Woman Arrested In Delta For Killing Her Husband In His Sleep

The Delta State Police Command has confirmed the arrest of a housewife, who allegedly killed her husband, Mr. Uzougbo Iwebunor, on Friday May 15, in Issele-Uku, Aniocha North LGA of Delta.

Command spokesperson, DSP Onome Onovwakpoyeya, told newsmen on Friday in Asaba that the suspect was in police custody.

“I can confirm that we have the woman in custody over the death of her husband.

“However, we don’t know what actually happened that caused the death of the husband.

“The police have commenced an investigation into the matter with a view to unraveling the circumstances surrounding the case,” Onovwakpoyeya said.

A brother to the deceased, Mr Henry Iwebunor, who spoke to newsmen, alleged that his brother was stabbed to death by the wife while asleep.

“On the fateful day, my brother had gone to bed with his wife, however, I was surprised to get a call that my brother has died in the night.

“When I asked his wife what went wrong, she told me that my brother suddenly woke up at midnight and hit his head on the edge of their iron bed and slumped.

“However, there is evidence that my brother was stabbed to death because there is a stab wound between his shoulders and the left side of his neck.

“Before this incident, the wife has been at loggerhead with my brother over his refusal to write his will.

“She has been forcing my brother to write his will, a development that had caused so much quarrel in the family,” Iwebunor alleged.

Opening Of Churches, Mosques: Buhari, Governors' New Agreement

President Muhammadu Buhari and state governors have reached a five-point agreement on containing the coronavirus disease while easing the lockdown nationwide.

It was learnt that the deal addressed the apprehension of some governors on the observance of Sallah prayers and reopening of worship centres.

A major thrust of the agreement is that gatherings in mosques or churches and the observance of Eid-el-Fitr prayers will not exceed 50 people at a time.

Muslims are also not expected to go to any praying ground but they can use a neighbourhood mosque with only 50 worshippers.

It was gathered that the Chairman of the Nigeria Governors’ Forum (NGF), Dr. Kayode Fayemi, also had talks with the President of the Nigeria Supreme Council for Islamic Affairs (NSCIA), Sultan Sa’ad Abubakar, and the President of the Christian Association of Nigeria (CAN), Rev. Supo Ayokunle, on the understanding reached with the President.

The NGF chairman was also said to have had discussions with the Secretary to the Government of the Federation, Mr. Boss Mustapha.

Speaking with our correspondent, Fayemi said the governors held a National Economic Council (NEC) meeting on Thursday and that their position on public gathering had not changed, adding that no governor would go against the agenda.

According to findings, the governors proposed a five-point agenda concerning the management of the eased lockdown, which the President endorsed.

The agreement is applicable to all Nigerians, including Muslims and Christians.

Findings revealed that at the NEC session on Thursday, the governors were advised to stick to the agreement reached with the President,

A North-West governor said: “We do not know where all the noise is coming from as if governors are heady and out to frustrate the management of COVID-19.

“In easing the lockdown, we presented a five-point agenda to the President, namely restriction on inter-state movements; internal relaxation of stay-at-home order within a time frame; compulsory wearing of masks; and public gathering, be it social, political or religious, not exceeding 50.

“The fifth clause in the agreement is that we must increase testing so that we can be more accurate.”

Study suggests men evolved bushy beards to soften the impact of punches

Men have evolved to grow beards in order to protect their jaws from incoming punches from foes, a study has found.

Facial hair is the most evident manifestation of s.e.xual dimorphism -- physical differences between males and females in humans.

But its actual purpose has long remained an enigma, with some researchers claiming its purpose is to appeal to women and enhance their s.e.xual attractiveness.

However, a new study has found the main benefit of a beard is to soften the impact of a punch.

University of Utah researchers set out to see if they could prove a beard was good at softening blows sustained in a melee.

They created analogues of the human jaw made from epoxy resin and covered it in sheep skin covered in various levels of fur: hairless, trimmed and a full-blown beard.

Skin was kept moist to simulate real skin while the fur, which imitates the beard, was kept dry during the experiments.

Researchers produced 20 of each type and then dropped a 10.3lbs (4.7 kg) metal weight onto the skin which was fixed to an anvil.

Writing in their study, the scientists say the experiment would be improved if they could use actual human skin with facial hair still in place, however admit it 'was not practical'.

As the weight fell on the imitation human chin a machine detected how much force went through the bone and how much was absorbed.

'We found that fully furred samples were capable of absorbing more energy than plucked and sheared samples,' the researchers write in their study published in the journal Integrative Organismal Biology.

'For example, peak force was 16 per cent greater and total energy absorbed was 37 per cent greater in the furred compared to the plucked samples.'

The energy of an impact, whether from a falling weight on an anvil or a well-aimed uppercut, is spread out by the bushy facial hair

The scientists add: 'The results of this study indicate that hair is indeed capable of significantly reducing the force of impact from a blunt strike and absorbing energy, thereby reducing the incidence of failure.'

'If the same is true for human facial hair, then having a full beard may help protect vulnerable regions of the facial skeleton from damaging strikes, such as the jaw.

'Presumably, full beards also reduce injury, laceration, and contusion, to the skin and muscle of the face.'

A study published earlier this year from the same team of researchers in Utah also found further evidence that male bodies evolved with a focus on hand-to-hand combat, and besting another man in a fistfight.

This study revealed that men throughout all of time have been forced to scrap in order to win the affections of women and have children.

This pressure has caused male bodies to change, becoming more powerful and explosive when throwing a punch.

Over thousands of years, men unable to fight were slowly weeded out of the gene pool and, as a result, modern males are accomplished at hand-to-hand conflict.

The end result is that male bodies became specifically tailored by evolution to be good at punching.

For example, researchers in the US found that the weakest man punches harder than than the strongest woman in tests.

How Buhari Stops Ministers From Removing Errant Heads Of Agencies

The Buhari administration has restrained cabinet ministers from directly removing heads of agencies and parastatals they supervise.

Now in place is a multi-layered procedure that appears to strengthen the role of the Secretary to the Government of the Federation in the disciplinary process, a government circular shows.

The circular, dated May 19 and endorsed by the SGF, Boss Mustapha, conveyed the “concern” of the government about the tendency by some ministers to arbitrarily remove chief executive officers of agencies and its impact on stability and service delivery.

The circular was dispatched to all ministers and several other senior officials, including the head of service, the president’s chief of staff, military chiefs, the central bank governor, and permanent secretaries, among others.

According to Premium Times, Ministers had in the past arbitrarily exercised powers to discipline heads of agencies, commissions or departments they supervise, including suspending and dismissing them from office.

For example, In January, the power minister, Sale Mamman, removed Damilola Ogunbiyi and Marilyn Amobi, respectively the chief executives of the Rural Electrification Agency and the Nigerian Bulk Electricity Trading Company apparently without clearance from the presidency or adopting a process of query and panel probe.

President Muhammadu Buhari would later reverse the minister’s action. But the minister in the past days has also sacked the Managing Director of the Transmission Company of Nigeria, Usman Mohammed, alongside four directors of the company, although he said his action was approved by Mr Buhari.

The SGF’s circular now protects heads of agencies from their supervising ministers’ arbitrariness but may have created a hurdle of red-tapism that may delay – or even prevent – sanction for abuses.

Also, ministerial threats of sanctions in the event of no performance, like the one issued by communications and digital economy minister, Isa Pantami, to agencies under his ministry last August, may no longer yield any effect.

When serious misconduct is reported against a chief executive, the new procedure set by the circular requires a minister through the permanent secretary to refer the matter to the governing board of the affected agency in line with its enabling law and chapters three and 16 of the Public Service Rules on discipline and government parastatals.

The board will then issue the affected official a query and subsequently advise the minister of its findings and recommendations. But whether the board is itself the source of the allegation of misconduct against the chief executive or the chief executive is the chairman of the board, the minister, on the advice of the permanent secretary, still has to ensure a query is issued, requesting an explanation from the accused official.

“The Minister after due consideration of the submission from the Board shall, on the advice of the Permanent Secretary, forward the ministry’s position along with the recommendations of the Board and explanation of the Chief Executive Officer to the Secretary to Government of the Federation for processing to Mr President, for a decision,” the circular states.

Upon receipt of the submission from the minister by SGF, the procedure then establishes another layer of probe, requiring the SGF to “without delay cause an independent investigation and advise Mr President on the appropriate course of action, including interdiction or suspension in accordance with the principles guiding Sections 030405 and 030406 of the Public Service Rules, pending the outcome of the independent investigation.”

Based on the outcome of the independent investigation, “it shall be the responsibility of the SGF to further advise Mr President on the next course of action,” the circular states.

Continuing, the memo said it is the SGF that will “implement and/or convey the approval and directives of Mr President on every disciplinary action against the Chief Executive Officers in the Public Service.”

The SGF, Mr Mustpha said this “procedure shall serve as a mandatory guide and all ministers of the Federal Republic of Nigeria and any other Public Officer in a similar supervisory role are enjoined to strictly abide by its content.”

“For emphasis, on no account shall a Minister of the Federal Republic unilaterally or arbitrarily remove a serving Chief Executive Officer, without recourse to the procedure contained in this circular,” Mr Mustapha added

6-year old boy born premature raises £19K to help buy incubator for hospital as a form of THANK YOU

A sweet six-year-old boy has raised more than £19,000 to buy an incubator for the hospital that kept him alive when he was born.

Dhillon Manku, 6, was born two months early weighing 3lb 9oz and spent a month at Kingston Hospital, London.

He became curious about incubators after his sister was born, and asked his mother, Sharn, 35, why she didn’t have to stay in a "glass box" like he did.

Sharn told her son about his premature birth and decided he wanted to raise money as a thank you to Kingston Hospital.

Little Dhillon raised £5,000 with a sponsored swim and another £4,500 with a bounceathon.

Dhillon finally reached his £19,000 goal after the Kamani family, the people behind fashion empire BooHoo, donated £5,000.

Kingston Hospital gratefully received the donation from Dhillon and bought the incubator in March.

Medics have reportedly used it to help isolate any infants suspected to have Covid-19 during the pandemic.

The little boy’s sweet efforts are commemorated with a plaque stuck to the side of the incubator.

He was asked what he would like on the plaque, to which he referenced his favourite football team, Liverpool.

Dhillon told staff he wanted "You’ll never walk alone" on the incubator, a song which has also become now synonymous with the coronavirus pandemic.

A spokesman for the hospital said: "Over three months ago, being a Liverpool fan, when we asked what Dhillon would like on the plaque to go on the incubator, he said, ‘You’ll never walk alone’."

"Little did he know how topical that song would be during this period. His efforts will help save the lives of many premature infants, we are all very proud of him."

"My Aunt Watched While Men She Brought Slept With Me" - 20-Year-Old Girl

A 20-year-old mother of one, Miss Chinasa Chukwu, has told policemen in Ebonyi State how her aunt would bring men to her apartment, sit down and watched as the men have s*x with her.

She was rescued by the combined effort of a hairstylist, the International Federation of Women Lawyers (FIDA) and the Police, while the aunt is on the run.

The state FIDA Chairman, Mrs Grace Chima, told newsmen that it would ensure that the culprit was made to face the law.

“We got a report on May 20, on a case of s*xual exploitation. We were told that a young girl was kept in a rented apartment by a woman, whom the victim identified as her aunt.

“We were also informed that the woman always sent in two to three men in a day to have s*x with Chukwu, while she watched and get paid at the end of the act.

“So, when we heard about this, we got there immediately on May 21, to rescue the victim from bondage,” Chima said.

She further stated that FIDA in collaboration with the United Nations was committed to ensuring that rights of women and children were protected in the state.

She promised to update the media as the development unfolded.

The victim, Miss Chukwu, while narrating her ordeal at the state ministry of Women Affairs and Social Development, alleged that her aunt always claimed that the money from the act would be used to pay for her training.

The 20-years-old victim from Akaeze in Ivo Local Government Area of the state is currently pregnant and has a two-year-old son.

My aunt always brought two to three men each day to have s*x with me in a rented apartment she got for me while she watched the act,” Chukwu said.

Meanwhile, a hairstylist, Mrs Chizoba Okemiri, who enrolled Chukwu as an apprentice in her salon, alleged that the victim was subjected to a brutal s*xual trade and exploitation by her aunt.

Okemiri, who corroborated the incident, noted that the victim’s aunt had allegedly continued to arrange both married and young men to sleep with Chukwu in her rented apartment.

She said that the victim revealed that her aunt had threatened to discipline her for disclosing her activities.

She added: “Chinasa was brought to me on Easter day by her mother, aunt and aunt’s friend for the enrollment.

“After the bargaining for her training, her mother pleaded that she would be coming to the salon with her son because she might not cope with the child and her job.

“Another apprentice in my shop had reported to me that men always visited the victim which I discovered and tried to stop her from seeing them.

“When I confronted the victim about the men, she revealed that it was her aunt who arranged for those men.

“When the visit persisted, I called her mum and aunt to confirm the development, but the aunt told me that I will get to know why they visit her, one day.

“I became uncomfortable and had to report the matter to a staff of Nigeria Television Authority (NTA), who now facilitated her rescue.”

The Police Public Relations Officer (PPRO) in the state, DSP Loveth Odah, said that the victim was brought to Kpirikpiri Police Division in Abakaliki, having been allegedly exploited s*xually by her aunt, a suspect who is now at large.

“Investigation is still ongoing in the division and I have confirmed that the girl was brought to the division by FIDA,” Odah said.

Imo abolishes payment of pensions to ex-governors, speakers

Gov. Hope Uzodinma of Imo has assented to a bill repealing the law that created pension allowances and gratuities for former governors, deputy governors, assembly speakers, and deputy speakers.

Signing the bill into law in Owerri on Friday, the governor noted that the erstwhile law runs contrary to the 1999 constitution as amended, which stipulates that a pensioner must have worked for at least 10 years and must be up to 45 years of age.

He regretted a situation where some of the beneficiaries of such payments also get a huge amount of money as salaries and allowances in other positions they occupied such as serving as senators or members of the House of Representatives.

“Apart from the inconsistency of such a law to the provisions of the grund norm, which is the Constitution of 1999 (as amended), this has led for very long time precedence that does not encourage diligence and prudence in service delivery,” the governor said.

He, however thanked the State House of Assembly for rising to the occasion and embracing totally the desire of the government to strengthen the Internally Generated Revenue (IGR) base of the state.

He assured the people of the state of his commitment and desire to grow an economy that will stand the test of time.

Outrage As Pregnant Woman In Labour Dies At Ogun Police Checkpoint Over Facemask

Angry Nigerian youths on Thursday staged a heavy protest in Abigi area of Ogun State, following the death of a pregnant woman, Mrs Opeoluwa Waidat Adedeji, at a police checkpoint in the state.

The angry protesters, who stormed the Abigi Divisional Police Headquarters, blamed policemen manning the checkpoint for her death. The mother of six lost her life while on the way to the hospital for delivery.

The deceased pregnant woman was being rushed to the hospital on a motorcycle by two men when they were accosted at the Sowore River checkpoint.

The police officers inquired why they were not wearing face masks and also not obeying the social distancing order of the state government.

The policemen allegedly delayed the trio on a motorcycle, citing the ongoing restriction of movement over COVID-19, but later allowed them to go upon realizing the woman was bleeding profusely.

Adedeji, however, gave up the ghost before getting to the hospital, prompting the angry youth of the community to storm the police headquarters with the remains of the dead woman, insisting that policemen were responsible for her death.

Borno Governor Meets Empty Offices During Surprise Tour Of LG Secretariats

Many senior officials were absent when Governor Babagana Zulum of Borno State undertook a surprise tour of some local government areas in the state within the week, meeting almost empty secretariats.

The governor visited six local government areas in southern and central Borno to monitor the quality of governance at the grassroots and assess ongoing projects.

It was gathered that he departed Maiduguri on Wednesday and drove to Chibok, Bama, Gwoza, Damboa, Konduga and Askira-Uba where he passed the night before heading back to the capital on Thursday evening. The state government had two weeks ago, directed top officials and senior civil servants to report to work after easing the lockdown to prevent spread of coronavirus.

Zulum took the officials by surprise as not even his security details knew he was travelling far from the capital. The governor said in one of the local governments: “None of the heads of department was around, neither the secretary nor other principal officers are reporting for duty. Look at the secretariat, termites all over, an indication that nobody is operating in the secretariat.

“We have been pleading with them for quite sometime to be operating from these local government areas so that citizens will feel the impact of governance at the grassroots but from all indications, many are not listening. “We will take punitive measures because we cannot allow this system to continue.”

The governor, in each of the six local government areas, visited council secretariats and taken a roll call of absentee officials.

No kissing the bride as Sri Lanka lifts weddings ban

Sri Lanka has lifted a ban on wedding receptions as part of an easing of coronavirus restrictions, but grooms may not kiss the bride – at least not in public.

Wealthy Sri Lankans usually hold wedding celebrations with thousands of guests, and the festivities often last for days with much eating, drinking, dancing and singing.

Under the new guidelines there should be no more than 100 guests, all of whom must stay a metre apart and wear masks, including the happy couple.

“Guests should not be allowed to kiss, hug or shake hands,” the latest health ministry rules say. “Greeting each other should be done without any touching.”

Sri Lanka imposed a nationwide curfew on 20 March that ruled out gatherings of any sort, but the restrictions have been eased in many districts that are not considered high-risk.

Religious gatherings remain banned, and only the bereaved family are allowed at funerals.

Sri Lanka has reported 1,055 coronavirus infections with nine deaths since the first case in the country was identified on 27 January.

The three man panel led by Justice Aderemi Adegoroye ordered the return of the girl to her family for proper care and education and warned Lateef to stay away from her.

The court after listening to the defendants ruled that the girl be returned to her parents and Alhaji Lateef be made to sign an undertaking to stay away from her as well as ensure no harm comes her way.

Also, the Cleric was warned by the court to stay away from the teenager henceforth. Reacting, the State Commissioner for Women Affairs and Social Development, Titilola Adeyemi, said the courts verdict was “victory for children in the state.
