Why Kano anti-graft agency recommends Emir Sanusi’s suspension

The Kano State Public Complaints and Anti-Corruption Commission has recommended the suspension of the Emir of Kano , Alhaji Muhammad Sanusi, over alleged misappropriation of N3.4bn by the Kano Emirate Council.

The commission, according to the News Agency of Nigeria, said during its investigation, it discovered that N3.4bn was allegedly misappropriated by the Kano Emirate Council between 2014 and 2017.

The preliminary report of investigation conducted by the commission was signed by its Chairman, Muhuyi Magaji.

According to NAN, the investigation followed a petition against the council.

The commission alleged that the council spent over N1.4bn on items believed to be fraudulent and “unappropriated”.

The report also alleged that the council spent over N1.9bn unappropriated on seemingly personal things.

It said the expenditure contravened the provisions of Section 120 of the 1999 Constitution (as amended) and Section 8 of the Kano State Emirate Council Special Fund Law 2004.

It added that the expenditure had also violated Section 314 of Penal Code as well as provisions of Section 26 of the Kano State Public Complaints and Anti-Corruption Commission Law 2008 (as amended).

The commission recommended that the “principal suspect in the person of Muhammad Sanusi II and all other suspects connected with the case be suspended, pending the final outcome of the investigations”.

It added, “This is a necessary administrative disciplinary action aimed at preventing the suspects from further interfering with the commission’s investigations.


“The commission further recommends that the contract awarded to Tri-C Nigeria Limited for the renovation of Babban Daki, Kofar Kudu and Gidan Sarki Dorayi should be revoked.”

The commission added, “During the course of the commission’s investigations, expenditure that was incurred without following due process or appears to be suspicious was uncovered. Huge sums of money were transferred to some banks accounts which were claimed to be companies’ accounts.

“However, the companies appear to be either unregistered with the Corporate Affairs Commission or dormant that cannot appear in the public search of the companies register. Investigations also shows that those unregistered companies are linked to some of the identified suspects in the emirate council. Investigation will later reveal the beneficial owners of those entities.”

It also recommended that further legal action should be taken against all the suspects as soon as the final outcome of the investigations were concluded and legal advice issued.

As of the time of filing this report, the council had yet to react to the allegations of misappropriation of funds levelled against it by the commission.

But a Kano lawyer and activist, Abdulsalam Yusuf, said, “What happened was that some interested people petitioned the Kano State Public Complaints and Anti-Corruption Commission, alleging misappropriation of funds to the tune of N2.4bn at the Kano Emirate Council.’’

According to him, the agency feels duty-bound to “investigate the emir, who is the custodian of the emirate’s funds”.

However, a Kano civil rights activist, Mr Ibrahim Maryam, contended that the said money was the actual money inherited by Sanusi.

Maryam said the commission should first investigate how much the late Emir Ado Bayero left behind and how much was paid as his royalties, including additional salary increment for emirate staff.

The activist called for an independent body to investigate the allegations rather than the state-owned anti-corruption agency.


Abacha Loot Again? Reactions As UK Seizes Fresh N82bn

A bank account containing £211m (approximately N82bn) has been traced to a former Nigerian military dictator, General Sani Abacha.

The money was recovered and subsequently confiscated in Jersey, Channel Islands, on the request of the United States of America Government.

Late Abacha was said to have laundered the money through the US into the Channel Islands before his death in 1998.

According to a report by Metro UK on Tuesday, the money was put in accounts held in Jersey by Doraville Properties Corporation, a British Virgin Islands company.

The report said the money was now being held by the government until authorities in Jersey, the US and Nigeria came to an agreement on how it should be distributed.

It was gathered that Jersey would keep the £211m loot in its Criminal Confiscation Fund, which could be used to pay for a variety of projects on the island.

The report added that more money held by Doraville was likely to be seized and paid into the Civil Asset Recovery Fund in the future.

Jersey’s Attorney General, Robert MacRae, said, “In restraining the funds at the request of the United States of America, through whose banking system the funds were laundered prior to arriving here, and in achieving the payment of the bulk of the funds into the Civil Asset Recovery Fund, Jersey has once again demonstrated its commitment to tackling international financial crime and money laundering.”

It was learnt that MacRae had applied for the restraining order over the Jersey bank account balance of Doraville in 2014, which the Jersey’s Royal Court granted.

However, Doraville applied to the Royal Court for the restraint order to be discharged, but the court dismissed the application in 2016.


A year later, Doraville challenged the Royal Court’s decision, taking the case to Jersey’s Court of Appeal, an appeal that was rejected.

After the appeal’s rejection, Doraville made an application to appeal against the restraint order before the Privy Council, Jersey’s ultimate appellate court.

However, the Privy Council rejected Doraville’s appeal in February 2018.


Jersey’s Solicitor General, Mark Temple, said last week at a United Nations Conference on Corruption that the island was determined to fight international financial crime.

By the time Abacha died in office in June 1998, he had reportedly stolen an estimated $2.2bn from the country’s coffers.

His then-National Security Adviser, Alhaji Ismaila Gwarzo; his son, Mohammed Abacha; and best friend, Alhaji Mohammed Sada, were alleged to have played a central role in the looting and transfer of money to offshore accounts.

However, the Director of Information in the Ministry of Finance, Mr Hassan Dodo, could not be reached for comments on the seized funds as calls made to his mobile phone were not answered, while a text message sent to him was not responded to.

PDP, ADC attack Buhari 
Meanwhile, the Peoples Democratic Party said the return of stolen money traced to the late army general must be worrisome to President Muhammadu Buhari.

The PDP recalled that the President had once defended the late head of state and proclaimed him a saint.

It said that because Buhari served in the government of the general whom millions of dollars had been traced to, the President had been defending him “when it was clear to all that the late general stole Nigeria dry.”

The National Chairman of the PDP, Prince Uche Secondus, said there was nothing on ground to indicate that the looted funds would not be stolen again.

He said, “It is sad that we continue to hear about the return of stolen funds by the former head of state.

“Funny though, the President had described the former head of state as a saint, saying he never stole anything.

“The continued return of the stolen money must be a source of worry to the President and the Federal Government that the man they had proclaimed as a saint stole to that extent.

“I am, however, worried that there is nothing to indicate that the money will not disappear again.

“There is no monument on ground to tell us what repatriated cash was spent on. So, the recently announced stolen funds may also end same way.”

The African Democratic Congress also said any literate Nigerian who still saw Buhari as a saint had only wasted his time in school.

The party’s National Publicity Secretary, Yemi Kolapo, wondered if a President, who defended a man who had stolen more funds than any living or dead Nigerian, could be rated high in integrity.

Kolapo said, “If the late dictator, Sani Abacha, whose stolen funds, worth several trillions of naira could run the Nigerian economy for three decades is the President’s hero, then his supporters must be enemies of Nigeria.

“What exactly is the President’s stand against corruption? All the talk about the fight against corruption under this administration is political abracadabra.”

How I got stamina for re-election campaign still baffles me- Buhari

President Muhammadu Buhari, on Tuesday, reflected on the recent general elections in which he secured a second term and said it still baffles him where he got the stamina to tour the country on campaigns.

The president also admonished those who called themselves leaders at various levels against putting up straight faces, especially in this period of economic travails, noting that such posture could pass a wrong message to those governed.

He used his re-election campaigns to buttress his point, saying the crowd that thronged his campaign grounds in each state he visited still intrigued him.


According to Buhari, he couldn’t have engaged in vote buying if he were to muster the financial strength to mobilise those crowd to vote in his favour.

Buhari spoke at the State House, Abuja, while playing host to some residents and political leaders of the Federal Capital Territory, led by the Permanent Secretary, Ohaa Christian, who came to pay him Sallah homage on the occasion of the Eid-El-Fitr festivities.

Looters will account for their deeds, Ihedioha vows

Imo State Governor, Emeka Ihedioha, on Tuesday said those who looted the state treasury must be made to account for it.

Ihedioha, who was apparently referring to the immediate past governor of the state, Rochas Okorocha, said the he would employ the services of security agencies to make sure that the state’s financial dealings in the last eight years were accounted for.

The governor spoke while declaring open the ongoing retreat organised for the state lawmakers-elect in Oguta Local Government Area of the state.

He said those who looted the state “must be criminalised.” He claimed that his predecessor has yet to hand over to him.


He, however, assured all stakeholders that his administration would take responsibilities for its actions.

The governor said, “I will have to involve the services of security agencies in making sure that those who served the state must account for it.

“We will criminalise those who looted our treasury. They said I should begin, when nothing was handed over to me. We must make them to account.”

Joshua to have a re-match with Andy Ruiz in November

A rematch between Anthony Joshua and his conqueror Andy Ruiz Jr will take place in November or December, says Joshua's promoter Eddie Hearn.

American-born Mexican Ruiz produced one of the biggest shocks in heavyweight boxing history to take Joshua's IBF, WBO and WBA world heavyweight titles in New York on Saturday.

A rematch clause was part of the contract for the fight. Hearn said the clause had been triggered on Tuesday after talks.

"After meetings with AJ, Rob Mc[Cracken - Joshua's trainer] and the management team in NY, we have today triggered the contracted rematch clause with Andy Ruiz Jr," Hearn said on Twitter.


"The fight will take place in Nov/Dec at a venue to be confirmed shortly."

British fighter Joshua, 29, was floored four times as Ruiz defied his underdog status to win in seven rounds at Madison Square Garden. The London 2012 Olympic champion subsequently had a concussion test after the first defeat of his 23-fight career.

Photo: EFCC arraigns man for N58m money laundering

The Economic and Financial Crimes Commission, EFCC, has arraigned Okoroji Stanley Chinonso, a Malaysian based man, before Justice Folashade Giwa-Ogunbanjo of the Federal High Court, Abuja over alleged N58 million laundering.

He was arraigned on a three-count charge bordering on money laundering.

Okoroji’s journey to the dock started when he was apprehended by the officers of the Nigerian Police on December 28, 2018 in Imo state for allegedly participating in an organised crime. He was thereafter handed over to the EFCC on January 3, 2019 for further investigation and prosecution.


Count one of the charge reads “That you Stanley Chinonso Okoroji between 11th October 2017 and 8th October 2018 in Abuja within the jurisdiction of this Honourable Court took possession of the total sum of N58,614,000.00 (Fifty Eight Million, Six Hundred and Fourteen Thousand Naira) in your Ecobank PLC account no: 5091051508, which you reasonably ought to have known to be proceeds of unlawful act to wit: participation in an organised criminal group and thereby committed an offence contrary to section 15(1)(d) of the Money Laundering (Prohibition) Act 2011 as amended by the Money Laundering (Prohibition) Act 2012 and punishable under section 15(3) of the same Act.”

The defendant pleaded “not guilty” to the charges.

Presiding Judge, Giwa-Ogunbanjo, after considering both counsels’ applications and written submissions and in accordance with Section 36(5) of the Constitution of the Federal Republic of Nigeria which states that an accused is innocent until proven guilty, granted the defendant bail in the sum of N25 million with two sureties in like some.

In addition, one of the sureties must have a landed property within FCT with evidence which must be verified while the other surety must be a federal civil servant of Grade Level 14, who must be resident within the FCT. The surety must show evidence of payment of tax which must be verified within seven working days.

Furthermore, the defendant is not allowed to leave the shores of the country; consequently, he must deposit his international passport with the Deputy Registrar of the Court.

However, the judge ruled that the defendant is to be remanded in the prison custody until his bail conditions were met.

Justice Giwa-Ogunbanjo then adjourned commencement of trial to September 25, 26 and October 22, 26, 2019.

Man kills neighbour for making advances to his wife

The Niger State Police Command has arrested a 21-year-old man, Umar Audu, for allegedly killing one Abubakar Mohammadu of the Fulani Camp, Wawa village in New-Bussa, Borgu Local Government Area of the state.

The command confirmed the suspect’s arrest on Tuesday, stating that a team of policemen attached to the New-Bussa Division apprehended him over Mohammadu’s murder.

Umar, who lived with the deceased in the same address, was alleged to have killed the victim on suspicion that Mohammadu was making love advances to his wife.


It was learnt that sometime in May 2019, the suspect’s wife, Hassan Audu, reported to him that the deceased was disturbing her for an amorous relationship, which she turned down.

It was gathered that the suspect had warned the deceased on several occasions to desist from making advances to his wife but he reportedly ignored the warnings.

On the day of the incident, the suspect, who was unable to control his anger, took the laws into his hands and attacked the victim with a machete and inflicted deep cuts on his head, which resulted in Mohammadu’s death.

In an interview with Northern City News, the suspect said, “I don’t regret killing him because Mohammadu decided to die like a chicken. In his next life, he will not make advances to married women.

 “I am ready to bear the consequences. Let the law take its course. I am fulfilled that Mohammadu will never see my wife again, Allah will judge him.”

The state Police Public Relations Officer, Mohammad Abubakar, said that the matter would be charged to court after investigation.

Israel's First Lady Nechama Rivlin dies at 73

Israel is mourning first lady Nechama Rivlin, who died Tuesday months after a lung transplant.
She was 73 years old and was a frequent presence beside her husband, President Reuven Rivlin, despite her illness.

Nechama Rivlin was born in an Israeli farming community. Her parents emigrated from Ukraine.

She married the lawyer and future president in 1971 and was known as a popular first lady whose interests focused on the arts, the environment and children with special needs.

Israeli Prime Minister Benjamin Netanyahu called Nechama Rivlin "heroic" because of her battle against pulmonary fibrosis.

"We send condolences from the bottom of our heart to the president and all his family," a Netanyahu statement read.

Controversial Senator, Dino Melaye has attacked the Kogi State Governor, Yahaya Bello for hugging a paramount ruler in the State. A picture has surfaced on Instagram showing Bello hugging 90-year old traditional ruler, Alhaji Ado Ibrahim.

Melaye, who is aspiring to be Kogi State Governor in November lashed out at Bello for what he termed a despicable act. The lawmaker wondered if Governor Aminu Tambuwal or Governor Nasir El-Rufai would do such a thing which Bello had done in disregard to the elderly monarch.

How Oyedepo changed my life forever – Dogara

Speaker of the House of Representatives, Yakubu Dogara has narrated how his contact with the Presiding Bishop of Living Faith Church, David Oyedepo in 1988 changed his entire life forever.

According to Dogara, who met with Oyedepo, he had been a son of the bishop since his university days.

“If it were not for the teachings we received on this altar, maybe all my political victories may not have come. We had Goliaths in the run up to the election; there were Tobias and Sambalats. Buhari to Osinbajo: If you break down and complain, government will not be popular

President Muhammadu Buhari on Tuesday at the Presidential Villa, Abuja, received Vice President Yemi Osinbajo alongside service chiefs and a Federal Capital Territory delegation, who paid him the traditional Sallah homage.

Muslims worldwide are celebrating Eid-el-Fitr, which marks the end of Ramadan, a month of fasting and prayer.

Buhari, while receiving the guests, said he was pleased with the activities of the vice president and urged him not to relent despite the challenges.


“I want to appreciate the number two man of the country (Osinbajo) because he knows what we are going through very quietly (sic).  I’m very pleased that you came with this very powerful constituency.

“I appeal to you to remain exemplary so that those under you will know that the country is doing very well.

“If you break down and complain, the impact will reverberate all over and then government will not be popular and whatever efforts we are making will not be appreciated,’’ he said.

Buhari, on a lighter note, told Senator Philip Aduda, who was part of the FCT delegation, that his constituency did not vote for him (Buhari) in the last presidential election.

He said, however, that FCT was a strategic part of Nigeria and that securing it would be taken seriously by his administration.

On his part, Osinbajo congratulated the president on the solemn occasion that marked the end of the Ramadan.

According to  Osinbajo, God has been extremely good to the president and to the government.

“I believe that our country is at a threshold of the breakthrough that we have been praying for and hoping for all these many years. And this is why many challenges are going on.”

Judge turns down El Chapo’s request of seeing sunshine in prison as they fear it’s a bid for him to escape

El Chapo wants to feel the sunshine during the day and some peace and quiet at night, but a judge is shooting him down at every turn because it's just too damn dangerous.

The former Mexican cartel kingpin recently filed a motion requesting at least 2 hours of outdoors recreation time per week while he's held in custody at a federal prison in New York, plus access to the general pop commissary so he can buy goodies.

Chapo was also looking to get access to some earplugs so he could sleep easy at night and get rid of ear pain he says he's been experiencing in the joint.

Well, a judge didn't bite on any of it, and his reasoning is pretty damning.


First, the court says Chapo's request for outdoors time is a nonstarter (he's currently being held under strict restrictions) because the U.S. government is worried he'll try to escape again.

The judge cites his previous two escapes, and says there's no way in hell they're letting him catch some sunshine under their watch.

Moreover, the judge points to the fact that Chapo has been very well-behaved while in custody ... but says that's not a reason to give him rec time. If anything, the judge says the restrictions have only helped encourage good behavior.

Lastly, the judge says Chapo ain't getting his hands on anything from the commissary 'cause the items can be easily weaponized. He won't get any earplugs either due to a safety concern -- namely, not hearing guards during an emergency, directly or indirectly.

So well, he stays where he is.

Fergie wants her old name back after divorce from husband

Fergie wants to go back to the way things used to be and be called Stacy Ann Ferguson.

According to legal documents, Fergie is asking the judge to restore her former name. She made the request in divorce documents where she also asks that the judge terminate the court's ability to award support for both her and Josh Duhamel.

Fergie filed for divorce on Friday after they have been apart publicly since September 2017 when they announced they were breaking up.

The couple have listed the date of their separation as April 1, 2017.

The immediate past governor of Imo State, Rochas Okorocha, has told his successor, Emeka Ihedioha, to stop blackmailing him.

Okorocha rather advised Ihedioha to face governance and improve the lot of the state.

A statement issued in Owerri, the state capital on Monday by Okorocha’s media aide, Sam Onwuemeodo, said that the governor had been investing in blackmails against him.

Okorocha said that the only way Ihedioha would “dwarf” him was by achieving more than he (Okorocha) achieved as a governor of the state.


Okorocha who challenged Ihedioha for a road show in the state capital said that the governor had made up his mind to blackmail him even before he was sworn in on May 29.
