Schools were on lockdown after two shooters went on a rampage and engaged in a lengthy gunfight with police.
The violence began after noon in the heart of Jersey City, the state's second-largest municipality directly across the Hudson River from Lower Manhattan, prompting law enforcement to swarm the area.
At least one police officer has been killed after being shot in the head and reports coming out of Jersey City in the US say the death toll currently stands at six, including the gunmen.
Investigators believe the two suspects, who were not yet identified, acted alone, officials said.
Mayor Fulop tweeted: "Based on our initial investigation (which is ongoing) we now believe the active shooters targeted the location they attacked. Due to an excess of caution the community may see additional police resources in the days/weeks ahead. We have no indication there are any further threats."
