Nigeria Runs An Expensive Government, Why We Need A Change

The Vice-President, Prof Yemi Osinbajo, has said Nigeria needs a national debate to examine the issues around the size and cost of governance, which has often been described as expensive and unsustainable.

He explained that it could be difficult for the government to do something about its cost by itself but that it is something that must be done.

Osinbajo said these while fielding questions by a former Governor of the Central Bank of Nigeria and immediate past Emir of Kano, Muhammad Sanusi, during a webinar organised by the Emmanuel Chapel, themed, ‘Economic stability beyond COVID-19’, on Friday.

Sanusi, who had on Friday last week pointed out that the governance structure in the country had set it up for bankruptcy, asked the vice-president what the current regime would do differently to address the perennial problem.

The former CBN governor said, “The greater Atlanta (in the United States) has a Gross Domestic Product that is higher than that of the Federal Republic of Nigeria, and Atlanta is not the richest city in the United States.

“I don’t want to be disrespectful, but the annual sales of Tesla exceeds the budget size of our country, so should we not begin to cut our coat according to our cloth; should we not begin to look at all these costs and the constitution itself; maybe turn the legislators to part-time lawmakers, have a unicameral legislature instead of bicameral, have the local governments run by employees of the Ministry of Local Government Affairs? We just need to think out of the box to reduce structural cost and make government sustainable over the long term.”

In his response, Osinbajo said, “There is no question that we are dealing with large and expensive government, but as you know, given the current constitutional structure, those who would have to vote to reduce (the size of) government, especially to become part-time legislators, are the very legislators themselves. So, you can imagine that we may not get very much traction if they are asked to vote themselves, as it were, out of their current relatively decent circumstances.

“So, I think there is a need for a national debate on this question and there is a need for us to ensure that we are not wasting the kind of resources that we ought to use for development on overheads. At the moment, our overheads are almost 70 per cent of revenues, so there is no question at all that we must reduce the size of government

“Part of what you would see in the Economic Sustainability Plan also and several of the other initiatives is trying to go, to some extent, to what was recommended in the (Steve) Oransaye Report, to collapse a few of the agencies to become a bit more efficient and make government much more efficient with whatever it has.”

Man arrested in Oyo for torturing his 7-year old daughter

The Oyo State Ministry of Women Affairs and Social Inclusion’s Rapid Response Rescue Team on Sexual, Gender-Based Violence and Child Abuse has rescued a 7-year old young girl named Antonia Happiness Bassey who has been a victim of physical abuse, torture and assault by her biological father.

“As a concerned Ministry, immediately we got the report, we swung into action to rescue the child and equally arrest the abuser for further Investigations at the Anti – Human Trafficking and Child Protection Unit of Nigeria Security and Civil Defence Corp, Oyo State Command, headquarters office at Agodi.” “The Child has been taken to Oni and Sons Children Hospital at Ring Road, Ibadan for medical examination and treatment, while the ministry has also made adequate provision for alternative care and support for the child, and we are also on contact tracing of the wife to get details about the family.”

“The online portal would be open to receive applications from noon on June 26, 2020 and will provide a level playing field for all applicants. All applicants must supply their Bank Verification Number (BVN) in their application. This is to ensure a streamlined and transparent selection process.

“Once applications are submitted, the ministry will review submissions and publish a list of successful applicants. .

“We have commenced the transitioning of beneficiaries from batches A and B into government entrepreneurship schemes and engaging private sector bodies to absorb some of the beneficiaries after the completion of psychometric assessment to determine competency and placement into various opportunities.”

The ministry said the new development is meant to provide opportunities for more Nigerian youth to be part of the programme.

Edo Deputy Governor, Shaibu, joins Obaseki in PDP, picks membership card

Amid the fanfare that greeted Governor Godwin Obaseki’s pitching tent with the Peoples Democratic Party (PDP) to contest for re-election in Edo State, his Deputy, Rt. Hon.

Comrade Philip Shaibu has also led his supporters in defecting to the PDP. Comrade Shaibu, who spoke to journalists after obtaining his PDP membership card at the party secretariat in Benin City, expressed disappointment over the undemocratic actions and tendencies of Comrade Adams Oshiomole in his management of the APC at the national level.

He stated: “I have a mixed feeling with this action. First, one struggled to form a party and after forming that party, those that benefitted from the party took over the party and became tyrants.

It is not always easy that after one helped to form and nurture a party, one individual would say he is an Adolf Hitler in the system and becomes undemocratic. That was what happened in the APC.”

Comrade Shaibu, however, expressed his unalloyed loyalty to Edo people, noting that their calls for the governor and his team to join the PDP has been heard. He assured that Governor Obaseki remains steadfast with his vision and mission to actualise the aspirations of Edo people and that the strides made in social, economic and human capital development of the state must not be compromised.

Like Lagos, Ogun makes U-turn on reopening of worship centres

The Ogun state government has suspended plans to reopen worship centres.

Dapo Abiodun, governor of the state, broke the news while addressing journalists in Abeokuta, the state capital, on Friday.

The government had earlier scheduled the reopening of worship centres for June 19, just like Lagos, which ended up reversing its decision.

“After a careful review of the data, feedback from the field, expert opinions, and lessons from far and near, two major conclusions are very clear and obvious to all: first, the COVID-19 situation in Ogun State and indeed in the country as a whole has not improved since the last update,” Abiodun said.

“And there are dire consequences in loss of human lives for premature relaxation of the guidelines, necessitating a rollback of the relaxation in a number of states and countries. Unfortunately, guidelines may be rolled back, the lost human lives cannot be rolled back.

“Consequently, we are confronted with two choices – yield to the demand of those who want the restrictions to be further relaxed or even completely removed, even if this is at variance with the dictates of incontrovertible data analysis and scientific opinion; or tow the path that preserves public health and safety, even if not so popular.

“As a responsible administration, we choose life and the wellbeing of our citizens and are therefore constrained to take the painful but necessary decision to maintain the current regime of eased lockdown in the meantime.

“We are consequently suspending our initially slated reopening of places of worship.”

As of Thursday evening, Ogun had recorded 586 cases of COVID-19.

After 5 years, court acquits man accused of defiling neighbours’ 9-year-old daughter

Justice Oluwatoyin Ipaye of a Lagos High Court sitting in Igbosere has discharged and acquitted a man, Niyi Oyelami, who was accused of defiling his neighbours’ 9-year-old daughter.

The court discharged and acquitted the defendant after finding him not guilty of the offence of defilement after five years of trial.

Justice Ipaye acquitted the defendant while delivering judgment in a virtual court proceeding, on the grounds that the prosecution was unable to prove its case beyond every reasonable doubt.

The Judge said that the testimony of the two prosecution witnesses failed to establish that the accused person actually committed the offence.

She said, “Niyi Oyelami, you are hereby discharged and acquitted of the offence of defilement dated 27 of November 2015.” At the resumed hearing of the judgment, Bisi Bello announced her appearance for the prosecution, while Femi Adenitire, appeared for the defendant.

During the trial, the prosecution had called three witnesses who testified before the court. The first prosecution witness Sergeant Glory Eyo, attached to Meiran Police Station at area M Command, in Abule Egba area of Lagos, told the court that on May 2, 2015, a complainant reported a case of defilement at about 9: 30pm.

She said that the complainant (the neighbour of the defendant) told her that her daughter whom she came with to the station, was defiled by the defendant when she went to buy a snack for her 9-year-old daughter and after which she saw the defendant wearing her daughter her pant back when he finished having s.e.x with her on the bench.

Eyo, also told the court that the complainant (the neighbour of the defendant) said she asked him what was happening and he said nothing but that she immediately took her daughter to the room and pulled her pant and saw bloodstains on her and when she asked her she said it was the defendant.

The IPO, further stated that after taking her statement she directed her to a hospital at Orile Agege. Justice Ipaye held that the defence counsel in his final written address, asked the court to determine whether penetration of the prosecutrix took place, failure to bring her to court to testify and that the investigative Police officer IPO, did not tender any evidence, nor investigate the case but that she just testified based on what she was told.

She also said that the defence counsel stated that the second prosecution witness said that any penetrating object could break the hymen, the penis, rigorous physical activity but that in this case, the witness who is a doctor could not ascertain how the hymen was broken as there was no laceration, rupture or penetrating sex. The defence counsel, Femi Adenitire, had urged the court to discharge and acquit the defendant, contending that the prosecution could not tender the birth certificate of the girl to establish whether she was actually a minor.

He also contended that the prosecution failed to produce the victim to give evidence “which is vital to the prosecution’s case”. Adenitire also contended that the prosecution did not carry out any proper investigation but only did mere recording of statements. He, therefore, urged the court that when the totality of the issue is determined it ought to be in favour of the defendant.

The prosecution in his written address told the court that it has established that the defendant was responsible for the defilement of the prosecutrix. It said that it has discharged the burden of proof beyond reasonable doubt. Ipaye said that the failure of the prosecution to provide eyewitnesses even the victim to give evidence as whether it was the defendant who actually ruptured the hymen was fatal to its case.

She said that the second prosecution witness, a doctor gave evidence that a lot of time had past before the victim was brought for medical examination. The judge said that the doctor ascertained that the victim’s hymen was actually ruptured but could not ascertain whether it was the defendant who actually ruptured the hymen. “Failure of the prosecution to call vital witnesses to give evidence in a defilement case is fatal to the prosecution’s case. “The prosecutrix (victim) and the complainant failed to testify in this case. “Also the manner in which the medical examination was conducted in this case can not be relied upon.

“We have a DNA laboratory in Lagos State and crime scene investigation of such offence must be forensically investigated. “I must conclude that the prosecution has failed to prove its case beyond every reasonable doubt, I hereby discharge and acquit you, Niyi Oyelami,”Ipaye said. The prosecution, Ms Bisi Bello had told the court that the defendant committed the offence on May 2, 2015, in Agbule Egba area of Lagos. She said that the defendant had unlawful sexual knowledge of a nine-year-old daughter of his neighbour.

She said that the offence contravened Section 137 of Lagos State, 2011. The Lagos state government had filed a one-count charge of defilement against the defendant on November 27 2015. However the defendant was arraigned on May 23, 2016, and he pleaded not guilty to the charge preferred against him by Lagos State Government.

After several adjournments at the instance of the prosecution, the court closed the prosecution’s case on November 12, 2018, and the defence opened its case on February 28, 2019, and closed it on January 2020. On March 9, the prosecution and the defence counsel both filed their final briefs before the court.

Dad beaten up by teenage bullies while trying to protect his son (video)

A dad was brutally beaten up by a group of teenage pupils after attempting to protect his son from bullies.

Disturbing video footage from a mobile phone shows the teenagers punching, kicking and stomping on the dad outside Park Ridge State High School near Brisbane in Queensland, Australia.

The fight happened on Monday after school had finished for the day, MailOnline reported.

The father can be seen hitting a boy who had pinned his son on the ground.

A group of at least six boys then started punching and kicking the man, who struggled to get up off the ground.

A second video showed the father and one of the teenagers squaring off while shouting at each other, before the boy spat in the man’s face.

‘You f*****g hit me,’ the father yelled, ‘Someone call the f*****g cops.’

Bystanders are heard yelling: ‘Get the f**k off each other,’ as the father and the student shoved each other.

Acting senior sergeant Nick Edwards said the father made a complaint, prompting a police investigation.

‘I was blown away by the pack mentality of the students and that they gave no thought to what could have gone wrong with their actions,’ Sergeant Edwards told the Courier Mail.

‘To see the student spit in the parent’s face was disgusting.’

The Queensland Department of Education said emergency services were called to the school, but couldn’t confirm whether the students were punished.

A spokesperson added it is working actively with the families involved and students are being dealt with in line with the school’s ‘responsible behaviour plan’.

It was hard composing tribute song for Ibidunni –Tope Alabi

It’s been one week since Mrs Ibidunni Ighodalo, popular businesswoman and wife of the Senior Pastor of Trinity House, Ituah Ighodalo, died.

Since her death, family, friends and close associates have been sharing heartfelt tributes via their social media handles in honour of the former beauty queen.

Popular gospel artiste, Tope Alabi, also released a song in her memory. The highly-emotional song has been a topic of discourse on social media.

In an interview with Saturday Beats, Alabi said she was divinely led to release the tribute in honour of Ibidunni who she described as an angel. She said, “The late Pastor Ibidunni Ighadalo was a very wonderful woman of God. I met her at her husband’s church and I hugged her and when I did that, I felt the spirit of God telling me that she’s an angel. I never knew she was going to leave us soon but I just loved her spirit and have been going (since then) to the church for ministration.

“She was so respectful that you couldn’t tell that she was such a ‘big’ woman. She was very humble. My fondest memory of the late Ibidunni was her beautiful and smiling face. From her face, you could see her beautiful heart.

‘’When I heard that she had died, I was so down because I couldn’t hold down the emotions. For hours, I was devastated; her death was a big blow. My husband had a headache throughout that day. By the second day, I was inspired by the Holy Spirit to do a tribute for her. I asked myself whether people would like the idea and if she was not too young. Many questions ran through my mind. But because it was the Holy Spirit that gave me the directive, I couldn’t say no.

“I wondered how it would sound in the ears of people. The Holy Spirit brought the song to me while I was taking my bath; he gave me the song as a whole. I couldn’t sit down to think about a song because I was still down. I thank God for giving me such a wonderful tribute in honour of her. I know the tribute was not a mistake at all. I believe so strongly that what God told me when I met her was the truth. She was an angel; God doesn’t make mistakes. It is not the physical things that we see that matter. His ways are not our ways.”

The singer further said that the death of Ibidunni was a reminder that everyone should live a fulfilled life.

‘’The message that the late Ibidunni left is that we should ask ourselves if we’re fulfilling our purpose on earth. If there is something that you haven’t done and still dilly-dallying about it, you should sit down, pray and ask for direction. No matter how young or old you are one should leave a trademark on earth, she added.

Why PDP Governors, Leaders Endorsed Obaseki & His Deputy

Edo State Governor, Godwin Obaseki, will be allowed to run with his deputy, Philip Shaibu, on the platform of the Peoples Democratic Party if he (Obaseki) emerges winner at the PDP primary slated for Tuesday, June 23, in Benin, Edo State.

It was gathered that this was one of the issues discussed at the meeting the governor had with leaders of the party and some of its governors in Abuja on Wednesday.

Sources at the meeting, who spoke with The Punch, said Obaseki pleaded that he be allowed to run with Shaibu if he eventually won the party primary.

The governor was said to have described his deputy as a loyal friend and that he remained a pillar in what he described as the battle to rid the state of godfatherism.

The party leaders were said to have expressed support for the Obaseki/Shaibu joint ticket as the best for the coming governorship in the state.

The source said, “The meeting was held to iron out grey areas like waivers, who will become his (Obaseki’s) running mate if he wins, who will handle the campaign, funding and all that. But the governor pleaded that he should be allowed to run with his deputy if he wins the primary. And it was agreed.

“This is because we do not need to cause disaffection within the ranks of the two men. They have been together fighting the cause they believe in. Asking the governor to pick someone who has been a member of the PDP for long if he wins the primary could trigger a crisis in our party and in the ranks of the supporters of both men. So, if he wins the primary, he is free to run with his deputy.

“Apart from that, he is the one to govern with his deputy after winning the election. We do not need to impose a running mate on him if we do not want to witness a fight in Government House.”

The source added that Shaibu is also believed to be a “strong pillar behind the Obaseki government and there is no way you can remove him from the ticket they have been enjoying for four years now,” adding that “we will not progress if we say he should look for another running mate if he wins the primary.”

It was also gathered that the governor was asked if he would return to the All Progressives Congress should he win the election on the platform of the PDP.

Obaseki was said to have laughed at the suggestion, saying there was no way he would return to a house where he had been rejected.

“The governor asked us how we thought he would return to a house where he was kicked out without any reason, to which we all laughed,” the source added.

On funding, it was gathered that the governor promised that he had the capacity to mobilise his friends to raise funds for his re-election without bothering the party. This action, it was gathered, was discussed at length as the PDP was said not to be rich at the moment.

Obaseki was also said to have told the gathering that he still had friends among the governors elected on the platform of the APC who could also raise funds for him.

"Your Mouth Is Destroying APC" - Saraki Slams Oshiomole

Former Senate President, Bukola Saraki has slammed the embattled suspended chairman of the All Progressives Congress, APC, Adams Oshiomole over his recent suspension.

The political leader spoke on Oshiomole's current predicament while congratulating Edo Governor, Godwin Obaseki for defecting to the Peoples Democratic Party, PDP.

In a statement Saraki stated;

"While I have kept my cool and ignored all the verbal attacks directed at me by the suspended chairman of the All Progressives Congress (APC), Mr Adams Oshiomhole, I have always known that a day like this would come when his masquerade will dance naked in the market.

"The truth is always constant and no matter how far falsehood travels, the truth will catch up with it one day. Oshiomhole can fool people for a long time but he cannot fool the people all the time. What is happening to him now is a moment of truth.

"This same man who was garrulously proclaiming the end of the political career of some other people is now about to meet his Waterloo.

"He has continued to use his mouth to divide his party and I believe there is a lesson for all politicians to learn from the fate of the suspended APC chairman. No autocrat can successfully pretend to be a Democrat. The true character of a man will come out one day."

Woman gives birth in a toilet without knowing she was pregnant

A mum who didn’t know she was pregnant gave birth on the toilet despite taking the pill “religiously”.

Grace Meachim, 32, and James Meachim, 34, were adamant they would only have three children and James was even on the waiting list for a vasectomy in December last year.

However, when Grace had woken up in the early hours of the morning to take a paracetamol and have a cup of tea, she was suddenly running to the restroom.

The sales advisor, who still had periods, felt the sensation of her waters breaking and let out a terrified scream according to The Mirror.

James and their eldest son Tyler, 13, called for an ambulance but Grace welcomed little Sienna at their home. Both mum and the 7lb 5.5oz baby were assessed at the hospital but deemed healthy. In her words:

Within seconds of getting to the toilet, my waters went. It frightened me so much I screamed. It was so surreal. I hadn’t had any build-up to it at all, no pain, nothing. When I’d gone to t he loo, I didn’t feel like I was going into labour at all. After three previous pregnancies, I know what that feels like. There was a big gush then there was pressure and a mass down there. I knew then what was happening and I went into shock. All I can remember thinking is ‘oh my god, is this really happening? My husband and our eldest came running down. James called the ambulance and I was shouting ‘there’s something coming’. He told the operator ‘I think it’s a baby but she’s not pregnant’. As soon as he said that he had to throw the phone to Tyler because I screamed ‘quick, catch it’. Within seconds James had his hands down the toilet catching the baby, it all happened so quickly. It was very strange, it was like something out of a movie. She was perfect and a really good size, I have no idea how I hid that.

Speaking about her family’s reactions, she said:

Everyone then started to giggle about what had just happened and Tyler called my mum to tell her I’d had another baby. She thought we were joking and turned up at 4 am in her pyjamas to see me on the floor, cradling this baby. When James called my mother-in-law she just said ‘congratulations’ and hung up then called back seconds later to say ‘sorry, I just registered what you said’. Everyone was so shocked. I announced it on Facebook as like ‘surprise, look at what we have done’ and our friends just couldn’t believe it. There were a couple of people who said ‘I knew you were pregnant’. I wish they’d told me. The number of people who turned up at our house before we’d even made it home from hospital with baby bits, it was incredible.

Man films female friends who stayed at his place while they were in shower because he got bored of p.o.r.n

A sick Peeping Tom filmed his friends in the shower because he was "bored" of watching p.o.r.n.

Ryan Oliver, 23, filmed five different women, including his friends and ex-girlfriend, when they stayed over at his home in Raymond Terrace in the NSW Hunter Region, Australia.

Oliver lurked outside the bedroom windows of several women and filmed them n-ked as they walked out of the shower and got dressed between April and December 2018.

He also kept videos of a woman from August 2017 showing her showering, Raymond Terrace Local Court heard.

Oliver also had multiple n-ked "intimate" photos of her in her bedroom at her home, The Newcastle News reported.

When he lived in Bathurst he also recorded another woman as she was showering, police say.

The collection of videos and images were found by his former girlfriend on January 10 as she went through Olivier's room and belongings.

The ex-girlfriend reported the incident to police and Oliver showed them he filmed the women by sitting his phone on the window ledge to record them.

Oliver told police he filmed the girls as watching p*rn got too boring.

The 23-year-old pleaded guilty to nine charges of intentionally recording intimate images without consent in court on Monday.

Oliver's lawyer Lauren O'Brien told the court he had shown "honest remorse" and understands how his actions caused his victims to become distressed.

Magistrate Brett Shields told Oliver his behaviour was "reprehensible" and an invasion of the women's privacy.

"Everybody has the right to be within their homes, to go about their lives without this intrusion. It is very troubling," he said.

Oliver was sentenced to a three-year Intensive Corrections Order and 300 hours of community service.

The parents of the two children; Chiamaka and Kareen, who died during Wednesday’s building collapse in Lagos State, have yet to come to terms with the loss.

The building located at Gafari Balogun Street in Ogudu was said to have collapsed due to a mudslide that occurred during heavy rainfall.

The parents who spoke to City Round kept lamenting their loss amid tears.

The father identified only as Godwin narrated that he and his wife were out of the house when the incident occurred. He said he had gone to Ajah, Lagos, for work, while his wife left the house later.

Godwin told our correspondent that the three hours he spent on his way from Ajah to their house in Ogudu were the toughest of his life as he couldn’t wait to get to the scene.

Godwin added, “I was at Ajah when I received a call around noon. I had gone there for something, earlier in the day. My wife was also not around when the incident happened. She had left the house about 1 hour 30 minutes before the building collapsed. She went to Ojota to attend to some things. She returned home to learn of what had happened. What we learnt was that when the hill fell on the building, it touched our apartment and the wall fell on my girls who were alone at home.

“It took me three hours to get to our house in Ogudu from Ajah but the three hours were like three years. I couldn’t believe that my life was going to be shattered in the twinkling of an eye. I lost everything just within a few hours.”

He added, “Where do I start from? I won’t speak evil but this is a tough one for me. My children are gone! We lost everything. We left our children in the house hale and hearty only to meet their corpses. I am devastated by the event.”

The children’s mother, referred to as Mama Chiamaka, could barely speak as she sat quietly beside her husband.

She said, “I can’t really say much or what do you expect a mother who lost her only two children in a day to say? I was at Ojota when I was called on the phone that my children were dead. I didn’t even spend two hours there. If not for the rain, I would have returned earlier. My world has crumbled.

“My two girls, they didn’t come easily. My first child Chiamaka was seven years old while Kareen, the younger sister, was a year and eight months.’’

“My babies are gone, my babies are gone!” she wailed. It was learnt that the remains of the children were still at the mortuary at the time of filing this report.

Atlanta cop who killed Rayshard Brooks had previously been reported 12 times for misconduct

The cop who shot Rayshard Brooks had been reported for misconduct 12 times, including one alleging excessive use of force, before he killed the unarmed 27-year-old.

Garrett Rolfe, a six-year veteran of the Atlanta Police Department, shot and killed Brooks in the parking lot of a Wendy's on June 12. He has been fired and is now waiting to find out if he will be charged over Brooks' killing.

Disciplinary records obtained by The Atlanta Journal Constitution reveal he was reported in 2017 for excessive use of force with a gun and received a reprimand, but it's unclear what exactly happened to prompt the complaint.

Of the 12 complaints against him, the police department dismissed nine.

The others included five vehicle accidents, four citizen complaints and a firearm discharge in August 2015.

The disciplinary files detailed the date and alleged violation but gave no further detail.

Devin Brosnan, the other cop there when Rolfe shot Brooks, had no record. He joined the force in 2018.

Brooks had fallen asleep at the wheel in the drive-thru lane of the Wendy's. 911 calls released by police on Monday revealed workers reporting him, saying he was 'intoxicated'.

Rolfe spoke with Brooks, gave him a field sobriety test then tried to arrest him for being over the limit.

It was peaceful until he tried to put Brooks in handcuffs. Then, the father-of-four struggled and reached for the cop's Taser gun.

Brooks was able to get away from Rolf. He started running through the parking lot and was shot twice in the back after turning to try to Taser him.

Rolfe was fired by the police department after footage of the incident emerged and Brosnan was put on administrative leave.

But Brooks' family, along with millions of others, are calling for the cops to face charges.

They liken his death to that of George Floyd, who died after a cop knelt on his neck for nearly nine minutes on May 25 in Minneapolis.

Torrential rainfall: Lagos govt warns residents to expect more

Lagos State Government has alerted residents to expect and prepare for more torrential rainfalls in July and September, even as sympathized with victims of devastating rainfalls of the last two days in the state.

Recall that at least four persons including two teenagers, a 4-year-old child and a woman lost their lives and several properties destroyed in the wake of torrential rainfalls which lasted for two days in the state.

The state Commissioner for the Environment and Water Resources, Mr.Tunji Bello, in a statement on Friday, expressed his sympathy to those whose properties were damaged and those who were displaced by the flash flood of Wednesday and Thursday in the state.

According to Bello, “More of such heavy rains will come in July as well as September. There is the need for all residents to be adequately prepared for it.”

He explained that because Lagos is a coastal city, the Thursday, heavy rainfall brought about a back flow from the Lagoon which caused the flash flood experienced all over.

Bello added that some four hours after the cessation of the downpour, the water level of the lagoon that was very high causing a back flow receded in several areas and allowed discharge from the various collectors.

He reiterated that residents should be conscious that whenever it rains and the high water level in the lagoon locks up the collectors thus preventing easy discharge into the lagoon, which ultimately leads to backflow of water into the streets.

According to him, ”Anytime it rains for hours, and the lagoon water rises, this often prevent our channels from discharging effectively’’, he reiterated.

The commissioner, therefore, advised residents of the state in low- lying areas to always relocate from such areas when rainfall starts especially during the rainy season, saying it has become imperative to avert any loss of life and properties during such heavy downpours going forward.

Bello stressed that the pro-active and on-going cleaning and clearing of all Drainage channels in the state also facilitated the ease with which the flash flood disappeared into the channels after the rain falls of Thursday.

He also reiterated his appeal to residents to desist from dumping refuse on drainage channels or encroaching on Right of Ways, RoW, of canals, adding that it is regrettable that several of the canals that have been recently cleared and cleaned up are again been littered by residents.

Man who went about sneezing and coughing on people is jailed

A man who filmed himself coughing and sneezing on shoppers at a supermarket has been jailed for driving offences.

Raymond Gary Coombs, 39, was sentenced at Christchurch District Court to 16 months' prison and fined NZD $750 (£383) on Tuesday.this week.

In April, he went to Fresh Choice supermarket in Barrington, Christchurch, New Zealand, and filmed himself deliberately coughing and sneezing in the direction of other customers.

He apologised and walked away with a smirk on his face.

Concerned shoppers stop by and stare at him as Coombs carries on performing the sick prank on other people.

Just a few days earlier on March 31, Coombs uploaded a video to Facebook saying he had been infected with Covid-19.

Coombs was arrested on April 5, the day after his stunt, for offensive behaviour and was tested for the virus and the results were negative.

Judge Raoul Neave on Tuesday called Coombs' behaviour an "ill-considered prank" and his actions had earned him "significant notoriety".

"Your behaviour was dangerous, selfish and stupid. It is the kind of nuisance behaviour that has plagued your career," Judge Neave added.

Coombs was also called "an idiot" by prime minister Jacinda Ardern.

He was convicted of drunk driving after he was caught in August last year, with a blood-alcohol level of 239mg/100ml – a reading described by Judge Neave as "an astronomical level".

Coombs was later charged with a string of other offences including careless driving and refusing to provide a blood sample.

He pleaded guilty to all charges and apologised outside the court, saying: "I should have thought through, I didn't think it through enough."

"There is nothing else I can say but apologise to everybody and assure you all it will not happen again."

Coombs was also disqualified from driving for 28 days after which he will be able to apply for a zero-alcohol licence.
