President Muhammadu Buhari on Wednesday signed Executive Order 009 entitled, The Open Defecation-Free Nigeria by 2025 and Other Related Matters Order, 2019.
This was contained in a statement issued by the Special Adviser on Media and publicity, Chief Femi Adesina.
The Order declares as follows: “That by this Order, Nigeria is committed to being open defecation free by 2025.
“That the National Open Defecation Free (ODF) Roadmap developed by the Federal Ministry of Water Resources with support from other key sector players across Nigeria be put into effect.
“a. There is established in the Federal Ministry of Water Resources a National Secretariat called “Clean Nigeria Campaign Secretariat”.
“b. The Secretariat is authorized on behalf of the President to implement this Order by ensuring that all public places including schools, hotels, fuel stations, places of worship, market places, hospitals and offices have accessible toilets and latrines within their premises.”
All Ministries, Departments and Agencies (MDAs) of government are also mandated to cooperate with the Clean Nigeria Campaign Secretariat.
“The National Assembly and the State Houses of Assembly shall enact legislation on the practice of open defecation with appropriate sanctions and penalties.
“All development projects shall include construction of sanitation facilities as an integral part of the approval and implementation process.
“The Secretariat shall terminate when Nigeria is declared Open Defecation Free.
“All enforcement authorities are hereby directed to diligently collaborate with the Federal Ministry of Water Resources in implementing this Order.”
The Executive Order 009 came into being against the background that: “Nigeria is ranked second amongst the nations in the world with the highest number of people practicing open defecation estimated at over 46 million people – a practice which has had a negative effect on the populace, and has contributed to the country’s failure to meet the United Nations Millennium Development Goals (MDGs);
President Buhari had described the statistics on open defecation and access to pipe borne water service and sanitation as disturbing, and had declared commitment to implement the National Water Supply, Sanitation and Hygiene (WASH) Action Plan;
The President had declared a State of Emergency on Nigeria’s water supply, sanitation and hygiene sector, the action being imperative as it will reduce the high prevalence of water-borne diseases in different parts of the country which have caused preventable deaths;
“Nigeria has committed to end open defecation throughout the country by 2025 in consonance with her commitment to the United Nations Sustainable Development Goals (SDGs).”
This Executive Order, according to the statement, takes effect from Wednesday, November 20, 2019.
About 50 million Nigerians suffer some form of mental disorder it was learnt on Wednesday.
Chairman Senate Committee on Health, Senator Yahaya Oloriegbe, disclosed this in his lead debate on a “Bill for an Act to provide for the establishment and regulation of mental health and substance abuse services, protect persons with mental health needs and establishment of National Commission for mental and substance abuse services, for the effective management of mental health in Nigeria and for other related matters, 2019,” on the floor of the Senate.
The Bill which was read for the second time by the Senate in Abuja was sponsored by Senator Oloriegbe, representing Kwara Central Senatorial District.
Oloriegbe noted that “according to the World Health Organization (WHO), about 50 million people (i.e. 1 in every 4 persons) are suffering from some sort of mental illness in Nigeria!”
He added that as the seventh-largest country in the world, Nigeria has Africa’s highest rate of depression, and ranks fifth in the world in the frequency of suicide.

The Independent National Electoral Commission (INEC) is to present the Kogi State governor, Alhaji Yahaya Bello, with his certificate of return on Thursday having won last Saturday’s governorship election in the state.
The INEC in a release Wednesday, in Lokoja, said that the presentation of the certificate of return to the winner of the November 16 governorship election, Alhaji Yahaya Adoza Bello, will take place at 11am, at the Mahmood Yakubu Collation Centre, INEC Office, Lokoja.
The police in Lagos have launched manhunt for a 25-year-old man Fortune Nkeuegbu for allegedly stabbing his younger brother, Chinaza, to death over N500.
The incident occurred on Sunday morning at their 2, Okanla Street, Orisunbare Shasha residence.
It was gathered that an argument had ensued between them shortly after their parents dropped N500 as transport fare for them to go to church.
Their father, a Pastor had dropped the money for the duo when his car couldn’t take all members of the family to church.
It was gathered that the suspect had attempted to collect the money from his 23-year-old brother when they could not get change to split the N500 but the younger one refused to release the note.
An argument soon ensued between them, which led to a fight and in the process, the suspect allegedly broke a glass and stabbed his brother in the throat region.
It was gathered that the suspect immediately rushed his younger brother to nearby Jumoke Hospital but he died as a result of excessive bleeding.
According to sources, the parents were contacted but before they got to the house, the suspect had left the hospital for the house, picked up his debit card, withdrew money and fled.
Contacted, police spokesman Bala Elkana, a Deputy Superintendent (DSP) said the case was reported at the Shasha division by the boys’ father.
He said: “At about 2:45 pm on Sunday, their father went to Shasha Police Station and reported that he had dropped N500 for the boys while he was going to church around 8:25 am because his vehicle could not contain all members of the family.
“But while he was in church, he received a phone call that the children he gave money for taxi were fighting seriously at home and he immediately rushed down to see what was happening. On getting home, he was told that the older brother stabbed the younger one to death.
“On the strength of the complainant’s statement, a team of detectives led by the Divisional Police Officer (DPO) Shasha CSP Sarah Onyibe visited the scene of crime. Photographs of the corpse were taken before it was moved to General Hospital Mortuary for autopsy. Effort is in progress to arrest the suspect who is at large.
“The Commissioner of Police Hakeem Odumosu has directed the State Criminal Investigation and Intelligence Department (SCIID), Yaba to take over the case and ensure that the suspect at large is apprehended.”
An alleged impostor parading himself as the Baale of New Oko-Oba town, Lagos, Omololu Pedro, 65, has been remanded at the Ikoyi prison, Ikoyi, Lagos.
Pedro was arraigned the igobosere Chief Magistrate’s court, Lagos for allegedly disobeying court order which had restrained him from parading himself as a Baale.
He was arrested by the Operatives of the Zone 2 command, Onikan , Lagos and after investigation by Inspector Felix Iyere and his team, the accused was charged before the court on a three count charges bordering on contempt of court, disobedience to lawful order and conduct likely to cause breech of Public peace.
Police prosecuting counsel, S. Noko informed the count in charge NO. E /155/2019 that the accused committed the alleged offence on 7 November, 2019 at New Oko-Oba Town, Lagos.
Moko told the court that the accused was arrested for disobeying the court order which directed him to stop parading himself as the Baale of New Oko-Oba Town, Lagos since the stool of Baale of New Oko-Oba was in dispute in the court of Law.
He said the accused in flagrant disobedience to lawful order distributed invitation letters to members of the public to attend the installation of New Cabinet Chief and the 4th commemoration of Baale of New Oko-oba Town slated for 3 December, 2019 at Baale palace at No 45/47, Shola Martins Street, New Oko-Oba Town, Lagos knowing fully well that his claim was false.
Count three of the charges reads; that you Omololu Pedro and others still at large did disobey the binding order 38 Rule 1, 4 and 8, order 39 Rule 1 of the High Court of Lagos Court (Civil Procedure) Rules, 2012 dated 3 February, 2016 at Ikeja, Lagos issued by his Lordship Hon Justice Kazeem. Alogba by interfering and using Baale of Oko-Oba Town as your vehicle Identification Plate Number and intending to hold your 4th commemoration of Baale of New Oko-Oba Town on 3, December, 2019 and as well as addressing yourself as Baale in Council while the case of the stool of Baale of Oko-Oba Town was pending in the court.
Molo said the offences, the accused committed were punishable under sections 411, 190 and 123 of the criminal Law of Lagos State, 2015.
The accused, however, pleaded not guilty to the charges in the open Court and Chief Magistrate H.O Omisore admitted him to bail and adjourned the case till 3 December, 2019 for mention.
Omisore ordered that the defendant be kept at the Ikoyi Prison Lagos till he perfected the bail conditions
The Surulere Super Plaza on Akerele Street in Surulere, Lagos was yesterday gutted by firewith valuable merchandise destroyed.
The plaza, formerly known as Super Cinema, accommodates many shops and churches including Fountain Hall, Dominion City Worship, Omega Fire Ministries, Textiles and Fabrics, Bureau de Change and Gift Gallery, among others.
Director General of Lagos Emergency Management Agency (LASEMA), Dr Oke-Osanyintolu, said that preliminary investigation conducted on site indicated that the fire resulted from an electrical surge in one of the shops before escalating to other parts of the plaza.
“No loss of life nor injury has been sustained so far at the scene of the fire where properties worth a fortune have been lost to the inferno,” Oke-Osanyintolu said.
A 30-year-old mother of five, Mrs Risikat Olabintan has been arrested by the police for throwing her one- day -old baby into a soak-away pit.
Her arrest followed a distress call received by members of Ibukun Oluwapo Community, Ishaga Surulere area in Owode-Yewa, that some children while playing at the backyard of their compound heard the cry of a baby in the soak-away and raised alarm.
On receiving the information, the DPO Owode-Yewa, Sp Olabisi Elebute quickly led team of policemen to the scene where the baby was rescued with the assistance of members of the public.
Investigation later revealed that it was the said Risikat Olabintan who gave birth secretly to the baby and threw him inside the soak-away as early as 5am of that day, hence she was apprehended.
On interrogation, she made a confessional statement that she actually gave birth to the baby which is the sixth of her children and that she has no means of feeding them all since her husband has absconded to an unknown destination for quite some time now.
Both the baby and the mother are presently in the hospital for medical attention and the baby is responding positively to treatment.

Former President Olusegun Obasanjo has said he would not act like a coward for fear of death, saying, he would continue to raise the alarm when things are not right in the country.
Obasanjo said this at the two- day interactive session of the Presidential Youth Mentorship Retreat held at the Youth Development Centre, Olusegun Obasanjo Presidential Library, Abeokuta.
The former president stated that his major concern was to build leaders who would lead Africa to her promised land.
He said God has favoured him to live long after serving as military head of state and as democratically-elected president of the country.
The former president explained that the purpose of the Presidential Mentorship Retreat was to facilitate the release of creative energies of young people.
He noted that the youths across the African region need interaction with their leaders.
He, however, advised the youths to sacrifice themselves individually and collectively to make the African continent a great nation.
While fielding questions from the participants at the retreat, Obasanjo said ” I ‘m not afraid of death at my age, God has favoured me and I appreciate God’s blessings on me over these years.
” My concern over the years is to build leaders of Africa. My greatest concern is tomorrow and that tomorrow begins today.
“The world today is in crisis, I believed that youths need interaction from leaders and learning from them. I want to be inspired at the end of this programme.
“I want you to identify yourself and use your identity to achieve service to God and humanity.
“I want you all to come out individually and collectively in making Nigeria and Africa at large a great nation .”
