Stop Jailing Nigerians For Petty Offences - Group Warns Lagos, Other States

An advocacy group, Prisoners’ Rehabilitation and Welfare Action, has called on the governments of Lagos, Abia, Enugu and Kano states as well as the Federal Capital Territory, Abuja, to review their practice of jailing petty offenders, including street hawkers.

PRAWA said following a survey it conducted in the four states and the FCT, it realised that there were certain laws in the states which seem to target the economically and socially disadvantaged persons in the society, thus criminalising poverty.

In its “Baseline Report on Decriminalisation and Declassification of Petty Offences,” which it published with the support of Open Society Initiative of West Africa and presented to the public last Friday, PRAWA lamented that most of the people being arrested for petty offences, such as loitering, wandering, inadequate dressing/behaviours, etc, were people who have no shelter and are unemployed.

The group contended that security reasons could not be a justification to arrest and imprison such people as it would seem that the states were further oppressing the poor people rather than empowering them economically.

It, therefore, called on the states to devise an approach to profitably engage these vulnerable groups so that they could become economically viable.

It said, “Declassifying and decriminalising these petty offences would be a much needed initiative for the promotion of a better society devoid of discrimination and segregation of the socially and economically disadvantaged.

“In the real sense, some existing laws are practically criminalising poverty as those petty offences, such as loitering, wandering, inappropriate dressing/behaviours, etc, are common among the poor who lack shelter and are unemployed.

“This raises the question as to whether it is justified to further oppress the economically and socially maginalised population in our society.”

PRAWA called on the government to “wake up to its responsibility of protecting the citizens, most especially the vulnerable population and to responsibly act on the content of the African Charter on Human and Peoples’ Rights.”

The Chief Judge of the FCT, Justice I.U. Bello, who wrote the forward to the 31-page report, said there was a responsibility on the government and developmental partners “to assist the poor and those in vulnerable situations by using the instrument of the law to lessen their exposure and vulnerability to legal, economic and social challenges.”

“We must and should work together to implement programmes and policies not only to end poverty in all its dimensions but to also decriminalise and declassify those offences that seem to target the poor and marginalised persons,” Justice Bello stressed.

In her remarks during the public presentation of the baseline report in Ikeja on Friday, PRAWA’s founder, Dr Uju Agomo, said it was morally wrong for government to criminalise economic activities that poor people engage in as a means of earning their daily bread and jail them as a result.

She said, “When we criminalise petty offences, when we arrest people who have little means to survive and process them in such a way that makes them worse off, we are actually shooting ourselves in the foot. It is criminalisation of poverty and criminalisation of poverty cannot be a good way to go for any country. There are social and economic responses that any given nation ought to put in place to ensure that those who require help, in terms of enhancing their economic power, are catered to, rather than pushing them into places of detention.”

Many Governors Agree To Pay N30,000 Minimum Wage

Nigerian Workers joy knew no bound in some states yesterday as they got assurances of payment of the N30,000 minimum wage from governors.

At rallies to mark the May Day, Edo, Adamawa, Ondo, Cross River, Zamfara, Oyo, Ebonyi, Delta, Rivers, Akwa Ibom and Anambra governors said they would pay the wage.

Outgoing Governors Mohammed Bindow (Adamawa), Abiola Ajimobi (Oyo) and Abdulaziz Yari (Zamfara) pledged to begin implementation of the pay before they go on May 29.

But Governor Seriake Dickson (Bayelsa) and Abdulfatah Ahmed (Kwara) said they were awaiting the National Income and Wages Commission (NIWC) to release modalities for the wages implementation.

In Calabar, Cross River State Governor Ben Ayade paid May salary to mark the day. But Labout protested, saying it was too early to do so.

The May Day was celebrated with fanfare across the states and the Federal Capital Territory (FCT) where Vice President Yemi Osinbajo took the workers’ salute on behalf of President Muhammadu Buhari.

Okorocha To INEC: You Can’t Withhold My Certificate

Imo State Governor Rochas Okorocha has said the Independent National Electoral Commission lacks the power to withhold his certificate of return. Okorocha was the candidate of the All Progressives Congress in the February 23 Imo West senatorial election.

In his petition to INEC on Tuesday, Okorocha said he was not happy that the body decided to withhold his certificate of return after he was announced as the winner of the election.

But INEC claimed the declaration was made under duress.

The petition titled, ‘Need to Avert Abuse of Office and Political Corruption by my Political Opponents with the Active Collaboration of INEC’s Leadership in Clear Violation of the Law,’ was addressed to the Chairman of the commission, Prof Mahmood Yakubu.

The governor said going by the laws governing elections in the country, INEC had no right not to issue him a certificate of return.

He added that if there were issues with an election after the announcement of a winner, the Election Petitions Tribunal would resolve them.

Okorocha said, “Section 285(1) of the 1999 Constitution states that ‘There shall be established for the Federation one or more election tribunals to be known as the National Assembly Elections Tribunal which shall, to the exclusion of any court or tribunal, have original jurisdiction to hear and determine petitions as to whether (a) any person has been validly elected as a member of the National Assembly.’

“Section 133 of the Electoral Act 2010 (as amended) provides that ‘No election and return at an election under this Act shall be questioned in a manner other than by a petition complaining of an undue election or an undue return presented to the competent tribunal or court in accordance with the provisions of the constitution or of this Act, and in which the person elected or returned is joined as a party.’

“Where then did INEC derive the power to withhold a certificate of return after a winner in an election had been announced?"

INEC Director of Publicity and Voter Education, Mr Oluwole Osaze-Uzzi, said since Okorocha had gone to court over the issue, he should allow it to make a pronouncement on his certificate of return.

He said, “The case is in court. He is the one that took us to court. He should, therefore, wait for the court to determine the case.”

Protest As Reckless Driver Kills FUTA Student

Students of the Federal University of Technology, Akure, Ondo State, on Wednesday protested against the killing of one of their colleagues, identified as Israel Anuolowapo, by a hit-and-run driver.

Anuolowapo, a 100-level student of the Department of Mathematics, was allegedly crushed to death in front of the university main gate on Tuesday.

During the protest, the students reportedly barricaded the Ilesa-Akure Expressway, singing solidarity songs. The protest was said to have caused gridlock on the road, as motorists, especially travellers, were delayed for several hours.

The students demanded that the Federal Ministry of Power, Works and Housing erect speed bumps on the expressway to reduce such incidents.

According to a witness, it took the intervention of men of the Ondo State Police Command, who appealed to the students, to open the road.

When contacted, the state Police Public Relations Officer, Mr Femi Joseph, said the matter had been resolved, adding that the government had agreed to erect speed bumps on the expressway.

“When we got information about the protest, we immediately swung into action and appealed to them; normalcy has been restored now,” he said.

Buhari Has Power To Order Army To Produce His Certificate If He Has Any - Atiku

The Peoples Democratic Party and its presidential candidate, Alhaji Atiku Abubakar, have faulted President Muhammadu Buhari for saying his academic certificates are with the Nigerian Army.

Replying to Buhari’s response to their petition filed before the Election Petitions Tribunal, they said if it was true that the certificates existed, Buhari as the Commander-in-Chief of the Armed Forces could order the army to produce them.

Atiku said he attached his academic certificates to the Form CF001 he submitted to INEC.

In a joint petition filed on March 18, the former Vice-President and his party urged the tribunal to declare them the authentic winner of the February 23 presidential election, insisting Buhari did not possess the educational qualifications he claimed to have in his INEC Form CF001.

They said in the reply filed on April 15 by their legal team, led by Dr Livy Uzoukwu (SAN), that having not been able to attach his academic certificates to INEC Form CF001, Buhari had falsely claimed that his certificates were in the custody of the Nigerian Army.

The joint reply filed by Atiku and the PDP read in part, “In further response to paragraph 381(iv) of the 2nd respondent’s reply, aver that the petitioners have no knowledge of any certificates or alleged qualifications issued to the 2nd respondent (Buhari), but contend that 2nd respondent falsely represented that his certificates are in the custody of the Nigerian Army when the 2nd respondent by his own admission is the Commander-in-Chief of the Armed Forces of Nigeria.

“In further response to paragraph 381(iv) of the 2nd respondent’s reply, the petitioners aver that the 2nd respondent as Commander-in-Chief of the Armed Forces of Nigeria could easily order the Army Secretary to produce the certificates allegedly submitted if they actually exist.

“Contrary to paragraph 381(i-iv) of the 2nd respondent’s reply, the petitioners aver that the 2nd respondent does not possess the educational qualification he claimed to have in his INEC Form CF001 submitted to the 1st respondent (INEC) having not been attached as required.”

The petitioners also stated that “the purported training and courses”, which Buhari claimed placed him “head and shoulders above” Atiku regarding educational qualifications to contest the presidential election, “did not culminate in the issuance of any certificates he claimed in his INEC Form CF001”.

They also described Buhari’s claim of being head and shoulders above Atiku as “erroneous”.

Responding to Buhari’s allegation that Atiku didn’t have the statutory educational qualifications to contest the polls, the petitioners stated that the ex-VP attached his educational qualifications to his Form CF001 submitted to INEC.

Insisting Atiku was qualified to contest election for the office, the petitioners stated that Buhari was unable to present any certificates because he did not possess any “as he falsely claimed”.

They stated, “In reply to paragraph 383 of the 2nd respondent’s reply, the petitioners aver that the 1st petitioner (Atiku) is eminently qualified to contest election to the office of the President of the Federal Republic of Nigeria, and had indeed attached evidence of his educational qualifications to his INEC Form CF001 submitted to the 1st respondent, unlike the 2nd respondent (Buhari) who did not attach evidence of the qualifications he claimed in his INEC Form CF001 because he does not possess them as he falsely claimed.”

INEC, Buhari, and the All Progressives Congress (Buhari’s party) are the 1st to the 3rd respondents to the petition. No date has been fixed for the hearing of the petition by the tribunal.

Tinubu's Daughter: I Can Choose Anybody To Head Computer Village Market

The leader of traders in Lagos and Iyaloja General, Mrs Folashade Tinubu-Ojo, has said that some traders in the Computer village market who protested against the appointment of Iyaloja and Babaloja in the market on Tuesday were ill-informed.

Addressing a press briefing on Wednesday, Tinubu-Ojo said all the markets in the state were under her control and the computer village market cannot be an exception.

According to our constitution, I can choose anybody from any local government in the state to head the market, all the iyaloja and babaloja in all the Lagos markets are my representatives in the market where they operate. Kindly educate them that phones, handsets, computers are commodities.

“They cannot tell us they are not pepper sellers, everybody cannot be textile dealers; they can’t tell us that computer village will be exonerated (sic) from other markets. We have the right to choose for them Iyaloja and Babaloja.

“Those people protesting never approached me to complain. They don’t have the initiative that the person leading the protest has finished his tenure and wants to remain in power...

“Computer village is not just an ICT hub, there are a lot of commodities being sold there; nobody can say it is wrong to select a babaloja and iyaloja for the market. Those that have been selected were not selected because they are Yoruba, in some of our markets in Lagos we have Igbos that were selected as market leaders,” Tinubu-Ojo said.

She said the appointment of Mrs Abisola Azeez and Mr Adeniyi Babalola, as Iyaloja and Babaloja of Computer Village respectively was done to maintain peace in the market among the traders.

Asari Dokubo comes hard for Nnamdi Kanu

Asari Dokubo, a former Niger Delta militant leader, has vowed to kill the leader of the Indigenous People of Biafra, IPOB, Nnamdi Kanu.

Dokubo said that the struggle for the actualization of the Sovereign State of Biafra has been compromised by the IPOB leader.

In a video he shared on Facebook on Wednesday morning, he wondered why Kanu is running instead of facing the Nigerian Government squarely.

He also blasted Kanu for alleged killing Prophet Anthony Nwoko, insisting he has not killed anyone before, even as a Muslim.


He said, “Our fellow Biafrans, in this period of darkness, a few people have decided to thrash our struggle in the blood of our own people. So that they will become Supreme leaders, saviours and messiahs.

“We didn’t see the red flag, the signals were always there but some people saw it before us.

“But because we believed that Biafra must be achieved with any means possible, we did not see these dangerous signals early enough.”

Asari, still talking about the assassination of Biafra Prophet, Nwoko, said it was wrong for the Biafran struggle to be turned into bloodshed.

He warned that he would not hesitate to kill Nnamdi Kanu if he dares him, saying, “I’ll smoke you out. I’m not boasting.

“I’ ll smoke you out from every hole, every corner. They know me.

“If one idiot threatens to attack me and makes good his words to attack me, I’ll kill him.”

Iran flogs and 'secretly executes' two teenagers convicted of r*pe

Two Iranian boys were flogged and secretly executed after being convicted of rape in an 'unfair trial', according to a human rights group.

Amnesty International claims that the cousins Mehdi Sohrabifar and Amin Sedaghat, both aged 15, were put to death on April 25 in Adelbad prison, in Shiraz, Iran.

The youngsters' bodies were marked with wounds from a whip and both of them were unaware they had been sentenced to death until shortly before their executions, the organisation reported.

Philip Luther, Amnesty International's director for the Middle East and North Africa, said: "The Iranian authorities have once again proved that they are sickeningly prepared to put children to death, in flagrant disregard of international law.


"It seems they cruelly kept these two boys in the dark about their death sentences for two years, flogged them in the final moments of their lives and then carried out their executions in secret.

“The use of the death penalty against people who were under 18 at the time of the crime is strictly prohibited under international human rights law and is a flagrant assault on children’s rights.

"It is long overdue for Iranian parliamentarians to put an end to this harrowing situation by amending the penal code to ban the use of the death penalty against anyone who was under 18 at the time of the offence.”

Mum discovers 25 bite marks on baby after picking her up from nursery

A mum was shocked to find at least 25 bite marks on her daughter's body when she returned home from nursery.

Alice Martin, from Arizona, US, has accused her 15-month-old girl's nursery of negligence and reported it to the police and the Department of Health.

Alice realised her daughter, Rosalynn, had been hurt when she was changing her clothes at home and found red marks on her back.

She told KOLD News 13: "It's stomach-turning. It feels both angry and sad at the same time. At first, I was like 'are those really bite marks?' And then, my brain kinda stopped thinking and I started crying.


"The fact they didn't notify me even when I picked her up is just astounding."

She continued: "I know that a child getting bitten that many times would be crying and very upset.

"You always want to protect your children and I feel like that didn't happen.

"I feel like I left her with someone that didn't look out for her at all."

Police believe the marks, which were discovered in February, were caused by another child. No-one has been arrested yet.

Creative Beginning Preschool would not release a statement and the Department of Health said it could not comment on pending investigations, according to the Daily Mail.

Alice added: "The fact that nobody intervened in how many minutes, maybe they were left alone, maybe they disregarded the cries, I don't know, but it takes some time to do that kind of biting and my daughter would have been very upset."

We are dying of hunger - retired Lagos teachers

Some retired workers from the Lagos State Ministry of Education have lamented the delay in the payment of their pensions.

The former teachers said more than two years after retirement, they had yet to receive any communication from the government over their entitlements.

They said while some of their colleagues had died without getting any payment, others were sick and lacked adequate medical care.

The retirees spoke on condition of anonymity, saying they were afraid of intimidation.


A former primary school head teacher said all required documents for the processing and payment had been submitted.

She said, “I was a headteacher in a primary school before I retired in 2017. Till now, I have not received anything. All the documents they asked us to submit preparatory to our retirement were submitted. We were told that they had paid up till 2015. When will it get to us? Is it when we die and cannot eat the fruit of our labour? ”

Another retiree lamented that some pensioners lacked funds for basic necessities and had turned beggars.

“I also left service in 2017. Things are tough for many of us. For me, I have children who meet some of my needs. But what do we do about those who don’t have anything to rely on? Some have died of hunger, while many cannot even raise money to buy drugs.

“I served for 35 years. You can imagine someone who was getting paid for those years and for over two years has not received anything. How will such a person cope?” she said.

Another retiree, who also left service in 2017, said she hoped she would receive her entitlements while alive.

She lamented that life had been difficult for her family.

Shock As Buhari's Inlaw & District Head Is Kidnapped

Nigerian's are at the mercy of armed bandits, their President is someone on 'private visit'. The District head of Daura in Katsina State, Musa Umar, has been kidnapped by gunmen.

Umar, a former Customs officer, is married to the daughter of President Buhari’s sister.

He is also the father of Fatima Musa, wife of Mohammed Abubakar, Buhari’s aide de camp (ADC).

Police officers are on the trail of the criminals. Witnesses told NAN that the kidnappers stormed his home at 7p.m. and sporadically shot into the air, scaring bystanders, who scampered for safety.

Umar had just returned from the mosque where he took part in the evening prayer when the incident happened.

He was sitting in front of his house with some people when the gun-totting men came. A witness told NAN that the kidnappers came in a Peugeot 406 saloon car.

After the gunmen left, the Daura Council Chairman Malam Abba Mato and hundreds of sympathisers came to Umar’s residence, to discuss the incident.

Lagos Launches New Buses With Free Ride

The Lagos State Government on Wednesday launched the new buses under the Bus Reform Initiative (BRI) with free service on five routes, assuring that the development would redefine public transportation and make the State globally competitive.

Specifically, the free service was launched across five routes including
Berger to Tafawa Balewa Square (TBS), Berger to Oshodi, Oshodi to TBS, Ikeja to Alausa and Ikeja to Oshodi to commemorate the Workers Days, after which normal service will start today May 2.

Speaking at Ikeja Bus Terminal, one of the modern terminals constructed as part of the BRI, an official of the Lagos Bus Services Limited, the operator of the buses, Mr Timi Olajide said it was a good thing that the buses have now been finally launched for the use of the people.

He said out of the 5,000 buses planned for the initiative, the government was launching the scheme with 820 high and medium capacity buses, adding that aside the intelligent transport system component of the initiative which will aid Lagosians to plan their journeys, comfort and safety of the people have also been factored into the whole process.

“In each of the buses, we have six emergency exits and First Aid Box, while every seat has a dedicated USB port for charging of phones, free Wi-fi, television and CCTV cameras which are linked to our control centre to monitor everything going on in the buses, among other features.

“We have also taken the issue of people with disabilities specially and there are seats reserved for them in the buses,” Olajide said.

At the Oshodi Transport Interchange, a cross section of Lagos residents who enjoyed the free service, lauded the State Government especially Governor Akinwunmi Ambode for the buses and the infrastructure provided to support the transport reforms, saying the development was commendable.

Real Face Of The 'Night King' From Game Of Thrones

If you haven’t seen any of season 8’s episode, be warned, there are major spoilers in this text. He is now one of the greatest villains in TV history, but who is the real face behind the dreaded (and recently deceased) Night King in Game of Thrones?

The Night King is none other than Vladimír Furdík, a Slovak actor, who has played this role since the series’ sixth season when he took over for Richard Brake.

However, his origins in both the HBO hit show and prior films aren’t acting roles, but rather stunt roles.

According to The Guardian, Furdík, 48, has a long history of being a stuntman in films. He has appeared in movies such as Sherlock Holmes, Skyfall, Spartacus, and Thor: The Dark World strictly as a stunt double, at times not even being credited for his role.

In 2015, he transitioned to the small screen when he landed his first Game of Thrones gig.

The actor started off as a stunt double and a stunt supervisor, specifically in season 5’s epic “Hardhome” episode, as he explained in an interview with Entertainment Weekly in March.

“When we did season 5, I was the White Walker who fought Jon Snow — the first time Jon Snow killed a White Walker, that was me,” he explained to EW. “After that, [showrunners David Benioff and D.B. Weiss] asked if I’d play the Night King for seasons 6 through 8. I never asked why. Maybe they were happy with what I did in season 5.”

Furdík, upon taking up this role, was involved in the series much more frequently, especially the show’s most recent episode, which saw the end of the Night King’s reign of terror at the hands of Arya Stark (Maisie Williams).

However, much of the character’s backstory still remains a mystery, and with just three episodes left in the series, it’s unclear how much fans will learn about him. Either way, he has done a terrifyingly-good job so far in Game of Thrones.

The All Progressives Congress (APC) in Ekiti State has suspended indefinitely, former governor Segun Oni from the party over alleged anti party activities.

The party, in a letter dated 1st May, 2019 and addressed to Oni, said it took the action over failure of the party chieftain to appear before the ward executive to clear the allegations.

The letter was signed by the chairman and secretary of Ifaki ward II, Shina Akinloye and Ogunyemi Taiwo, respectively and 24 other executive members in the ward.

Apart from being a former governor, Oni also served as the Deputy National Chairman (South) of the party under the tenure of Chief John Oyegun.

The letter reads: ”Subject to Article 21 Subsections I, II and X of the APC constitution 2014 as amended, we undersigned executive members of the APC hereby suspend you indefinitely from our great party, based on your refusal to honour our invitation for investigation and fact finding into the allegation of anti party activities leveled against your person by the members of our party.

“We are by the copy of this letter informing both the local government and state working committee of the party for necessary information and action.”

Recalled that Oni had gone to court after the May 26, 2018 APC governorship primary to challenge Governor Kayode Fayemi’s eligibility to participate in the election.

Oni had said that going by the constitution of the party, Fayemi, being a Minister in the cabinet of President Muhammadu Buhari, ought to resign 30 days to the primary.

Fayemi resigned in June, 2018 after the primary had been held. He later won the governorship election, by defeating the candidate of the Peoples Democratic Party(PDP), Prof Kolapo Olusola.

But the supreme court in its judgement dismissed Oni’s suit for lack of merit, saying Fayemi didn’t breach the law by resigning after the primary.

Though, Fayemi in his reaction to the court verdict spread olive branch to Oni, with a promise to work with him to move the party forward. But some party members were said to have insisted Oni needed to be punished for disrespecting the party, by declining the Senatorial ticket and went to court to upturn Fayemi’s victory.

Nigerian Is First Black Man To Be Elected Mayor In London

A Nigerian, Ernest Ezeajughi, has made history by winning election as the first Black Mayor of the London Borough of Brent, United Kingdom.

Ezeajughi, a native of Anambra State, was elected Mayor on April 16, by the College of Councillors of Brent, London, and was sworn into office yesterday, Wednesday, May 1, 2019.

Prior to his election as Mayor, Ezeajughi, a strong member of the Labour Party, won election for a Councillor position representing Stonebridge ward at Brent Council in 2014.

He was re-elected again in 2018, retaining his seat all in the white-dominated political environment after a very keenly contested election. He was elected Deputy Mayor of Brent within a year.

After graduation in 1998 and completion of his National Youth Service Corps (NYSC), he worked briefly in the private family business – Koval Linkworld Agencies Ltd – before migrating to England to join his wife.

In England, Ezeajughi obtained a Master’s degree in Science (M.Sc) from the prestigious Kings College, London. A Scientist by profession, he worked with Medicine and Healthcare Products Regulatory Agency (MHRA).

A father of four children, Ezeajughi was one of the founding fathers of a major Nigerian political party, the All Progressives Grand Alliance (APGA) UK Chapter and was the Chairman in 2010-2012.

He thereafter joined UK politics and soon became a strong member of the Labour Party.
