Don’t Panic; No Nigerian Bank Is Failing - CBN Governor
Governor of the Central Bank of Nigeria ( CBN), Mr Godwin Emefiele, yesterday, allayed fears over speculated distress syndrome in Nigeria’s banking industry following seven banks failures to scale its recent stress tests.
Emefiele who made the clarification at a briefing to roundoff the 2019 annual meetings of the International Monetary Fund and the World Bank in Washington DC, said the Nigerian banking industry still stands on a sound footing hence the widespread speculations about insolvency should be ignored by the banking community.
The governor said “First, I will reiterate that the strategic health of the Nigerian banking industry remains very strong. The Central Bank has as a matter of policy in 2015 tried to avoid being sensational about stress testing which has become part of our daily, normal routine in trying to check the strategic health of the Nigerian banking industry. So what you will find is that from time to time, maybe one bank fails one ratio, we advised that the bank should improve on that ratio, whether it is capital adequacy, liquidity or other forms of prudential ratio that we will prescribed to the banking industry. So the fact that you have read that seven banks failed stress test does not mean that those banks are weak."
Meanwhile, the Central Bank of Nigeria ( CBN ) has ordered commercial banks to immediately reject telecommunications companies whose USSD transactions come at inflated costs. CBN Governor Godwin Emefiele, who gave the advice in Washington DC, said he had already told bank chief executives to move their businesses and traffic to telecom companies that are ready to provide USSD services at the lowest possible, if not zero cost, in line with the bank’s objective to raise the nation’s financial inclusion target to about 80 per cent by 2020.
He said the controversial issue of USSD came up at a meeting with the telcos a few months ago where he appealed to them to lower their charges. He however regretted that some of the mobile operators are still charging high rates which prompted the latest directive to banks.

Judges Avoid Swearing In Edward Onoja As New Kogi Deputy Governor
The Kogi State government appears to be facing an uphill task in getting the newly handpicked Deputy Governor designate Edward Onoja, sworn in as required by the Constitution.
Onoja, who is Governor Yahaya Bello’s running mate in next month’s election, was named on Friday as successor to Mr. Simon Achuba.
Achuba was impeached by the State House of Assembly within hours of the submission of the report of the panel raised by the Chief Judge of the state, Justice Nasiru Ajana to investigate the allegations against him.
The panel headed by a senior advocate of Nigeria (SAN), Mr. John Baiyesha, had cleared Achuba of all the allegations against him.
Authoritative sources in the State told The Nation that judges are reluctant to inaugurate Onoja because of the panel’s clearance of Achuba of the allegations against him.
The panel said allegations of misappropriation of funds and non-compliance with extant financial regulations by the Deputy Governor were not proved.
The report said in part: “In line with Section 188 (8 of the Constitution of the Federal Republic of Nigeria 1999 (as amended) quoted herein before, we hereby report to the Kogi State House of Assembly that the allegations contained in the Notice of Allegations admitted in evidence by this Panel as Exhibit C7 have not been proved.”
There is now suspense over who will administer the oath of office on Edward Onoja.
Section 185 (2) of the Constitution provides thus: “the Oath of Allegiance and the oath of office shall be administered by the Chief Judge of the State or Grand Khadi of the Sharia Court Appeal of the State, if any, or president of the Customary Court of Appeal of the State, if any, or the person for the time being respectively appointed to exercise the functions of any of those offices in any state.”
Most of the judges are scared of getting sanctioned by the National Judicial Council (NJC) for acts considered to run contrary to the letters and provisions of the Constitution.
Chief Judge Ajana is an adherent to the spirit and letters of the Constitution and it has been difficult for the state government to approach him to administer the oath on Onoja.
Sources said on Saturday that some political forces were shopping for either an amenable judge or the President of the Customary Court to swear in the new Deputy Governor.
Investigation by our correspondent revealed that neither the State House of Assembly nor Governor Bello had notified the Chief Judge yesterday of the removal of Achuba.
It was learnt that some forces in the state had been working on permutations on how to inaugurate Onoja without the Chief Judge.
A reliable source said: “The truth is that the Deputy Governor of Kogi State, Mr. Simon Achuba was purportedly removed behind closed doors barely 30 minutes after a seven-man panel, set up by the Chief Judge, submitted its report.
“The panel, headed by a Senior Advocate of Nigeria, Mr. John Bayelsa, said in clear terms that the Deputy Governor, Achuba, was not guilty of all the allegations contained in the impeachment notice of the House of Assembly. Therefore, there was no condition precedent for the removal of Achuba.
“Assuming, but not conceding that the allegations were true, the 1999 Constitution allows a 14-day grace before any impeachment proceedings can be initiated. The Assembly got a report within 30 minutes and sacked Achuba from office.
“Section 188 (8 and (9) of the constitution says: ‘Where the Panel reports to the House of Assembly that the allegation has not been proved, no further proceedings shall be taken in respect of the matter.
“Where the report of the Panel is that the allegation against the holder of the office has been proved, then within 14 days of the receipt of the report, the House of Assembly shall consider the report and if by a resolution of the House of Assembly, supported by not less than two-thirds majority of all its members, the report of the Panel is adopted; then the holder of the office shall stand removed from office as from the date of the adoption of the report.”
Another source said the illegality behind the removal of the Deputy Governor accounted for the stalemate over the swearing in of the new Deputy Governor.
The source added: “Up till now neither the House of Assembly nor the state government has notified the Chief Judge of the state of the removal of the Deputy Governor by the lawmakers.
“They are finding it difficult to prevail on the CJ, Justice Nasiru Ajana to set machinery in motion to inaugurate the purportedly nominated new Deputy Governor, Edward Onoja. They know Ajana is a stickler to the law and he will abide by the report of the panel he put in place.
“Some political forces in the state are now working on other alternatives to administer oath of office and allegiance on Onoja.
“They are considering using a judge of the State High Court, the President of the Customary Court of Appeal if any in the state, a judge from outside the state or a Chief Magistrate or any magistrate.
“Most judges in the state have been distancing themselves from the push to swear in Onoja. They do not want to be sanctioned by the National Judicial Council (NJC) and ruin their career. We have suspense everywhere.
“They are desperately looking for an amenable judge now to inaugurate Onoja.”
Meanwhile, there were indications that members of the seven-man panel, which cleared Deputy Governor Achuba, rejected inducement from some influential forces in the state.
A source in the panel said: “They came with all manners of inducement but we decided to be conscientious. We stuck to the truth because the allegations against Achuba were not proven.
“All our allowances were not paid since we started the inquiry based on our body language that we will not compromise.”

In the hour-long documentary, Harry voices his desire to leave the UK and considers living in Africa one day.
He said: 'I don't know where we could live in Africa at the moment.
'We've just come from Cape Town, that would be an amazing place for us to be able to to base ourselves, of course it would.
'But with all the problems that are going on there I just don't see how we would be able to really make as much difference as we'd want to.'
Harry also revealed Africa will be the main focus of his and Meghan's work in the future.
He said: 'The rest of our lives, especially our life's work will be predominantly focused on Africa, on conservation.
'There are 19 commonwealth countries across this continent, there's a lot of things to be done, there's a lot of problems here but there's also huge potential for solutions.'

20 dead in DR Congo bus accident
Twenty people were killed early Sunday when a packed bus came off the road on a highway west of the DR Congo capital Kinshasa and burst into flames, a local official said.
“The provisional toll is 20 dead,” Didier Nsimba, deputy administrator of Mbanza-Ngungu territory told AFP.
The bus, laden with people and goods, was travelling from Lufu to Kinshasa when the brakes failed, he said.
An injured passenger who gave her name as Nacha said more than 100 people had been in the vehicle at the time, and many bodies were burned beyond recognition.
Mbanza-Ngungu is located about 150 kilometres (90 miles) west of Kinshasa on Highway 1, a road with a notorious reputation for deadly accidents.

Five adults and two children, were on Saturday morning killed in an auto accident involving the advance team of Governor Godwin Obaseki on Benin-Auchi Expressway, it has been reported.
Several other persons including one of the Governor’s driver were also injured in the accident which occurred at Ehorin Uhunmwode Local Government Area.
The State Commissioner of Police, Danmallam Mohammed, who confirmed the incident, described it as “very unfortunate.”
The accident occurred when a Toyota Hilux van on the Governor’s advance team had a head-on collision with a passenger Audi car.
The advance team were said to be on their way to Ambrose Ali University, AAU, at Ekpoma for the convocation of the university.
Three other survivors were been rushed to the Central Hospital in Benin City for medical attention.
It was learned that a good Samaritan rushed the survivors and the dead to the First SAVAN Centre at the hospital.
At the Central Hospital, a source confirmed that accident victims were brought in but declined to give details.

Prisoners In American Earn Higher Than Workers In Nigeria
Minister of Interior, Rauf Aregbesola, yesterday shocked the nation, when he hinted that the least daily upkeep of a prisoner in America was higher than the proposed N30,000 minimum wage.
He also pointed out that the least daily upkeep spent on a prisoner in America is N31,000 in Naira equivalent, which is also higher as compared to N730 budgeted for similar purpose in Nigeria.
The minister, who bemoaned the pathetic state of Nigerian economy and Nigerians, further noted that daily upkeep spent on a prison inmate in America was as high as N60,000 per day in some states.
Aregbesola made the startling revelation at a budget defence session of his Ministry with members of the Senate and House of Representatives joint Committee on Interior.
According to him, the Nigerian economy is small compared to that of America, which makes daily upkeep on a prisoner there, not only far higher than what is projected for similar purposes in Nigeria but also higher than the N30,000 minimum wage.
“Comparing Nigeria with countries like America, Turkey and even Egypt as illustrated by some of the federal lawmakers will completely demoralised the morale of any concerned citizen but what we are sure of in the Ministry, is that we shall with the limited resources available make the best for the country.”

A former nanny has been sentenced to 20 years in prison for having a baby for an 11-year-old boy she s*xually abused in Florida, United States of America.
Tampa Bay Times reports that Marissa Mowry, 28, was sentenced on Wednesday, five years after she slept with the boy repeatedly over several months before giving birth to his son in October 2014.
Mowry, who continued having s*x with the boy until he told his mother three years later, must also serve 10 years of probation and register as a s*xual predator.
The victim told his mom about the s*xual abuse in 2017, leading her to contact police. A DNA test later confirmed the boy was the father of Mowry’s child.
Mowry was hired by the family in early 2014. The boy’s mother, Nadene Campbell, said the nanny’s actions irrevocably altered her son’s life.
Campbell’s son now cares for the 5-year-old himself, his mother said, taking the toddler to school before starting his own day of classes. But being a father has limited his social and dating life, Campbell said.
“Who wants to date a 17-year-old who had a 5-year-old?” she asked. “It has not ruined his life, but it’s changed his life. But he has turned into one of the most amazing dads you’ll ever meet. We don’t think about females being predators, usually. And I didn’t — and it cost me,” she added.
Panic as lion escapes from Kano Zoo last night
There was panic on Saturday night around Zoo road in Kano metropolis when a lion escaped from its cage at the Kano Zoological garden.
News Agency of Nigeria (NAN) reported that the incident happened around 9 p.m. when the rangers were trying to put it back to its cage after they returned it from the national agricultural show which took place in Nasarawa state.
A source at the zoological garden told NAN that effort was being made to capture the animal which was still within the zoo premises.
Malam Rabiu Lawal, a resident of Zoo Road, said he had locked up his house until announcement was made of the capture of the lion.
”My entire family members will be indoors even if it will take one month to recover the lion. I have not experienced this kind of fear since I packed into this area more than 15 years,” he said.
Residents of the area were said to have gone indoors earlier than usual to avoid the consequences of an encounter with the loose lion.
Armed policemen have been deployed to the area while a search team was trying to capture the lion.

Socialite and club owner, Mike Nwogu, aka Pretty Mike says he has lost count on the number of women he has slept with.
According to him, he had been with several women that the presence of naked females no longer moved him. He told Sunday Scoop, “I always tell people that once one is sexually active, one wouldn’t be able to count how many people one has had sex with. I got deflowered when I was just 13 years old. I have been having sex for a long time, so for you to think I would be able to tell you how many people I have had sex with or even give a close figure, is almost impossible. I started having sex in the US and it was a thing of fun for us to be deflowered by older people; it was a trend.”
Nwogu, who recently featured in an advert with stylist and entrepreneur, Toyin Lawani, maintained that although they were both nude, he never got aroused. He said, “Toyin is my very good friend and I consider her family. I never got aroused by her but that doesn’t mean she isn’t pretty and sexy. People that talk about these things forget that I have a partnership in a strip club; so I see naked women all the time. I have got to a point where I could be with over 20 naked women in a room without feeling anything. Sex doesn’t just come that way.”
The power dresser also stated that he was waiting for God to guide his wife to him. He added, “People see me as a playboy and sometimes, I intentionally portray that picture for them because that is the kind of thing that sells. People are not interested in serious issues and being in my line of business, I have to keep dishing out things for people to talk about. Sometimes, I claim to be in a relationship and other times, I say otherwise. Presently, I am not in any relationship. I am looking up to God to guide my own wife towards my way.”

Nigeria may break up, says Yoruba leader, Akintoye
Yoruba leader, Prof Banji Akintoye on Saturday likened Nigerian nation to a country under the reign of an empire, which must crumble and break up.
Akintoye said like other artificially created empires across the globe that have become history, Nigeria is a time bomb, which might soon explode unless equity, justice and fair play reign supreme in the land.
Akintoye spoke in Ibadan on Saturday during a programme on Fresh 105.9 FM monitored by Punch.
He said, “Some foreign powers came and created an empire and gathered a number of nationalities together and gave them a single government. Nigeria is an empire comprising many nationalities. In the history of the world, every empire breaks up and the nationalities remain.
“It is not about Nigeria alone. It is a fundamental universal world experience that empires combine many nationalities and rule over them and then the empire breaks up. So, it is to be expected that a country like Nigeria will some day break up,” he said.
Akintoye, who has taught History in universities in Nigeria and the United States and became a senator in the Second Republic, however, gave conditions that could forestall the breakup of the country.
He called on the Hausa/Fulani to give up the attitude that they own Nigeria and must continue to rule it.
“From modern perspective of governance and interrelationships, we can do things that can make Nigeria survive for a long time. Number one, we must get the people who believe that they have the right to conquer and subdue the rest of Nigeria.
“We must ask them to give up, repudiate and stop all of that disaster. They must return to civil relationship among other people of Nigeria. If they continue to act like they own the country, they will only speed up the breaking up of the country. They say Nigeria is theirs, that Allah has given it to them.
“There is no way Nigeria can continue as long as this type of agenda and ambition exists among us. The first thing is to demand of our Fulani brethren that they must repudiate the agenda,” he said.

Seven Dead In Fatal Crash Involving Gov Obaseki's Convoy
At least seven persons, including five adults and two children, were on Saturday morning killed in a ghastly auto accident involving the advance team of Governor Godwin Obaseki of Edo State.
The accident happened on the busy Benin-Auchi Expressway. Several other persons including one of the Governor’s driver were also injured in the accident.
Eyewitness account said the accident occurred at Ehorin Uhunmwode area, when a Toyota Hilux van on the Governor’s advance team had a head-on collision with a passenger Audi car.
The advance team were said to be on their way to Ambrose Ali University, AAU, at Ekpoma for the convocation of the university.
Three other survivors were said to have been rushed to the Central Hospital in Benin City for medical attention.
It was learnt that a good Samaritan rushed the survivors and the dead to the First SAVAN Centre at the hospital. At the Central Hospital, a source confirmed that accident victims were brought in but declined to give details.
As of the time of filing this report, arrangements were on to evacuate the driver of the Hilux van to a private hospital for adequate medical care.
The State Commissioner of Police, Danmallam Mohammed, who confirmed the incident, described it as “very unfortunate.”
