SERAP fumes as NBC fines Channels, AIT, Arise TV N9m

The Socio-Economic Rights and Accountability Project (SERAP) has “condemned the unconstitutional and illegal fines of N9m reportedly imposed by the National Broadcasting Commission [NBC] on Channels TV, AIT and Arise TV [N3m each] purportedly over their coverage of the #EndSARS protests.”

The acting Director-General of the NBC, Prof. Armstrong Idachaba, announced at a press conference in Abuja today that the agency has fined Channels Television, Arise Television and Africa Independent Television for what it termed “unprofessional coverage” of the #EndSARS protests.

Reacting, SERAP in a statement by its deputy director Kolawole Oluwadare said: “This action by the NBC is yet another example of Nigerian authorities’ push to silence independent media and voices. The NBC should drop the fines and uphold Nigerian constitution and international obligations to respect and protect freedom of expression and media freedom. We will sue the NBC if the unconstitutional fines are not rescinded within 48 hours.”

The organisation said: “This is a new low in Nigeria’s protection of freedom of expression, and the ability of independent media to function in the country. The fines are detrimental to media freedom, and access to information, and the NBC must immediately withdraw the decision.”

The statement, read in part: “Media freedom and media plurality are a central part of the effective exercise of freedom of expression and access to information. The ability to practice journalism free from undue interference, to cover peaceful protests, and critical views are crucial to the exercise of many other rights and freedoms.”

“The media has a vital role to play as ‘public watchdog’ in imparting information of serious public concern and should not be inhibited or intimidated from playing that role. The NBC should stop targeting and intimidating independent media and voices.”

“President Muhammadu Buhari should caution the NBC to stop intimidating and harassing independent media houses and to respect the Nigerian Constitution 1999 [as amended] and the country’s international human rights obligations, including under the International Covenant on Civil and Political Rights and the African Charter on Human and Peoples’ Rights.”

Governors deny hoarding CACOVID palliatives; explain storage of looted food items

Nigeria’s 36 governors have denied hoarding the food items donated by the organised private sector to ease the economic hardship imposed on the poor by the COVID-19 lockdown.

A group of Nigerian businesspersons and corporate organizations, which calls itself Coalition Against COVID-19 (CACOVID), contributed billions of naira to help the country fight the rampaging coronavirus which has now killed 1,130 citizens and infected 61,992 others.

A part of the contribution was used to build medical facilities and procure equipment and drugs across the states and Abuja.

Another part was then earmarked for the provision of food items to the country’s poor and underprivileged to help lessen the economic suffering triggered by the pandemic.

The food items were delivered to state governments which held them in warehouses as it planned the logistics for their distribution.

Some of those warehouses have now been raided and looted in the violence that trailed the #EndSARS protest called to push for an end to police brutality.

As hoodlums looted the warehouses across the country, some Nigerians accused the governors of hoarding the food items even as millions of citizens starved.

But in a statement sent to Premium times early Monday, the governors deny charges they deliberately delayed the distribution of the items. They also explained why the foodstuffs remained stored until they were looted.

The statement, titled “Governors and the CACOVID Palliatives” was signed by Abdulrazaque Bello-Barkindo, the head of the media and public affairs unit at the Nigeria Governors’ Forum.

Abdulrazaq relaxes curfew from 8am to 6pm in Ilorin

Kwara State Governor, AbdulRahman AbdulRazaq, has reviewed the curfew on the people of Ilorin, the state capital from 24 hours to 12 hours.

A statement by Rafiu Ajakaye, Chief Press Secretary to the governor, late last night said the Curfew will now be between 6 pm and 8 am as from today (Monday), October 26, 2020.

Ajakaye in a statement titled, ‘Update on curfew in Ilorin Metropolis (Kwara State)’, said the governor held a security council meeting with heads of the security agencies in the state on Sunday evening.

“A review of the situation in the Ilorin metropolis suggested a relative calm. The meeting observed that the objective of the curfew has largely been achieved as the misguided elements who looted and vandalised public and private properties have been pushed back and normalcy restored.

“Consequently, the security council resolved to relax the curfew from 24 hours to between 6 p.m. and 8 a.m. daily until further notice. This means members of the public can move around between 8 a.m. and 6 p.m. daily within the metropolis”, he said.

Ajakaye said that government would continue to review the situation and take decisions that are in the best interest of the state.

The governor announced the imposition of 24 hours Curfew on the people of Ilorin metropolis following massive vandalisation and looting of government and Private properties and businesses in the state capital on Friday and Saturday.

Abandoned baby: Outcry as Qatar ‘forcibly examines’ women at airport

Female passengers flying from Qatar were subjected to invasive searches after a premature baby was found abandoned in an airport bathroom, in procedures the Australian government on Monday described as “grossly disturbing” and “offensive”.

A number of women including from Australia were removed from their flight and examined for signs of childbirth after the baby was found in a bathroom at Hamad International in the Qatari capital.

Australia’s government on Monday condemned the October 2 incident, which only came to light after Australian passengers spoke out, and said concerns had been lodged with Qatar.

“This is a grossly, grossly disturbing, offensive, concerning set of events. It is not something that I have ever heard of occurring in my life,” Foreign Minister Marise Payne said.

“We have made our concerns very clear to the Qatari authorities at this point,” she said, adding that the matter had also been referred to Australian Federal Police.

A source in Doha briefed on the incident told AFP that officials “were forcing women to undergo invasive body searches — basically forced Pap smears,” an internal examination of the cervix.

Passenger Wolfgang Babeck told AFP women returned to his flight from Doha to Sydney in a “shell-shocked” state, having been told to remove clothing from the lower half of their bodies for an examination by a female doctor.

“All of them were upset, some were angry, one was crying, but basically nobody could believe what happened,” the commercial lawyer said, adding he thought the incident could be “a violation of international law”.

That flight, Qatar Airways’ QR908 to Sydney, was four hours late departing Doha as a result, according to air traffic website Flightradar24. It is not clear how many flights were involved.

In an official statement, Doha’s Hamad International airport confirmed a broad outline of events, without providing details of the procedures, or the number of women and flights involved.

“Medical professionals expressed concern to officials about the health and welfare of a mother who had just given birth and requested she be located prior to departing,” the statement said.

“Individuals who had access to the specific area of the airport where the newborn infant was found were asked to assist in the query”.

It is understood that in addition to the Australians, one French woman was also affected, according to one official.

Some of the group received assistance and mental health support while spending the last two weeks in quarantine, under rules put in place by Australian authorities to contain the spread of coronavirus.

A report from the Qatari authorities about the incident is “imminent” according to Payne, who admitted Australian officials were made aware of the situation by passengers “at the time of the flight”.

The incident could damage Qatar’s reputation as it prepares to host tens of thousands of foreign visitors for the 2022 soccer world cup.

Qatar practices a strict form of Islamic law, with stiff penalties applied to women who fall pregnant or bear children outside marriage.

Doha airport on Sunday launched an appeal for the child’s mother to come forward, suggesting that the checks undertaken at the time were inconclusive.

“The newborn infant remains unidentified, but is safe under the professional care of medical and social workers,” it said in its statement, and requested that anyone with information come forward.

Four feared dead in Kogi stampede for palliatives

Four persons were feared to have died on Sunday afternoon in Kogi as hundreds of residents stormed a warehouse in Lokoja in search of COVID-19 palliatives.

The warehouse, located along the Murtala Mohammed Way, close to Kpata the market was reportedly invaded as early as 7am on Saturday through Sunday, mostly by the women.

The fatalities, it was gathered, resulted from stampede by residents who rushed at the government warehouse.

The State Government had last week commenced distribution of COVID-19 palliatives to the 21 local government areas.

Each local government area got at least one trailer load of palliative items, including rice, semovita, indomie noodles and pastas in 10 kilogram packs.

The siege on the warehouse, it was gathered, might not be unconnected with an order by Governor Yahaya Bello the remaining items be distributed to people.

A source, who claimed to have been at the scene, told The Nation the casualties were recorded despite warnings by security personnel deployed to the area the residents should maintain the peace and avoid anything that may lead to stampede.

Some of the women, who spoke with TheNatio correspondent, confirmed they were there in response to the Governor’s directive that the remaining items be distributed to them.

Meanwhile, the government has expressed appreciation to residents who turned out to share in the palliatives.

The Commissioner for Information and Communications, Kingsley Fanwo, in a statement on Sunday said: “Report at our disposal showed that local government authorities ensured the palliatives reached the masses and helped in ameliorating the hardship visited on our nation as a result of the Covid-19 pandemic.

“We urge our people to continue to stand tall in public conduct as government will always put their welfare on the front burners.

“The Government of Kogi State also wishes to sound a note of warning to miscreants that all constitutional efforts will be geared towards protecting shop owners in the state as any violation of law and order will be met with superior resistance by law enforcement agencies.

“Our people should go about their normal businesses as Kogi State remains safe.”
