How Three Among Those Who Brought Chinese Doctors To Nigeria Escaped Quarantine

Three out of the 17 pilots and flight attendants who flew 14 Chinese medical doctors and medical supplies from China to Nigeria on Wednesday have boycotted the Lagos quarantine centre.

The crew, who flew Air Peace’s Boeing 777-200ER jumbo jet from China, landed at the Nnamdi Azikiwe International Airport, Abuja.

The 17 pilots and flight attendants later on Wednesday proceeded to Lagos to be quarantined by the Lagos State Government in line with an agreement the Ministry of Health reached with the carrier’s management. The Chinese medical personnel were quarantined in Abuja.

Air Peace partnered the Federal Government to ferry the 14-member Chinese medical team and medical supplies from China to Nigeria.

The Chinese team brought about 16 tons of test kits, ventilators, disinfection machine, disposable medical masks, N95 masks, medications, rubber gloves, protective gowns, goggles, face shields, infra-red thermometers and others.

The Minister of Health, Dr Osagie Ehanire, who was at the airport to receive the Chinese doctors and their supplies, said the team would be quarantined for two weeks.

However, Sunday Punch investigation showed that the flight crew members disagreed with Port Health Services officials on duty at Lagos airport over the 14-day compulsory quarantine.

Port Health Services is a unit of the Ministry of Health that screens arriving and departing passengers of infectious diseases especially COVID-19.

On arrival at the Murtala Muhammed International Airport, Lagos at about 10pm on Wednesday, the flight crew initially refused to be quarantined.

Ministry of Health sources confirmed that the pilots and cabin crew members claimed their management did not inform them of the 14-day compulsory quarantine.

As such, the flight personnel initially refused to follow the port health officials to the quarantine centre provided by the Lagos State Government.

There was subsequently a heated exchange that lasted for about three hours over the 14-day compulsory quarantine between the crew and the port health officials.

After several calls by the port health officials on duty to top officials of the Ministry of Health in Abuja as well as top officials of the Lagos State Ministry of Health, the crew members bowed to pressure and agreed to go to the quarantine centre at about 1am.

On arriving the Scholars Lodge at the University of Lagos where the state government had prepared for the crew to be quarantine around 2am, another debate ensued over the type of the apartment provided.

The crew members insisted that they wanted a single-user apartment for each member of the crew instead of the two-bedroom apartment meant to be shared by two persons which the state provided.

Top health officials told Sunday Punch the crew asked officers on duty to take them to another facility as the apartments were not the type they wanted. This debate, it was learnt, went on for another three hours till about 5am before the crew finally agreed to stay at the centre.

Meanwhile, before the crew departed the Lagos airport, one of the 17 crew members had escaped and left apparently for his house, unknown to the port health officials.

This was not discovered until Thursday evening when a head count was conducted at the quarantine centre.

It was also at this time officials discovered that two out of the 16 crew members brought to the Scholars Lodge had also escaped.

Findings by Sunday Punch revealed that the Ministry of Health and Lagos State Government had reached out to the management of the airline over the whereabouts of the two crew members.

As of the time of filing this report, it had yet to be ascertained where the two crew members were.

When contacted on Friday, the Director, Port Health Services, Ministry of Health, Dr Morenike Alex-Okoh, in her reaction, said she was not authorised to speak on the matter. She directed our correspondent to the minister of health or the health ministry’s permanent secretary.

The Permanent Secretary, Ministry of Health, Abdullahi Mashi, confirmed the development but noted that the cabin crew members who left the quarantine centre had returned to the facility, saying “they are back now.”

Asked further about the health risks of the crew leaving the quarantine, having met several other contacts during that period, Mashi said, “They are back, it is left for the Lagos State surveillance team to work on that. They will do the needful. The important thing is that they are back.”

As 2-week lockdown ends: Remain at home, Buhari tells Nigerians

President Muhammadu Buhari yesterday appealed to Nigerians to continue to stay at home in view of the COVID-19 pandemic ravaging the world.

Buhari in a statement by his media aide, Garba Shehu, assured Nigerians of the federal government’s plan to provide more interventions to cushion the effects of the lockdown in the Federal Capital Territory (FCT), Lagos and Ogun states.

He thanked all Nigerians for their patience, resolve and strong determination to defeat the virus.

He said: “We realize that today, there will be sons and daughters unable to visit their parents and elders that are isolated from young ones. And there will be those who live day-to-day, eating as they earn, who face real and present suffering.

“No elected government would ask more of the citizens of the country that elected them than today we ask of you. But we must ask you – once more – to observe restrictions on movement where they are in place, and follow the instructions of our scientists and medical advisers – stay home, wash your hands, save lives.

“The freedoms we ask you to willingly forsake today will only last as long as our scientific advisers declare they are necessary. But they are essential – world over – to halt and defeat the spread of this virus.

“For those who suffer most egregiously, the government has announced multiple measures to assist: 70,000 tonnes of grains is being released from the National Strategic Grain Reserves for distribution to those most in need, distribution of small cash payments are also being made, and will continue to be made by the federal government in the states and local government areas.

“We ask you to listen and follow public announcements via the mass media for instructions as to how to receive this government support, and learn of more public assistance in the coming days.

“All that the government is asking you to endure is because nowhere in the world today is there any known way of defeating this pandemic. There is no vaccine. And that means there are choices to be made-between continuing as usual, or accepting the restrictions even when they come with unintended consequences.

“But at this darkest hour, it remains our duty to offer you the full and unvarnished truth. This is a global pandemic. 210 countries and territories across the globe are affected. We cannot expect others to come to our assistance. No one is coming to defeat this virus for us.

“Instead, the defeat of the virus in our country will be in our hands alone, we cannot wait for others. We can only depend on ourselves now. And so we must, and we will end this outbreak ourselves as Nigerians, together”.

Coronavirus fears spark xenophobia in China against Africans

Africans in southern China’s largest city say they have become targets of suspicion and subjected to forced evictions, arbitrary quarantines and mass coronavirus testing as Beijing steps up its fight against imported infections, drawing US accusations of xenophobia.

China says it has largely curbed its COVID-19 outbreak but a recent cluster of cases linked to the Nigerian community in Guangzhou sparked the alleged discrimination by locals and virus prevention officials.

Local authorities in the industrial centre of 15 million said at least eight people diagnosed with the illness had spent time in the city’s Yuexiu district, known as “Little Africa”.

Five were Nigerian nationals who faced widespread anger after reports surfaced that they had broken a mandatory quarantine and been to eight restaurants and other public places instead of staying home.

As a result, nearly 2,000 people they came into contact with had to be tested for COVID-19 or undergo quarantine, state media said.

Guangzhou had confirmed 114 imported coronavirus cases as of Thursday — 16 of which were Africans. The rest were returning Chinese nationals.

The tense situation has made Africans targets of suspicion, distrust and racism in China — and brought a stinging rebuke Saturday from Washington.

Several Africans told AFP they had been forcibly evicted from their homes and turned away by hotels.

“I’ve been sleeping under the bridge for four days with no food to eat… I cannot buy food anywhere, no shops or restaurants will serve me,” said Tony Mathias, an exchange student from Uganda who was forced from his apartment on Monday.

“We’re like beggars on the street,” the 24-year-old said.

Mathias added that police had given him no information about testing or quarantine but instead told him “to go to another city”.

Police in Guangzhou declined to comment when contacted by AFP.

A Nigerian businessman said he was evicted from his apartment this week.

“Everywhere the police see us, they will come and pursue us and tell us to go home. But where can we go?” he said.

Paul Pogba 'hungry' to return to action

Manchester United's Paul Pogba says he is "more hungry" to succeed after missing most of the season with injury.

The France international, 27, has not played since 26 December, having suffered a further setback following an early-season foot problem.

Pogba told the United Podcast he has been "frustrated for a long time" but will resume training when the club return after the coronavirus pandemic.

"I'm almost there; I'm just thinking about training with the team," he said.

The World Cup winner had surgery in January and has been limited to eight appearances this season.

"You think bad but I've never had something like this in my career, so I always take it in a good way," he told United's official podcast.

"It makes me more hungry to come back and do well, and it just shows me how much I love football."

He said that he was caused more problems when, during rehab while wearing a plaster cast, one of the bones in his foot grew.

"I don't know if people really know what happened," he added.

Boko Haram: MNJTF under threat as Chad army hints at withdrawal

The Multi-National Joint Task Force, which is the regional military force fighting the Boko Haram, may be under threat, as one of the four countries, Chad, announced that it would no longer be taking part in any regional fighting force.

It is not clear yet how soon the Chadian announcement would affect the MNJTF, which is also headquartered in N’djamena, the country’s capital.

The Chadian President, President Idriss Deby, hinted at this withdrawal on Thursday when he said on a national television that Chadian troops would no longer participate in military operations outside the country’s borders against armed groups active in the Lake Chad region and the Sahel.

“Our troops have died for Lake Chad and the Sahel. From today, no Chadian soldiers will take part in a military mission outside Chad.

“Chad is alone in shouldering all the burden of the war against Boko Haram,” Deby said.

According to Aljazeera, the Chad Amy spokesman, Colonel Azem Agouna, also hinted at the withdrawal, adding that 52 troops died during the country’s full scale operation against the Boko Haram, which began since March 31.

He said, “A thousand terrorists have been killed and 50 motorised canoes have been destroyed.”

The Chad army spokesman noted that the operation, which was launched after nearly 100 soldiers were killed in a Boko Haram attack last month, ended on Wednesday after the armed fighters were forced out of thecountry.

But military sources in Abuja have said Chad will not withdraw from the MNJTF despite threats because no country among the four, Nigeria, Chad, Cameroon, and Niger Republic, was able to combat the insurgency alone.

“Why did we have the MNJTF in the first place? Why did we pull troops from Nigeria and the other countries? It was because of the fluid nature of the Boko Haram whereas they hit and run to islands and enclaves in neighbouring countries to hide. If any country pulls out, it only means the Boko Haram can strike them and hide in a neighbouring country and you don’t have the leverage to pursue and arrest the fighters. That is more terrible.

“I believe those grievances would be sorted out at Presidential levels and the military cooperation would continue as none of us can defeat the Boko Haram singlehandedly, not at this stage anymore,” one of the sources said.

However, the Multi-National Joint Task Force said it was not aware of any decision by Chad to pull out its troops from any regional fighting force, adding that the troops of the four countries were still on ground.

The MNJTF Chief of Public Information, Col Timothy Antigha, stated this in an interview with our correspondent.

He said, “We in the MNJTF are not aware of that information. As I speak to you now, we are not aware of that. I am in Chad and in Ndjamena. So if I’m in the country, that means that the subsisting cooperation is ongoing.

“I don’t know the source of that information. We are not privy to any such information.”

Caverton flew in 220 passengers without COVID-19 screening –Rivers

Rivers State Government said on Saturday that Caverton Helicopters flew in over 220 passengers to the state without allowing health professionals from the state to ascertain their coronavirus status.

State Commissioner for Information and Communication, Mr Paulinus Nsirim, said that the firm also refused to avail the state government the contacts of the passengers so that they could be traced and tested.

Recall that two pilots working with Caverton Helicopters and 10 passengers were arrested and arraigned before a Chief Magistrates’ Court in Port Harcourt for allegedly flouting a no-flight order by the state government.

But Nsirim, who spoke with newsmen in Port Harcourt, urged the Federal Government to direct its business associates to subject themselves to health checks to ascertain their COVID-19 status.

He pointed out that before the arrest of the two pilots and 10 passengers, the state government had warned Caverton and other operators to make sure that their pilots and passengers were tested by Rivers health officials, adding that the company (Caverton) disregarded the warning.

“Before their arrests, the Rivers State Government issued several warnings to Caverton and other operators to ensure that their pilots and passengers are tested by Rivers State health authorities. Caverton Helicopters disregarded the warnings.

“They were arrested because they constantly contravened the Executive Order issued by the Governor of Rivers State, His Excellency, Nyesom Ezenwo Wike, which requires that everyone coming into the state for essential duties subject themselves to mandatory health checks to ascertain their coronavirus status.

“At the last count, Caverton Helicopters ferried over 220 passengers into the state without allowing health professionals of the Rivers State Government ascertain their coronavirus status. They also refused to avail the state government their contacts; so, they can be traced and tested,” he said.

Meanwhile, a professor of Law, Nnamdi Obiaraeri, said Wike overstepped his constitutional bounds by ordering the arrest of two Caverton helicopter pilots.

The don said aviation matters were reserved in the Exclusive Legislative List.

He said, “It is irrefutable that Governor Wike’s primary training as a lawyer and the myriads of powerful positions he had occupied cumulatively place him above the precarious or vulnerable position where he can claim ignorance of the law or ill-knowledge on how the affairs of state should be run at the local, state and federal levels.

“Pointedly, Governor Wike ought to know the laws of the country and the interrelationships between a state and the Federal Government.

“He ought to know the powers donated by the constitution to the Federal Government in the Exclusive Legislative List and avoid clashes therein because of exuberance, overzealousness or outright indiscretion.

“He ought to know that aviation, including airports, safety of aircraft and carriage of passengers and goods by air, are listed as item 3 in the Exclusive Legislative List etched in Part 1 of the Second Schedule to the 1999 Constitution of Nigeria as amended.”

Obiaraeri said in view of the above constitutional provision, the recent arrest, detention, prosecution and remand of Caverton helicopter pilots for flying oil services personnel into an airline facility in Port Harcourt by Wike was questionable.

He said, “Governor Wike ought to reasonably know that the Rivers State Government is subordinated to the Federal Government of Nigeria in matters listed in the Exclusive and or the Concurrent Legislative Lists.

“Governor Wike cannot claim ignorance of all these strong but elementary constitutional provisions on devolution of powers and competencies between the federal and state governments as tiers of government.

“The need to fight the dreaded COVID-19 pandemic with vigour in Rivers State in particular and Nigeria in general is imperative but it does not require provoking a constitutional crisis or sustaining an avoidable showdown (political or otherwise) with the Federal Government.”

Selena Gomez 'takes aim' at exes Justin Bieber and The Weeknd in new song Boyfriend

They say you have to kiss a lot of frogs to find your Prince Charming but Selena Gomez is turning dates in to frogs and seemingly taking a swipe at her exes with her new single, Boyfriend.

The 27-year-old American star famously dated Canadian singers Justin Bieber, 26, and The Weekend – real name 30-year-old Abel Tesfaye.

Selina and Justin had a high profile on-off romance that raged from 2010 to 2018 before they called things quits and Justin went on to marry model Hailey Baldwin, 23.

While Selina also enjoyed a romance with The Weekend between 2017 and 2018 – however her latest single laments making repeated mistakes when it comes to love.

"I want a boyfriend/But I just keep hitting dead ends/Try to take a shortcut, but I get cut again and again,” the chart topping beauty coos in the song.

“I want a boyfriend/Tell me, are there any good ones left?/I keep finding wrong ones, but I want love again and again,” she adds.

The accompanying music video shows Selena on dates with a trio of men before transforming them into frogs via a magic potion.

Some fans have noted a similarity to Selena’s video and that of ex-lover The Weeknd’s single Heartless which saw him lick a frog.

Taking to Instagram to discuss the release of the new single as well as a deluxe version of her US number 1 album Rare, Selena stressed the fact that she does not have nor want a boyfriend currently.

“Many of you know how excited I have been to release a song called 'Boyfriend'," she began.

"It's a lighthearted song about falling down and getting back up time and time again in love, but also knowing that you don't need anyone other than yourself to be happy,” she wrote.

“We wrote it long before our current crisis, but in the context of today, I want to be clear that a boyfriend is nowhere near the top of my list of priorities,” she continued.

“Just like the rest of the world, I'm praying for safety, unity and recovery during this pandemic,” she went on, adding that proceeds from the album sales will go towards a coronavirus relief charity.
