chibuike's full post below:

"Just In Case You Find Yourself In A Jungle.
Emergency medicine is as exciting as it is unforgiving. People who excell in it are those who can think fast on their feet, and those who are daring. This is so as every minute counts, and the slightest delay could spell doom for the patient.

More often than not, especially in a third world country like Nigeria, the need arises for an emergency physician to reach into the deepest recesses of his brain and pull out an improvisation -- a hack, to save a patient whose life is hanging by a thread.

For people working in standard hospital settings -- where emergency tools are just a tray or trolley away -- there may not be much need to familiarize oneself with the different hacks in emergency medicine. However, for the NYSC medical officer who may find himself in a rural setting, far removed from civilization, being familiar with these hacks is very important for two reasons:

- when in a charted territory, using a hack one is already familiar with saves both oneself's time, and most importantly the patient's time.

- it has a way of sparking one's own genius to come up with a denovo improvisation when in an uncharted territory.

This is why I always share my own hacks, as I believe that it may someday be of help to someone who may find himself in a situation similar to the ones I often find myself in. As a matter of fact, I've had several colleagues call to tell me that they were in the doldrums one time or the other, and had to employ one of the several improvisations I write about, and it worked.

BLUNT CHEST TRAUMA and C-SPINE INJURY, following RTA [Road Traffic Accident]
I was already on my way to work when they informed me that men of the Nigerian Road Safety Commission had just brought two accident victims to our hospital. So, I quickened my steps, knowing full well that a minute could make a world of difference.

I have a knack for smelling danger. So, immediately I entered into the mini theater, where they were being attended to, I was alarmed as I noticed that one of them was practically choking-- he was struggling to breathe and was not doing a good job about it.

My argus eye caught two things in an instant: he was coughing up blood, and the left side of his chest looked bigger than the right, and wasn't moving with each intake of breath as it should. Given the hemoptysis [coughing up blood], that could only mean that he'd taken some pretty bad hit to the chest, contused [bruised] the lung, and air was leaking freely into the pleural space, suffocating him. The fact that he sounded confused, even with no evidence of head injury, only told me how serious it must have been, as confusion in this setting is an indication of cerbral hypoxia--that the brain isn't getting enough oxygen.

I gloved up, and just like I had expected, he'd fractured multiple ribs, and there was widespread crepitus over the left side of chest, showing that there was an air leak. The trachea and the heart were pushed to one side; and air wasn't entering into his left lung at all, making the oxygen saturation to be as low as 60%. Tension pneumothorax!

Also, the cervical spine was a tad unstable, and if not attended to urgently, he could become paralysed in all for limbs. What more, the motor control of the diaphragm could also be knocked off, leading to paralysis of that muscles, and inability to breathe "at all at all," and of course death.

Bottom line? He needed two things urgently:
1. Stabilization of the cervical spine [neck bone].
2. Relieving the pneumothorax.

To be able to do number 1, above, I'd need a cervic collar. And for number 2, I'd need a wide bore needle, and then a chest tube thereafter.

However, none of these were handy, nor could they be gotten within a 100km radius.

CERVICAL COLLAR HACK
Back in school, they had hammered the differemt ways of improvising a cervical collar into our heads, considering how important the cervical spine is to survival. However, I've never had cause to use any of them.

One of the hacks involves using a bathroom slipper, I remembered. So, looking around, I saw one lying carelessly. I reached for it, removed the straps, and then created a hole at the heel end, to mirror the one at the toe end. Next, I wrapped the slipper around his neck-- with soft pads underneath as a cushion; and held it in place with a tourniquet passed through the holes at both ends.

And there it was: a cervical collar!

I thanked my trauma teachers silently under my breath.

NEEDLE THORACOSTOMY HACK
When someone has a tension pneumothorax, the pressure building up in his chest needs to be relieved fast, so he can breathe fine, else he could die within minutes.

Usually, tension pneumothorax is relieved by emergency needle thoracostomy, which is practically inserting a special, wide bore needle into the person's chest so that the air trapped there in, under high pressure, can escape. Visualize this as puncturing and deflating a football, or a tyre.

After this-- relieving of the tension pneumothorax by emergency needle thoracostomy -- depending on the cause, a chest tube should be passed to continue the drainage of the excessive air accumulating in the chest, else it could build up again, leading to another tension pneumothorax.

In the index case, none of the above was available -- not a standard needle for thoracostomy, nor a chest tube.

What I did was to relieve the tension pneumothorax with the regular needle that comes with syringes. Once I stuck it into his chest, you could hear jets of air escaping under high pressure. Within seconds to minutes, he began to breathe easy, and his oxygen saturation appreciated exponentially. That was the easy part.

The difficult part was how to pass a chest tube to prevent an inevitable reaccumulation of excessive air, and a recurrence of tension pneumothorax. Like I mentioned earlier, there was no chest tube available. However, a senior colleague had taught me how to improvise one by fenestrating an NG tube, or a urethral catheter, and inserting either of them into the chest. Unfortunately, none of these were available too. And moving the patient -- without knowing the full extent of his cervical injury, and not having a ready means of transportation that could carry him in one piece, without unnecessary bending of the spine -- was not an option, as it could have him paralysed in all four limbs, or worse still -- dead from paralysis of the diaphragm.

While I was still thinking of what to do, he started deteriorating again: apparently enough air had accumulated in his chest again to impair breathing, leading to hypoxemia, and malfunctioning of the brain from lack of oxygen.

Then a bright idea popped into my head. I got a wide bore cannula, and stuck it into his chest, so air could be leaving through it. Then I connected one end of a drip-giving set to the cannula, and the other end of it to a urine bag. It was an airtight arrangement.

Almost immediately, you could see mist forming along the length of the tubbing of the drip-giving set, showing that humidified air was making its way through it. After few minutes, the hitherto collapsed urine bag started inflating, showing that air was collecting there.

The challenge was how to ensure unidirectional flow of air, since there was no underwater seal to create a a valve mechanism. Without a system of valve, air could potentially flow backwards into the chest, especially when the pressure in the bag becomes higer than that in the chest.

I did two things to prevent this from happening:
1. Knowing full well that expired air is denser than atmospheric air, I made sure that the urine bag is placed at a level below the chest.

2. Most importantly, I made sure that air didn't accumulate in the bag under pressure. Once a sizeable volume of air accumulates there, we would occlude the drip-giving set with it its regulator, maintaining an air-tight system upstream. Then we would open the valve at the tail end of the urine bag, to allow the accumulated air to escape, without the risk of having atmospheric air rushing into the chest.

We carried on like this until he was fit enough, and the family was buoyant enough, to take him to a proper Hospital. 24 hours it took. And guess what. Within that period of time, there was no single incident of deterioration from hypoxemia. He was lucid all through, and breathing relatively fine.

Now you have a new air-bending skill to add to the ones you already know.
I am CJ, the last air bender!

PS: Needless to say, this should only be tried when there's no chest tube available; no NG tube, or urethral catheter, to improvise with; no nearby Hospital to refer the patient to [or moving the patient has its own risk]; and the BENEFITS CLEARLY OUTWEIGHS THE RISKS!

NB: Patient was fully conscious when the pictures were taken. The purpose was explained to him, and he gave his consent."

Many on social media commended the doctor but slammed the Government as President Buhari continues to patronize foreign hospitals while leaving the poorly-equipped ones to Nigerians.

New Footage Shows Final Hours Of Sri Lanka Suicide Bomber Praying In Mosque

Chilling new footage shows the final hours of one of the Sri Lanka bombers as he prepared to carry out a devastating terror attack on Easter Sunday.

CCTV footage shows Mohammed Nasar Mohammed Azar, 34, praying, chatting on the phone and scoping out his target before he blew himself up in the Zion church in Batticaloa.

Azar's bomb killed 28 people in the church and more than 70 others were injured in the blast.

But harrowing new footage reveals he spent hours before the attack readying himself in a nearby mosque.

The security camera footage, obtained by Sky News, captures several hours of the terrorist's intense build up to the bombing as he arrived in the east coast city at around 2am.

He is caught on camera pulling up outside the Jami Us-Salam mosque in Batticaloa, just minutes away from the Zion Church, carrying two bags.

For two hours starting at 3.13am Azar paces up and down outside the church and checks his phone.

At one point a police car drives near Azar, but he doesn't seem fazed and the car drives off.

Azar eventually entered the mosque at 5.42am when the building was opened and spent several hours in prayer before slipping off to change into an outfit used in the bombing.

Just after 9.30am when the first bombs have already been set off in Colombo, Azar is caught on camera striding out of the mosque and disappearing out of shot in the direction of the nearby church.

He appears to pull out his phone and send a message before walking around the corner to his death.

Lagos Computer Village Traders Protest Installation of "Iyaoloja" ...insists they're not Pepper Sellers

Traders in Computer Village, Ikeja, Lagos, on Tuesday shut down activities to protest the planned installation of female and male market leaders “Iyaoloja” and “Babaloja” respectively in the hub.

The traders told NAN during the protest that the computer village was an international market that did not need such imposition of Iyaoloja as if they are pepper sellers.

Mr Wasiu Agbaje, an Information Communication Technology Engineer, insisted that the hub was not like the regular markets where such should be imposed.

Agbaje said that installing such would undermine the hub as there was no relationship between technology and Iyaoloja.

“What do the Iyaoloja and Babaloja have to offer, what value are they going to add to the hub? And what technological innovations are they bringing?

‘“The computer village is not like any other street market where pepper and other things are sold. It is an international technology hub and it should be treated as such,” he said.

Also, a businessman who preferred anonymity said the computer village was an international market.

According to him, it will undermine the position of computer village internationally as the biggest technological hub in West Africa.

He said installing such Iyaoloja and Babaloja would contradict what the hub was known for and breach the peace there because it was not a regular market.

A Software developer, Mr Joseph Efosa, said that such installation would disturb the 25 years of peaceful existence of the hub. He said that the computer village was not a regular market and such installation was not needed.
