NYSC Set To Pay Corpers N30,000, Awaiting Official Directives

Director-General, National Youth Service Corps, Brig. Gen. Shuaibu Ibrahim has said the scheme is waiting for directives from the Minister of Finance, Budget and National Planning, Zainab Ahmed on when to commence the payment of the new minimum wage of N30,000 to corps members.

The DG said that serving corps members would be contacted about the payment once the NYSC gets details on commencement of payment from the finance minister.

The NYSC chief stated this during the opening ceremony of a meeting between top management of the scheme and representatives of state governments on Tuesday in Abuja with the theme: “Optimising the potentials of corps members for national unity and development: The role of state governments as stakeholders.”

The DG also said that corps members would be communicated about the payment of arrears of as a result of the new minimum wage which was signed into law in April by President Muhammadu Buhari.

The NYSC DG said: “The minister (of Youth and Sports Development, Sunday Dare) has announced it and further details will be given to us by the Minister of Finance (Zainab Ahmed); this we are waiting for. I want to assure that just as the minister said, the corps members also benefitted from the minimum wage. The moment we get the details, they will be contacted.

“We are going to commence the payment as directed by the Federal Government. I have spoken to my corps members when I visited Jigawa State about four days ago. I told them that they also have benefitted from the minimum wage. And they were so excited and were praying for the Federal Government, saying it will engender them to perform more duties for the country.

“Once the government commences with the civil servants, the corps members will enjoy the same. Our minister has directed that further details will be communicated to us by the minister of finance.”

Former Lagos Governor, Ambode Sues Lagos Assembly, Court Summons Speaker

A Lagos High Court in Ikeja on Tuesday ordered the Speaker of the State House of Assembly, Mudashiru Obasa to appear before it in connection with the ongoing probe of procurement of 820 buses by the administration of former Governor of the State, Mr. Akinwunmi Ambode.

According to PM News, the former Governor had instituted a suit against the Assembly to contest the constitutionality of the probe of the buses which were procured based on budgetary approval as part of the Bus Reform Project of the State Government designed to revolutionize public transportation in line with global best practices.

In an order dated 29th October, 2019 issued by Justice Y.A Adesanya after hearing a motion ex-parte moved by Ambode’s lawyer, Tayo Oyetibo (SAN), other defendants ordered to appear before the court at my 9am on Wednesday October 30 are House Clerk, Mr A.A Sanni; Chairman of the Ad hoc Committee set up by the House to probe the procurement, Fatai Mojeed and members of the Committee. They are Gbolahan Yishawu, A.A Yusuff, Yinka Ogundimu, Mojisola Lasbat Meranda, M.L Makinde, Kehinde Joseph, T.A Adewale and O.S Afinni.

Justice Adesanya ordered the originating processes and all the accompanying processes filed by the claimant (Ambode) to be served on the defendants and subsequently fixed Wednesday October 30, 2019 for hearing of motion for interlocutory injunction.

According to his statement of claim before the court, Ambode said contrary to deliberate misrepresentation of facts by the lawmakers, the procurement of the 820 buses was well captured in the 2018 Appropriation Law which was duly approved by the House.

“In section 1 of the Bill, the 1st Defendant (House of Assembly) authorized the total Budget for the year 2018 to be One Trillion, Forty Six Billion, One Hundred and Twenty One Million, One Hundred and Eighty-One Thousand, Six Hundred and Eighty Naira (N1,046,121,181,680.00) comprising the sum of Three Hundred and Forty Seven Billion, Thirty-Eighty Million, Nine Hundred and Thirty-Eight Thousand, Eight-Hundred and Seventy-Two Naira (N347,038,938,872.00) only and Six Hundred and Ninety-Nine Billion, Eighty-Two Million, Two Hundred and Forty-Two Thousand, Eight Hundred and Eighty Naira (N699,082,242,808.00) only as the Recurrent and Capital Expenditures respectively.

“Part of the items authorized by the Bill under Capital Expenditure was: “LAGBUS Public Transport Infrastructure (MEPB); Part financing of 820 buses” which was item 8 under schedule 1- Part C of the Bill,” the former Governor averred.

He added that having prescribed the manner of withdrawal of funds in sections 3 and 4 of the 2018 Appropriation Law, it was unconstitutional for the House to attach another condition in section 9 of the law for further approval to be sought before incurring any expenditure on the purchase of the buses.

Highlighting the specific breach of his constitutional rights to fair hearing by the House, the former Governor said on August 27, 2019 during proceedings of the Assembly, some lawmakers thoroughly vilified and disparaged him as having purchased the buses without budgetary approval and that the procurement was a waste of public funds, while at the end of the proceedings, the House resolved to constitute an Ad Hoc Committee to probe the procurement.

He said it was surprising that the very lawmakers who contributed actively in vilifying, disparaging and denigrating him constituted the bulk of the members of the Committee, which was a clear derogation of his right to fair hearing.

Ambode added that in continuation of deliberate misrepresentation of facts of the issue, the House falsely claimed that an invitation had been extended to him to appear before the Committee but that he failed to honour the said invitation.

“On Thursday 10th October, 2019, the 4th and 5th Defendants (Mojeed and Yishawu) who are Chairman and member of the Committee respectively set up by the 1st Defendant pursuant to the provisions of section 129 of the Constitution again raised on the floor of the House an allegation that the Claimant (Ambode) was invited to appear before the Committee but that he failed to do so whereupon the 2nd Defendant (Speaker) ruled that a warrant of arrest would be issued against the Claimant if he refuses to appear before the Committee.

“The Claimant states that no letter of invitation was delivered to him before the 4th and 5th Defendants made the false allegation against the Claimant which was widely reported by various national Newspapers in the country.

“Further to the foregoing paragraphs, the 1st Defendant had also invited some of the former Commissioners who served under my Government to appear before the 1st Defendant on Tuesday 15th October 2019. These included former Commissioners for Energy, Agriculture and Economic Planning and Budget respectively amongst others.

“After the proceedings of the Committee on 15th October 2019, the 1st Defendant represented to the public that the former Commissioners that appeared before it had indicted me in their testimonies. The information was widely published by National newspapers on Wednesday 16th October 2019.

“Contrary to the information made to the public by the 1st Defendant, the said former Commissioners for Energy and Economic Planning and Budget who were represented by the 1st Defendant to have indicted me, made public statements on Thursday 17th October 2019 denying that they ever indicted me in their testimonies before the Committee. The denials were widely published by online newspapers on Thursday 17th October 2019 and national newspapers on Friday 18th October 2019.

“The 1st Defendant falsely represented to the public that the said Commissioners indicted me in their testimonies before the Committee so as to justify my indictment by the 1st Defendant which indictment members of the 1st Defendant had hitherto threatened to carry out,” Ambode averred.

He added that the House Committee and indeed the entire members of the House had already adjudged him as having committed wastage of public fund by the procurement of the buses in question and had also already determined that the procurement was done by him as opposed to the State Government.

He said it was obvious that the lawmakers were totally biased against him having regard to their pronouncements on the floor of the House by reason of which he believes that his right to fair hearing as guaranteed by the Constitution had been seriously compromised by the defendants.

He is, therefore, seeking among others, the court’s declaration that the power of the House to pass a resolution under section 128(1) of the Constitution to cause an inquiry into his conduct as Governor is subject to right to fair hearing as guaranteed by section 36(1) of the Constitution.

He also wants a declaration that the Resolution of the House setting up a 9-Man Committee comprising of the 4th-12th Defendants to investigate all transactions in respect of the 820 Buses said by the defendants to have been procured by him derogates from his right as guaranteed by section 36(1) of the Constitution and therefore is unconstitutional, null and void.

Other claims are: “A DECLARATION that having regard to the provisions of sections 1, 2, 3 and 4 of the Appropriation Law of Lagos State 2018, sections 8 and 9 of the Law which required the approval of the House of Assembly of Lagos State before certain expenditure of money is incurred by the Executive Branch of the State is not in accord with any provision of the Constitution and accordingly is unconstitutional, null and void.

“A DECLARATION that it is not lawful for the Defendants to represent or continue to represent to the Public that the Claimant, AKINWUNMI AMBODE, procured 820 buses in breach of budgetary approval.

“A DECLARATION that the powers of the 1st Defendant under sections 103, 128 and 129 of the Constitution of the Federal Republic of Nigeria, 1999 as amended does not include power to indict the Claimant as contemplated by sections 66(1)(h), 137(1)i and 182(1)i of the Constitution of the Federal Republic of Nigeria 1999, as amended.

“AN INJUNCTION restraining the Defendants whether by themselves, their servants, agents and or representatives from compelling the Claimant, in any manner whatsoever, to appear before the Defendants pursuant to the Resolution passed by the Defendants on 27th August 2019 or any other Resolution passed in respect of the subject matter of this Suit.

“AN INJUNCTION restraining the Defendants whether by themselves, their servants, agents and or representatives from representing or continue to represent to the Public that the Claimant, AKINWUNMI AMBODE, procured 820 buses in breach of budgetary approval.”

Davido’s Guys Wrong For Parading Ladies Over Pregnancy Prank — Police

The Lagos State Police Public Relations Officer, Bala Elkana, has faulted Edward Ijah, the sidekick of popular musician, Davido, for handcuffing and parading the two women who accused Davido of impregnating one of them.

Davido’s hype man, known as Special Spesh, had posted a video on Instagram showing the two women, Helen and Susan, handcuffed and sitting on a chair in a living room.

Spesh could be heard telling one of the ladies to lift up her head or get a slap in the face.

He subsequently told them they were in trouble for “deformation (sic) of character.”

Davido also posted a smiley in the comment section, laughing over the treatment meted out to the women.

Speaking with The Punch on Tuesday, however, the police spokesman said it was wrong of Davido and his team to take the law into their own hands.

Elkana said a citizen has the right to arrest another person and hand over to the police immediately. He said no citizen had the right to parade another citizen.

Elkana noted that a popular rich man, Onye Eze, was arrested earlier in the year for arresting a popular blogger, Blessing Okoro, who had taken photos of his house, claiming ownership of the property.

The police spokesman said, “Even if someone defamed your character, you are to hand over the person to the police immediately but to parade them is wrong. The person being paraded has the right to sue. Private citizens have no right to parade another person.


“Not all policemen even have the power to parade suspects. You cannot be a judge in your own case. If he feels aggrieved, he should lodge a complaint and not go to effect an arrest. He cannot conclude the guilt of another person. There must be an investigation and only a court can pronounce them guilty.”

The two women had last week accused Davido of being responsible for impregnating one of them and the report went viral on social media.

Davido subsequently offered N1m to anyone who could fish out the girls. They were arrested on Tuesday and paraded by the musician’s sidekick.

Governor Wike meets Kenneth Omeruo in Madrid

Nigerian international and defender of La Liga Club, Leganes, Kenneth Omeruo met with the Rivers State Governor, Nyesom Wike in Madrid on Tuesday, even as he commended the governor for his commitment to the grooming of young football stars.

Omeruo said that the establishment of an Academy would create a generation of great football stars.

He said: “I have been around the football circles and I have never seen such investment. This will equip the upcoming players with skills and education.


“Initially, when I heard that the Governor was to set up an academy of this nature, I thought it was a mere promise. But I am happy that it has become a reality. I don’t know of any place in Africa where we have such an academy.”

He urged Wike to continue investing in sports, especially football as a way of empowering less privileged children.

Responding, Wike expressed happiness with the contributions of Kenneth Omeruo to the successes of the national team.

Police inspector abducted in Abuja

A police inspector identified as Selven and one Nengba Mundi have been reportedly kidnapped at Rubochi community in the Kuje Area Council of the Federal Capital Territory, Abuja.

According to Punch, the two men were abducted on Sunday, barely 48 hours after gunmen whisked away the younger brother to a former chairman of Kuje Area Council, Mohammed Galadima, in the same community.

Arrest yahoo boys, but don’t harass innocent citizens, Buhari tells Police

President Muhammadu Buhari has cautioned officers and men of the Nigeria Police Force against harassing young people in their bid to arrest ‘Yahoo criminals.’

Buhari handed down this warning in his keynote address at the opening ceremony of the Conference and Retreat for Senior Police Officers on Monday in Lagos.

The theme of the retreat is, ‘Repositioning the Force for the Challenges of Effective Policing in the 21st Century.’

Represented by Vice President Yemi Osinbajo, Buhari said the service the Police Force rendered was one Nigerians could not do without, as it was the closest to the grassroots.

According to him, there are police stations everywhere and the police above every other service represent law and order to the average Nigerian.

“Which is why the police cannot escape public scrutiny and sometimes criticism; Nigerian people old and young want our Police force to be better and to do better; they want to be even prouder of your service than ever before.

“This is why in some of our urban areas we want to see more compliance with the rule of law and in dealing with Nigerians.

“Recently many civil society groups have complained about the arrest of young men and women just because they look successful and are carrying laptops.

“Yes we must apprehend yahoo criminals but we cannot harass young men and women on the streets and in taxis most of whom are merely going about their legitimate businesses.

“There are also cases of extra judicial killings and injuries; misuse of weapons and excessive use of force by some members of the force.

“ This sort of conduct by a few bad police officers must stop; and it is the duty of you senior and strategic leaders of the Police force to ensure that impunity of any kind is discouraged and punished where it is found.’’

Buhari said that the Nigeria Police force was one of the proudest National assets as it was the largest police force in Africa.

He said that the force had some of the best trained and best educated men and women.

The president said that Nigerian policemen had served everywhere locally and internationally with outstanding results.

“The Nigeria police force led police peace keeping activities in Congo, Namibia,Angola,Western Sahara,Somalia , Liberia, Sierra Leone, Bosnia Herzegovina , Croatia, Afghanistan, Kosovo, East Timor.

“Locally in the past one year alone the Nigeria police has between January and this month arrested over ;2,348 Armed Robbery suspects – 1,412 Suspected kidnappers 694 Murder Suspects, 1,513 Cultists safely rescued 826 Kidnap victims, recovered-1,660 firearms and 1612 vehicles.

“In the course of duty so many have paid the supreme price; while fighting off robbers, kidnappers and other criminals many have been maimed for life.’’

Young Lady Drowns In Flood Just 5 Days To Her Wedding

This is heartbreaking. A young Nigerian lady identified as Farida Saminu has drowned in floodwater in Kaduna state. The woman died on Sunday evening October 27th.

According to reports, Farida was scheduled to have her wedding on Friday November 1st.

A relative of the deceased, Husaini K. who spoke on the matter, said Farida went for a meeting with the makeup artriste she had contracted for her wedding and was heading home when the tragic incident occurred.

She boarded a tricycle that had five passengers including herself. Sadly as they were climbing a bridge, the water wave swept the tricycle to the edge of the bridge and she fell into the river. She was the only casualty in the unfortunate incident.
Husaini said Farida's body has not been found.

Mompha's Arrest Update: EFCC Nabs His Rich Friend Hiding Inside Bedroom Ceiling

•Accomplice Mompha ‘kept 51 bank accounts’
A Lebanese Hamza Koudeih and two other suspected accomplices of social media celebrity, Ismaila Mustapha (a.k.a. Mompha), have been arrested in Lagos.

Koudeih was arrested at the weekend after a three-hour stand-off at his N1.8 billion luxury apartment in the 33-storey Eko Atlantic Pearl Tower, Victoria Island, Lagos.

Mompha, Koudeih and the others are suspected to be kingpins of a network of cyber criminals who laundered N33 billion through three firms.

His arrest by officials of the Economic and Financial Crimes Commission, followed intelligence unearthed after Mompha’s arrest last Tuesday.

The Nation learnt that when the anti-graft agency’s operatives arrived at his luxury suite, Koudeih and his wife refused to open the door.

The couple also did not respond to appeals from the building’s chief security officer.

But the operatives, who had been monitoring the premises and had it surrounded, knew the Lebanese was inside. His cars were parked in the garage downstairs.

The apartment was fortified with triple reinforced fire-proof door and closed-Circuit Television (CCTV) cameras and they could not gain entrance.

It was gathered that the EFCC investigators battled for three hours to break down the door using breaching tools.

When they gained access, they met his wife who claimed Koudeih had escaped through the window.

But Koudeih’s apartment is on one of the topmost floors of Eko Atlantic Pearl Tower, said to be the tallest apartment building in Nigeria.

Our officials knew that he was still inside and they were even hoping to persuade him not to jump out through the window because it would be suicide,” EFCC Lagos Zonal Head, Mr. Mohammed Rabo, who confirmed the arrest, told The Nation.

But they did not find Koudeih in any of the rooms until they observed that a part of the ceiling in his bedroom had been artificially sealed.

They pushed it open and found Koudeih hiding in the ceiling. Further search of his bedroom revealed a fire-proof safe containing different charms and talismans in calabashes.

According to the EFCC, the Lebanese admitted they were his “prayer objects”. Two luxury cars were also recovered from him.

Rabo said the commission was investigating Koudeih and his wife’s immigration status and the result was being expected.

He said it had been confirmed that they had Lebanese ancestry but it was not known if they had any other nationality.

The nationality of the two other suspects, he explained, was not yet known.

Rabo stated that local and international law enforcement agencies had indicated interest to collaborate in the investigation.

He said the operation that led to Koudeih’s arrest was “an offshoot of the collaboration between the EFCC and the United States’ Federal Bureau of Investigation (FBI),” but that Koudeih was arrested based on “purely EFCC intelligence”.

Rabo added: “Actionable intelligence received from local and international law enforcement agencies had revealed that Koudeih and Mompha alongside their collaborators are high valued targets in Organised Cyber Syndicate Network (OCSN).

“Investigations have also revealed that Mompha uses a firm known as Ismalob Global Investments Limited to perpetrate about N14 billion money laundering while Koudeih also operate two firms namely: THK Services Limited and CHK properties Limited to launder about N19 billion.”

It was also learnt that the EFCC discovered 51 Nigerian bank accounts opened by Mompha for money laundering.

The commission also revealed that the five wristwatches recovered from Mompha at his arrest on Tuesday are worth over N60 million, rather than the N20 million earlier thought.

According to the EFCC, Mompha, “a premium and first-class customer of one of the popular international airlines, was arrested on Friday 18, October 2019 at the Nnamdi Azikiwe International Airport, Abuja, on his way to Dubai Emirate following [a] series of intelligence reports received by the Commission.”

Country singer Ned LeDoux's two-year-old daughter Haven choked to death in a tragic accident at their family's home in Kansas.

LeDoux shared the heartbreaking news on Facebook, along with Morgan,his wife of 11 years.

They broke the sad news a week after their daughter's death.

LeDoux's Facebook post read: "It is with great sadness that Ned & Morgan inform friends and fans that their two year old daughter Haven passed away on October 20th due to a tragic choking accident in the home.


"The LeDoux family appreciates your love and support and is requesting privacy at this time."

Taste of Country reported that the social media statement originally: "Paramedics were called to the family's northeast Kansas home on October 20th and arrived quickly, but attempts to resuscitate her were unsuccessful."

The tragic news comes less than a month after Haven celebrated her second birthday.

In an Instagram post on the day, LeDoux shared a pic of his daughter, which he captioned: "Turned the big #2 today! Happy to be home for this special day. What a character this one."
